How to Transfer Your Vote to a New Address in Pakistan: ECP Form 21 and the Cut-Off
Moved house? File ECP Form 21 with a CNIC copy at your new district office to transfer your vote. See who may submit it and why Rule 42 sets a cut-off date.

Short answer: To move your vote to a new address in Pakistan, fill in ECP Form 21 (Registration or Transfer of Vote), attach a copy of your CNIC and give it to the District Election Commissioner or Registration Officer of the district where you want to vote. The form is free. Do it before the cut-off date, because the rules block transfers once an election has been called.
Think of a family that moved from Gujranwala to Lahore two years ago. Everyone updated the electricity bill. Nobody touched the vote. On polling day the nearest polling station has no record of them, and the real one is a long drive away.
We read the Election Commission of Pakistan (ECP) "How to Register" page and the Election Rules, 2017, on 12 October 2026. Everything below comes from those two documents. Punjab local government polls are reported for 14 December 2026, so the question matters now.
Form 21 is the form for registering or transferring a vote
The ECP's voter page lists three forms. Form 21 is for registration or transfer of a vote. Form 22 is for an objection or deletion. Form 23 is for correcting your particulars. You can download them from the ECP website or collect them free from the district office.
A "transfer" means your name moves from the voter list of one area to the list of another. It is not the same as a new registration, but the same form handles both. That is why the form title has two parts.
| ECP form | What it does |
|---|---|
| Form 21 | Register a new vote or transfer your vote |
| Form 22 | Object to an entry or ask for a deletion |
| Form 23 | Correct your particulars, such as a name spelling |

You submit the form in the district where you want to vote
The ECP page says to give the application, with a copy of your CNIC, to the District Election Commissioner, Registration Officer or Assistant Registration Officer of the district where you want your name enrolled. Display centre in-charges also hand out the form. You apply where you are going, not where you are leaving.
This detail trips people up. Your old district does not need to approve anything in the ECP's description. You deal with the office of the new area.
The Election Rules add two conditions. The form must be submitted by you or by your father, mother, spouse, son or daughter, with a copy of the CNIC. And the registration office cannot accept forms in bulk from one person or from a political party. A neighbour who collects ten forms for the street will be turned away.
Your vote follows the address on your CNIC
The Election Rules tie your vote to the permanent or temporary address on your National Identity Card. When NADRA issues a card, it records whether you want to vote at your permanent or temporary address and passes this to the ECP. So a changed address on the card and a changed vote should match.
Rule 36 shows the principle. A voter registered on the permanent or temporary address of the card is not deleted, and a voter registered elsewhere is transferred to the permanent address on the card. If you moved house but your card still shows the old address, update it first. Our guide on changing the address on your CNIC through NADRA gives the steps.
One caution. We read the rule about the permanent and temporary address. We did not find, in the documents we read, a statement that you may enrol at a third address that is on neither line of your card. Ask the district office before you pay for travel.
Check where your vote is now before you file anything
Send your CNIC number, without dashes or spaces, to 8300. The ECP says you will get your updated voter record in reply. If it already shows the area you want, you do not need a transfer at all.
Many people file a form they did not need. Our guide on checking your vote and polling station with 8300 shows how to read the reply. Do this first, then decide.
Follow these steps to transfer your vote
- Send your CNIC number to 8300 and note the area on your current record.
- Check that the address on your CNIC matches the area where you want to vote.
- Download Form 21 from the ECP website, or collect it free from the District Election Commissioner's office.
- Fill it in and attach a copy of your CNIC.
- Submit it yourself, or send your father, mother, spouse, son or daughter.
- Keep a copy, then send 8300 again after a few weeks to confirm the change.

We could not find a fixed processing time on the ECP pages we read, so we do not give one.
Rule 42 blocks transfers once the election is called
Rule 42 says that no revision, correction or transfer is allowed after a constituency has been called upon to elect. It applies a "cut-off date" from section 39 of the Elections Act to assembly and local government elections alike. After that date the list is frozen.
We did not read section 39 itself, so we cannot tell you how many days before polling the cut-off falls. The ECP's draft schedule for Punjab local government elections was sent to the province on 5 October, and the public notice for nominations is reported for 23 October. The ECP's final notice, not a report, is what starts the count. Do not wait for it.
| Point | What the rules say |
|---|---|
| Who files | You, or father, mother, spouse, son or daughter |
| What to attach | Copy of your CNIC |
| Where to file | District Election Commissioner or Registration Officer of the new district |
| Bulk forms | Not accepted from one person or a party |
| After the election is called | No revision, correction or transfer (Rule 42) |

Common questions
What is the form to transfer my vote in Pakistan?
It is Form 21, titled Registration or Transfer of Vote. You can download it from the ECP website or get it free from the District Election Commissioner's office.
Does it cost anything to transfer a vote?
The ECP page says the form is available free of cost from the district office. We did not find a fee for filing it on the pages we read.
Can someone else submit my form?
Yes, but only your father, mother, spouse, son or daughter, with a copy of your CNIC. The Election Rules say forms are not accepted in bulk from any person or party.
Do I need a new CNIC first?
Not always. Your vote follows the permanent or temporary address on your card. If the card shows your old address, update it with NADRA before you file.
When is it too late to transfer?
Rule 42 bars transfers after a constituency is called upon to elect. The exact cut-off sits in section 39 of the Elections Act, which we did not read, so ask your district office.
Can I still vote at my old address after I move?
Yes, while your name stays on that area's list. You vote at the polling station of the area where you are registered, so a move changes nothing until the transfer is done.
How we verified this
What we checked, where we read it, and what we could not confirm.
We read the ECP How to Register page and the Election Rules, 2017, as updated to 23 November 2021 and published on the ECP site, on 12 October 2026. Rules and forms can change by notification. Check the ECP page again before you file.
