Pakistan ECC Decisions, 4 November 2026: Rs 275 Billion for Water, Smart Glasses Import Curbs and Urea Gas Till 31 December
Pakistan's ECC met on 4 November 2026 and approved Rs 275 billion for water, camera smart glasses import curbs, urea plant gas and new youth loan tiers.

The Economic Coordination Committee (ECC) of the federal cabinet met in Islamabad on 4 November 2026 and approved Rs 275 billion for water projects, curbs on the import of camera-enabled smart glasses, and gas for two urea plants until 31 December 2026. Finance Minister Senator Muhammad Aurangzeb chaired the meeting at the Finance Division.
The committee took up 11 items in all. Six of them were technical supplementary grants (TSGs), which are extra money released during the year for spending the budget did not fully cover. Together those six grants add up to about Rs 360.2 billion.
We read the official press release on the Press Information Department (PID) site on 5 November 2026. Every figure below comes from that release. Where the release gives no detail, such as the new loan tiers or the exact form of the smart glasses rule, we say so.

The ECC approved 11 items on 4 November 2026
The ECC cleared all 11 summaries put before it: six supplementary grants, a change to the Prime Minister's youth loan scheme, a transfer to the austerity fund, smart glasses import curbs, gas for two fertiliser plants and relaxed rules for 89 petroleum rights.
Here is every decision in one table, in the order the release lists them.
| Decision | Amount or detail | Ministry |
|---|---|---|
| TSG for ongoing defence projects | Rs 54 billion | Defence Division |
| TSG for a Lineage L-1000 aircraft | Rs 1.094 billion | Defence Division |
| TSG for Project Istaqlal | Rs 29.139 billion | Defence Division |
| TSG for Frontier Corps Balochistan (North) helicopter upkeep | Rs 3.71 million | Interior Division |
| New tiers and bank rate for the PM's Youth Business and Agriculture Loan Scheme | Approved, figures not published | PM's Youth Programme |
| Savings moved to the PM's Austerity Fund 2026 | Rs 15.625 billion | Finance Division |
| TSG for water sector projects | Rs 275 billion | Water Resources |
| Restrictions on importing camera-enabled smart glasses | Approved, details not published | Commerce Division |
| Gas for FatimaFert and Agritech urea plants | Up to 31 December 2026 | Petroleum Division |
| Relaxed E&P Rules for extension and renewal of petroleum rights | 89 rights | Petroleum Division |
| TSG for gas to villages near gas fields | Rs 1 billion for FY 2026-27 | Petroleum Division |
Water projects get the biggest grant at Rs 275 billion
The single largest approval was a Rs 275 billion supplementary grant for water sector projects under the Ministry of Water Resources. The release says the money will support key water infrastructure and ongoing projects, but it does not name the dams or canals.
That one grant is about three quarters of all the supplementary money approved at this meeting. It came on the same day the Deputy Prime Minister chaired a separate review of national water security, according to another PID release.
Defence grants came next, at Rs 54 billion for ongoing projects and Rs 29.139 billion for Project Istaqlal. The release describes them as meeting operational needs and national security priorities, and gives no further breakdown.
Smart glasses with cameras face import curbs
On a Commerce Division summary, the ECC approved restrictions on importing smart glasses that have a camera. It also asked the four provinces and Islamabad Capital Territory to write workplace rules for using such devices.
The release does not say whether this is a full ban, a licence requirement or a duty change. The legal change normally comes through a Commerce Division notice amending the import policy, and we have not seen one yet. We explain what this means for buyers in our separate report on the smart glasses import restriction.
Two urea plants keep their gas until 31 December 2026
FatimaFert and Agritech, the two urea plants that run on Sui Northern Gas (SNGPL), will keep getting gas until 31 December 2026. The release adds a condition: supply depends on the required energy being available.
Urea supply matters most in the rabi season, when wheat is sown. Farmers can follow the price on our page for the urea price in Pakistan by city.
The ECC also relaxed the Exploration and Production (E&P) Rules so that 89 petroleum rights can be extended or renewed, as long as the holders meet the conditions set for them. A separate Rs 1 billion grant will pay for gas to villages within five kilometres of gas fields during FY 2026-27.

Youth loan scheme gets new tiers, but the rates are not public yet
The ECC approved a revision to the tiers and the bank rate of the Prime Minister's Youth Business and Agriculture Loan Scheme (PMYBALS). The release says the aim is cheaper finance and more young entrepreneurs, but it does not give the new loan limits or interest rates.
Until the scheme publishes the new table, applicants should use the current terms. Our guide to the PM Youth Business Loan explains how to apply and track an application.
The committee also moved Rs 15.625 billion, which the release says was saved through austerity and fuel conservation, into the Prime Minister's Austerity Fund 2026.
How an ECC decision reaches the public
An ECC approval is a decision of a cabinet committee. It usually needs the federal cabinet's ratification and then a notice from the ministry concerned before anything changes for a citizen or a business.
- A ministry sends a summary to the ECC.
- The ECC approves, changes or rejects it.
- The federal cabinet ratifies the decision, normally at its next meeting.
- The ministry issues the order, policy amendment or release of funds.
- Only then does the change apply, for example at customs for an import rule.
So for smart glasses and the youth loan tiers, watch for the Commerce Division notice and the scheme's own announcement. Earlier ECC rounds followed the same path, such as the meeting that approved the 200,000 tonne sugar export.
Common questions
When did the ECC meet?
On 4 November 2026, at the Finance Division in Islamabad, with Finance Minister Muhammad Aurangzeb in the chair.
How much did the ECC approve in supplementary grants?
About Rs 360.2 billion across six grants. The largest was Rs 275 billion for water projects.
Are camera smart glasses banned in Pakistan now?
Not yet in law. The ECC approved restrictions, but the release does not say what form they take, and we have not seen the Commerce Division notice.
What are the new PM youth loan rates?
They were not published. The ECC approved new tiers and a new bank rate, but the figures were not in the release.
Will FatimaFert and Agritech get gas after December?
The approval runs up to 31 December 2026 only, and depends on gas being available. Any extension would need a new decision.
