How to Get a Birth Certificate in Pakistan

Pakistan issues two different birth documents, and most of the frustration around this comes from asking for one and being handed the other, or being sent between offices that each say it is the other's job.

Sorting out which one you actually need takes two minutes and saves a wasted trip.

The two documents

The order matters. The union council record comes first. NADRA's certificate is the computerised version of an entry that must already exist locally. You cannot start at NADRA if the birth was never registered.

The B-Form is separate again, and it is the one schools and NADRA processes usually want for a child's identity. We covered it in the guide to registering a child for a B-Form.

Which one do you actually need

• School admission and local use. The union council certificate is often enough.
• Passport, visa, or anything used abroad. You will need the computerised NADRA certificate. A handwritten union council slip will not be accepted.
• Adding a child to family records. That is the B-Form.

If somebody has told you your certificate was rejected, the usual reason is that it was the union council version where the computerised one was required.

How to register a birth

1. Go to the union council for the place of birth. Not where you live now. If the child was born in a Lahore hospital and you have since moved to Faisalabad, it is the Lahore union council that holds the record.
2. Take the proof of birth. The hospital record or birth slip is the standard document. A home birth needs other evidence.
3. Take both parents' CNICs, and the nikah nama if asked.
4. The union council verifies and enters the birth in its register.
5. Apply for the computerised certificate once the entry exists, if you need the NADRA version.

Registration itself is reported to be free, with a fee of roughly Rs 100 to Rs 200 for issuing the computerised certificate, varying by region. We are giving a range rather than a figure because NADRA's website blocks automated access and we could not read its own fee page. Confirm at the counter.

Registering a birth years late

This is the part worth knowing, because a great many Pakistani adults have no birth certificate at all and assume the door is closed.

It is not. A birth can be registered late, there is no stated age limit, and a late certificate is legally valid. People register their own births in their thirties and forties in order to get a passport.

Expect to work harder for it than a recent birth. Because there is no hospital record from twenty years ago, the union council will want other evidence that the birth happened where and when you say:

• School leaving certificates or old admission records
• Vaccination cards
• Parents' CNICs and their own records
• An affidavit, often on stamp paper
• Sometimes a statement from local witnesses

If no record can be created at all, ask about a non-availability of birth certificate, which is a formal document confirming that no registration exists. Some foreign processes accept it in place of a certificate.

What has changed recently

Two developments are reported and worth asking about locally, because both are newer than most published guidance.

The Pak ID app. NADRA birth registration can reportedly now be started through its mobile app, with home delivery of the certificate and same day registration in some cities.

Bypassing the union council in parts of Sindh. Six Sindh cities are reported to allow birth, death, marriage and divorce registration without going through a union council at all.

We are labelling both as reported and local. We could not confirm which cities are covered or the current status, and we are not going to tell somebody in Multan they can skip the union council when that may only apply in Karachi. Ask at your own office before changing your plan.

Common problems

1. Wrong union council. Place of birth, not current address. This is the single most common wasted trip.
2. Name spelling. Make sure the spelling matches the parents' CNICs exactly, because a mismatch causes problems years later at passport stage.
3. Date disputes. A hospital record and a family memory that disagree will stall the entry. Bring the document.
4. Assuming the B-Form covers it. It does not. They are different documents for different purposes.
