From 1 November 2026, every SME loan application to a bank or development finance institution (DFI) in Pakistan must go through SMEConnect, the State Bank of Pakistan's new portal at smeconnect.sbp.org.pk. The SBP launched it on 29 October 2026. You apply once online, the portal sends the application to your bank after checks, and you can track its status and see the reason if it is turned down.

That last part is new. Until now, a small business owner who was refused a loan often never learned why. We read the SBP's circular and press release on 30 October 2026. Below is what changes, who it covers, what the bank branch must do for you, and what to do if the portal or the bank lets you down.

All SME loan applications move to SMEConnect on 1 November 2026

The SBP's circular, SH&SFD Circular No. 08 of 2026, says all SME finance applications "shall be submitted on the SMEConnect" from 1 November 2026. Applications are then forwarded to the applicant's chosen bank or DFI "after necessary verifications". Bank websites and branches must send applicants to the portal.

The circular also withdraws Regulation R-6 of the SBP's Prudential Regulations for SME financing from the same date. That rule had required each bank to let applicants apply digitally on its own channels. A single portal replaces it.

You can track your SME loan application and see why it was rejected

The SBP press release says SMEConnect lets applicants "track the status of their applications on real time basis", and that in case of rejection they "will be able to see the reasons of rejection". The SBP will also watch a live dashboard of applications received, processed, approved, disbursed and rejected, bank by bank.

That dashboard matters to you even though you will not see it. When the regulator can see how many applications each bank turns down, and how fast it handles them, a bank has less room to sit on a file for months. The SBP has not published targets or deadlines for banks in the circular, so there is no promised decision time yet.

Steps to apply for an SME loan through SBP SMEConnect

Who counts as an SME for this portal

SMEConnect is for small and medium enterprises seeking financing from banks and DFIs. Under the SBP's SME prudential regulations, a small enterprise has yearly sales above Rs 30 million and up to Rs 400 million, and a medium one above Rs 400 million up to Rs 2,000 million.

CategoryYearly sales turnover
Micro enterpriseUp to Rs 30 million
Small enterpriseAbove Rs 30 million to Rs 400 million
Medium enterpriseAbove Rs 400 million to Rs 2,000 million

The circular speaks of "all SME finance applications" and does not separately mention micro businesses or microfinance banks. If you run a micro business, ask your bank whether your loan counts as SME finance before you apply. The definitions and borrowing limits are set out in full in our SME loan guide for Pakistan.

How to apply for an SME loan through SMEConnect

Open smeconnect.sbp.org.pk, fill in the application and choose your bank or DFI. If you prefer help, go to your bank's branch: the circular tells branch staff to guide you and submit the application digitally on the portal with you. A tutorial video is on the portal itself.

  1. Decide which bank or DFI you want to borrow from, and compare products first.
  2. Open smeconnect.sbp.org.pk on 1 November 2026 or later, and watch the tutorial video.
  3. Fill in the application on the portal, or ask your branch staff to help you submit it there.
  4. Keep your application reference and check the status on the portal.
  5. If the loan is refused, read the reason shown, fix what you can and apply again or try another bank.

We could not open the portal ourselves: it refused our connection with a security block, so we have not seen its form fields or document list. Read the portal's own list of documents before you start, and keep scans ready so the form does not time out. To compare bank products before you apply, the SMEDA bank products portal lists more than 115 of them.

What to do if the portal or your bank does not respond

Start with your bank. The SBP has told every bank and DFI to show the SMEConnect link on its website and app and to train its SME staff and field teams on it. If a branch refuses to help or still insists on a paper form after 1 November, ask for the branch manager.

If that does not work, complain to your bank in writing and keep the reference. If the bank does not resolve it, you can take it to the SBP through its Sunwai complaint portal. Mention that the circular is SH&SFD Circular No. 08 of 2026, dated 29 October 2026.

Be careful with anyone who offers to "get your SME loan approved" for a fee. The portal is free to use on the SBP's own domain, sbp.org.pk. Never type your bank details into a site with a different address.

Common questions

What is SMEConnect?

SMEConnect is the SBP's central online portal for SME loan applications to banks and DFIs in Pakistan, at smeconnect.sbp.org.pk. It was launched on 29 October 2026.

From when must SME loans be applied for on SMEConnect?

From 1 November 2026, all SME finance applications must be submitted on SMEConnect, under SH&SFD Circular No. 08 of 2026.

Can I still apply at my bank branch?

Yes, but the branch staff will help you submit the application on SMEConnect rather than on a paper or bank form.

Will I know why my SME loan was rejected?

Yes. The SBP says applicants will be able to see the reasons for rejection on the portal.

Does SMEConnect charge a fee?

The circular and press release mention no fee for applicants. We could not open the portal to confirm it shows none.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read SH&SFD Circular No. 08 of 2026 and the SBP press release of 29 October 2026, "SBP Launches SMEConnect to Simplify SME Financing and Enhance Transparency", on 30 October 2026. The SME size bands come from the SBP's SME prudential regulations as recorded in our earlier guide. The portal at smeconnect.sbp.org.pk returned a security block page to us on 30 October 2026, so its form, documents and fees are not described here. Bank decision times are not set in the circular.
