Pakistan will restrict the import of smart glasses that carry a camera. The Economic Coordination Committee (ECC) of the federal cabinet approved the restriction on 4 November 2026, on a summary from the Commerce Division, and asked the provinces and Islamabad to write rules on using such glasses at work.

Nothing changes at the airport or the port today. The ECC release does not say whether this is a ban or a set of conditions, and the legal notice that customs would enforce has not been published yet. Until it is, glasses already in the country, in shops or on your face are not affected by this decision.

We read the official ECC press release on the Press Information Department (PID) site on 5 November 2026, and we checked the FBR's customs notification list the same morning. The newest customs notice there is dated 3 November and is about customs agents, not glasses. The Commerce Division site did not load for us, so we could not check it directly.

What is known and not known about Pakistan's camera smart glasses import restriction, November 2026

The ECC approved import curbs on camera smart glasses

On 4 November 2026 the ECC approved restrictions on importing camera-enabled smart glasses. The same decision recommended that the four provinces and Islamabad Capital Territory develop workplace regulations for how these devices may be used.

Camera-enabled smart glasses look like normal glasses or sunglasses but hold a small camera in the frame. Many can take photos or record video with a tap, often with only a small light to show they are recording. That is the concern behind both parts of the decision: people being filmed without knowing it.

The ECC took the decision at the same meeting that approved Rs 275 billion for water projects. Our report on all ECC decisions of 4 November 2026 lists the other ten items.

The release leaves four big questions open

The official release is two sentences long on this point. It does not say how strict the restriction is, when it starts, or who it covers, so most of what buyers want to know is still open.

QuestionWhat we know on 5 November 2026
Is it a full ban?Not stated. The release says "restrictions", not "ban".
When does it start? Not stated. It applies only after a legal notice is issued.
Does it cover personal baggage? Not stated.
Which products exactly?Smart glasses with a camera. Glasses without a camera are not named.
Workplace useProvinces and Islamabad are asked to write rules. None published yet.

We will not guess at the answers. Reports that give a start date or a duty rate should be treated as unconfirmed until the notice appears on an official page.

A Commerce Division notice must come before customs can act

Import rules in Pakistan are set by the Ministry of Commerce through the Import Policy Order, and customs enforces them at the border. An ECC approval tells the ministry what to do. It does not by itself change what customs officers check.

The usual path has five steps:

  1. The Commerce Division sends a summary to the ECC, as it did here.
  2. The ECC approves it, which happened on 4 November 2026.
  3. The federal cabinet ratifies the ECC decision, normally at its next meeting.
  4. The Commerce Division notifies an amendment to the import policy.
  5. Customs applies the new rule to goods declarations and, if covered, to baggage.

The Federal Board of Revenue publishes customs notifications on its own SRO list, and you can check whether any notice is real with our guide to checking an FBR SRO.

Five steps before Pakistan's smart glasses import restriction applies at customs

What buyers and travellers should do now

If you already own camera smart glasses, nothing in the ECC decision takes them away. If you are thinking of buying a pair abroad or ordering one online, it is safer to wait for the notice, because the rule could apply to goods arriving after it starts.

A few practical points follow from what is known:

  • Keep the receipt for any pair you bring in now. It shows when and where you bought it.
  • Declare electronics at customs when the baggage rules require it. Our guide to personal baggage duty in Pakistan explains the current allowances.
  • Shops holding stock should keep their import documents. How stock already cleared will be treated is something only the notice can settle.
  • Do not pay extra to an agent who claims to know the new rule. There is no published rule yet.

Workplace rules will come from the provinces

The ECC did not set workplace rules itself. It recommended that Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan and Islamabad Capital Territory each develop regulations for using camera glasses at work.

That split matters because labour and workplace matters are largely provincial subjects. So the rule in a Lahore office may end up different from the rule in a Karachi factory. Employers can already set their own policy, for example banning recording devices in meeting rooms, without waiting for any government rule.

We will update this page when the Commerce Division notice or any provincial rule is published.

Common questions

Are smart glasses banned in Pakistan?

No, not on 5 November 2026. The ECC approved import restrictions on camera-enabled smart glasses, but the legal notice has not been issued, and the release does not say the restriction is a full ban.

Can I still bring smart glasses from Dubai or Saudi Arabia?

The current baggage rules still apply until a new notice says otherwise. Whether personal baggage will be covered once the rule starts is not yet known.

Do glasses without a camera count?

The ECC release names only camera-enabled smart glasses. Audio-only smart glasses and normal glasses are not mentioned.

Who decided this?

The Economic Coordination Committee, chaired by Finance Minister Muhammad Aurangzeb, on a summary from the Commerce Division, on 4 November 2026.

Will I be stopped for wearing smart glasses at work?

There is no government workplace rule yet. The provinces and Islamabad have been asked to write one. Your employer's own policy applies in the meantime.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 5 November 2026. Source: Press Information Department, PR No. 40 of 4 November 2026 on the ECC meeting (pid.gov.pk). FBR customs SRO list (fbr.gov.pk), checked 5 November 2026: no notice on smart glasses.
