How to Apply for the HEC Coastal Region Scholarship in Balochistan: Rs 15,000 a Month for BS Students
HEC Coastal Region Scholarship for Gwadar, Hub, Turbat and Awaran: Rs 15,000 a month, tuition to Rs 240,000, Rs 500 test fee and the rules. See how to apply.

Short answer: The HEC Coastal Region Scholarship pays Rs 15,000 a month plus tuition up to Rs 240,000 a year for a BS degree at a public university. You need a domicile of Gwadar, Lasbela/Hub, Kech (Turbat) or Awaran, 50% in both matric and inter, and an age of 22 or less. Apply on scholarship.hec.gov.pk.
A student in Turbat who scores well in inter still has to find the money for a hostel in another city. That gap is what this scheme tries to close. HEC lists Batch-IV of the Coastal Region Higher Education Scholarship Program for Balochistan as open on its programme page.
We read the programme pages on HEC's website on 13 October 2026: the introduction, eligibility, financial support, how to apply and FAQ pages. We did not find a closing date on any of them, so we do not state one. Check the closing date on the application portal before you plan anything.
The scheme covers four coastal districts of Balochistan
HEC says the programme aims to uplift less developed areas. Only four districts qualify: Gwadar, Lasbela/Hub, Kech (Turbat) and Awaran. The page says there are 200 scholarships in four batches, 50 a batch, with 80 for Gwadar and 40 for each of the other districts.
That split matters. A student from Awaran competes with others from Awaran for a small number of seats, not with the whole coast. The page does not say how many seats Batch-IV has for each district, so check the advertisement for that.
You must meet six eligibility rules
HEC sets clear rules: a domicile of one of the four districts, 50% in both SSC and HSSC from institutes in those districts, a BS programme, and an age of 22 or less on the closing date. Students waiting for results, and those on another HEC or government scholarship, cannot apply.
- Hold a domicile or local certificate of Gwadar, Lasbela/Hub, Kech (Turbat) or Awaran.
- Have 12 years of education with at least 50% marks in SSC and also in HSSC, each from an institute in one of these districts.
- Apply for a BS programme of 4 to 5 years.
- Be at most 22 years old on the closing date. The FAQ says no age relaxation is allowed.
- Do not be on any other HEC or government scholarship.
- Do not be waiting for your inter result. Result awaiting students are not eligible.
A student who has already started a BS can still apply if they have studied for at most one academic year or session before the advertisement. The stipend then starts from the closing date of the application, and the tuition fee from the start of the session.

The scholarship pays a monthly stipend and tuition up to Rs 240,000
HEC lists a living allowance of Rs 15,000 a month, a book and travel allowance of Rs 30,000 a year, and tuition and other charges including hostel fee up to Rs 240,000 a year or actual, whichever is less. A hostel supplement of up to Rs 5,000 a month applies where the university has no hostel.
| Support | Amount on HEC's page |
|---|---|
| Living allowance | Rs 15,000 a month |
| Book and travel allowance | Rs 30,000 a year |
| Tuition and other charges, including hostel fee | Up to Rs 240,000 a year, or actual if less |
| Hostel contingency | Up to Rs 5,000 a month, or actual if less |
One more rule shapes your choice of university. HEC says it will fund at most one scholar per batch at LUMS and one at IBA Karachi. If your plan is a private university, read that line twice.

You apply online, pay Rs 500 and sit an HEC aptitude test
Apply on scholarship.hec.gov.pk. HEC wants no hard copies at this stage. You pay a Rs 500 test fee through a 1Link 1Bill invoice, click Verify Online Payment, and then submit the form. Saved or incomplete applications are not considered.
- Create your account on the HEC scholarship portal and fill in the form.
- Read the advertisement, eligibility rules, terms and FAQs first.
- Pay the Rs 500 test fee using the consumer number the portal generates, in your bank app or at a participating bank or ATM.
- Click Verify Online Payment on your dashboard.
- Submit the application. Do not leave it as a saved draft.
The fee is non-refundable and non-transferable, and you cannot edit the form after final submission. Check your name, domicile and marks twice before you press submit.

Selection uses the HEC aptitude test and your marks
HEC says applicants are shortlisted on their score in an aptitude test conducted by HEC and on academic credentials. The page does not publish the weights for this scholarship. HEC also does not help with admission, so you must meet each university's own criteria.
That last point is easy to miss. A scholarship award does not get you a seat. Apply to your university in parallel and keep its deadlines in your own calendar.
If you are also weighing other aid, the Balochistan government route for students who study outside the province is explained in the BEEF out of province scholarship. A student already holding it should not expect to take this scholarship too, because the rules bar anyone on another scholarship.
For other open deadlines this month, the list of HEC scholarship dates closing in October 2026 is a useful companion.
What we could not confirm
We could not confirm the Batch-IV closing date, the test date, the test pattern or the seats for each district. HEC's pages did not list them. Treat any date you see on social media as unconfirmed until you see it on scholarship.hec.gov.pk or in HEC's own advertisement.
HEC also reserves the right to postpone or cancel the process at any stage. Do not pay any fee to a person who offers to get you the scholarship. The only fee on HEC's page is the Rs 500 test fee paid by invoice.
