Registering a partnership firm in Islamabad costs a Rs 1,000 government fee, deposited at National Bank of Pakistan under head of account C-03545. The certificate is ready about 10 days after you file. The ICT Administration's Industries Department handles it at G-11/4, under the Partnership Act 1932.

A partnership firm is two or more people running a business together under a written deed. It is not a company. A company registers with the Securities and Exchange Commission of Pakistan (SECP) instead, at different fees and with different rules.
The Rs 1,000 fee is ten times what Punjab charges. Punjab asks Rs 100 to register a partnership firm in Punjab, so the province where your office sits decides which registrar you use and what you pay.
Six documents go into the Islamabad application
The ICT Administration asks for Form I, the partnership deed, the bank receipt, an affidavit, proof of a commercial office and CNIC copies of every partner and witness. All papers must be attested by a notary public.
- Form I: the application to register a firm under the Partnership Act 1932, filled in properly.
- Partnership deed: on a Rs 1,000 stamp paper.
- Bank receipt: proof of the Rs 1,000 fee deposited at NBP.
- Affidavit: on a Rs 5 stamp paper, confirming the papers are accurate and the office exists.
- Office proof: a copy of the lease agreement or ownership papers for the office, plus a utility bill. The office must be in a commercial area.
- CNICs: copies of valid computerised national identity cards of all partners and witnesses.

The commercial area rule is the one that catches home businesses. A firm run from a house in a residential sector does not meet it on the ICT page's wording. Sort out a commercial address before you spend money on stamp papers.
Islamabad stamp papers can be bought as e-stamps. The steps for issuing an e-stamp paper differ by province, so check that the stamp is issued for Islamabad.
How to register a partnership firm in Islamabad
You prepare the deed and affidavit, pay the fee at NBP, and submit the file at the ICT Citizen Facilitation Centre in G-11/4. Every partner and witness then appears before the Registrar of Firms with an original CNIC on a given date.
- Agree the terms with your partners and have the partnership deed written on a Rs 1,000 stamp paper.
- Prepare the affidavit on a Rs 5 stamp paper about the accuracy of the papers and the existence of the office.
- Deposit Rs 1,000 at National Bank of Pakistan through a challan under head of account C-03545.
- Fill in Form I and get every paper attested by a notary public.
- Submit the file at the Citizen Facilitation Centre, Mauve Area, G-11/4, Islamabad.
- Appear with all partners and witnesses, carrying original CNICs, before the Registrar of Firms on the date you are given.
- Contact the office after 10 days to collect the registration certificate.

The personal appearance step is where files stall. If one partner is abroad or ill, the date slips. Pick a date that every partner and both witnesses can make before you submit.

The dealing authority is the Director (Labour and Industries), ICT. The office is in the Industries Department, Agriculture Complex, next to the Chief Commissioner's Office in G-11/4, open Monday to Thursday from 8:30 am to 4:30 pm.
The page lists a Friday break of 12:30 pm to 2 pm but no separate Friday hours. Go Monday to Thursday if you can.

A firm, a society and a company are registered in different places
A partnership firm registers with the Registrar of Firms in the ICT Industries Department. A non-profit society also goes to ICT but under a different law, while a private limited company goes to SECP.
If you want to run a charity rather than a business, the route is different. Registering an NGO in Pakistan means a society, a trust or a Section 42 company, each with its own rules and fees.
For a small business with two or three owners, a registered firm is usually the cheapest formal structure. It needs no minimum capital on the ICT page and no annual return to SECP.
