Short answer: A Pakistani citizen whose child is born abroad reports the birth on Form S to the Pakistan Mission in that country. The Directorate General of Immigration and Passports (DGI&P) says this should be done within six months. The form asks for the child's details, both parents' details, proof of your citizenship and proof of the birth.

A baby is born in a hospital in Manchester, Dubai or Toronto. The hospital gives a local birth certificate within days. But that paper does not tell Pakistan that the child exists. A separate report to the Pakistan Mission does.

We read the DGI&P process page on 13 October 2026, downloaded Form S and Form T from DGI&P's forms page, and read both forms in full. This guide covers what the forms and page say. They do not state a fee or a processing time, and we say so where it matters.

Form S reports the birth to the Pakistan Mission within six months

DGI&P's process page says the birth of a child of a Pakistani citizen born outside Pakistan may be reported by the parents or guardians on Form S to the concerned Pakistan Mission abroad within a period of six months.

The form's own title is "Application for Registration of birth of a child of a Citizen of Pakistan born in a country outside Pakistan". It is printed as Appendix XI, with a reference to rule 21.

The page does not say from which date the six months are counted. We read it as six months from the birth, which is the natural meaning, but confirm it with the mission when you call.

What Form S asks you to write

The form is addressed to the mission and signed by the father or guardian. Write in block letters, as the form says, and attach proof. Each part is a line you must be able to fill from papers you already have.

Part of Form SWhat you write

The form does not name the exact documents for (a) to (c). Ask the mission which ones it accepts. A parent's CNIC or NICOP and the local hospital or government birth certificate are the obvious candidates.

Form T is a different form, for annual registration

Form S registers one child's birth. Form T is the "form of statement for annual registration by a citizen of Pakistan resident abroad". The DGI&P process page says Pakistani citizens abroad are required to register with the Pakistan Mission every year, in the quarter of the year.

The form asks for your passport details, your other nationality if you hold one, and the names and ages of your wife and children. It contains the line "I wish to retain my citizenship of Pakistan". The mission returns an acknowledgement slip.

We could not confirm from DGI&P how this requirement is enforced, or which quarter the page means. Treat both as questions for the mission.

After the mission registers the birth

Registration with a mission is one step. Other documents for the child sit with other bodies. NADRA has its own child registration, covered in the guide to B-Form requirements and the three stage system. The Pakistan side birth certificate route is in the page on getting a birth certificate in Pakistan.

A passport for a child follows its own rules. They are set out in the guide on getting a passport for a child in Pakistan. For NICOP, the overseas card, see the steps to apply for or renew a NICOP online.

The six months are the only deadline we could confirm. If you have missed it, call the mission anyway and ask what it needs.

Steps to follow in order

  1. Get the local birth certificate from the authority in the country of birth.
  2. Download Form S from the DGI&P forms page and write it in block letters.
  3. Attach proof of your Pakistani citizenship and proof of the birth, and list them on the form.
  4. Sign the declaration and get the attestation the form asks for.
  5. Submit to the Pakistan Mission within six months and ask for a receipt.

Common questions

How long do I have to report a birth abroad on Form S?

Six months, according to DGI&P's process page. The page does not say how the period is counted, so confirm the start date with the mission.

Where do I submit Form S?

To the Pakistan Mission in the country where the child was born, such as an embassy or consulate. DGI&P's page says the report goes to the concerned Pakistan Mission abroad.

Does Form S have a fee?

The form does not show one and the DGI&P page does not list one. Ask the mission before you travel to it.

Is Form S the same as Form T?

No. Form S reports one child's birth. Form T is the annual registration statement for a Pakistani citizen resident abroad.

What if my child also has the other country's nationality?

The form has a line for it. You give the country, the nationality certificate number and date, and passport details. It does not say that this stops registration.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 13 October 2026, Pakistan time. We read DGI&P's application process page (last modified 4 October 2023), its immigration forms page, and the PDFs of Form S and Form T. We did not verify any fee, processing time, or the exact documents a given mission accepts, and we did not call a mission.
