CDA's online property verification service in Islamabad is called IPVS, the Initial Property Verification Service, on cda.gov.pk/public/onlinePropertyVerification. You register with an email, pick the property on a map, and CDA delivers an Initial Property Verification Report to your account. It is built for buyers in housing schemes, apartment buildings and commercial projects, and CDA says overseas Pakistanis were its first target. Below are the six steps, what the report can and cannot tell you, and the five checks CDA itself tells buyers to make.

Islamabad plot fraud usually follows one pattern. A buyer pays for a file in a scheme that was never approved, or for a plot that sits outside the approved layout, and finds out years later. We read CDA's IPVS page on 25 October 2026. It is short, but it is the first online check CDA runs itself for scheme property, rather than the paper requests that go through its One Window counter.

IPVS gives a verification report for scheme property

IPVS produces a Property Verification Report for a property in a housing scheme, a vertical project such as an apartment block, or a commercial project. CDA says the report draws on records held by its Housing, Estate and Land directorates.

CDA describes the aim plainly: to make property verification possible for buyers, and especially for "overseas Pakistanis", without a trip to Islamabad. The report is requested and delivered online. The page does not list a fee.

Get the IPVS report in six steps

Register with your details, confirm the email CDA sends, log in, find the property by search or on the map, choose the service from the left menu, and press the button for the report. CDA says the report then arrives electronically in your account.

  1. Open CDA's Online Property Verification page and choose Register.
  2. Fill in your details and confirm the link CDA emails you.
  3. Log in with the same email and password.
  4. Search for the address, or zoom into the map and select the property.
  5. Choose the service you need from the menu on the left.
  6. Click "Get your Initial Property Verification Report" and wait for the success message.

Use the exact address on the seller's papers: sector or scheme name, block, street and plot number. A near match on the map can return another plot's record, which is worse than no record at all.

Six steps to get a CDA Initial Property Verification Report online in Islamabad

The report is a first check, not a title guarantee

CDA's own disclaimer says the report is based on publicly available CDA information and is "not intended to substitute, disprove or confirm" its records. CDA says it is not liable for any loss from relying on it. Treat a clean report as a start, not a green light.

The same page adds that the list of housing societies "is not exhaustive" and changes as schemes change status. So two checks belong beside IPVS. One is the scheme's status on CDA's approved housing scheme list. The other is the title itself, which sits with the registrar, as set out in verifying a property's title before you buy.

For a plot in a CDA sector, not a private scheme, the paper route is still the stronger one. A Property Information Report and a dues check come through the One Window counter, as explained in checking a CDA plot's dues and details.

CDA names five mistakes buyers make

CDA's IPVS page lists five common errors for buyers: plots sold beyond a scheme's approved area, changes to the approved layout plan, parks and mosque plots turned into housing or shops, mortgaged plots still held by CDA, and buildings without completion certificates.

CDA's warningWhat it means for a buyer
Plots beyond the approved areaLand outside the approved scheme "shall be excluded", so the plot may not count
Changed layout planCheck the plot is on the approved layout plan (LOP), not a later version
Public amenity plots misusedMosque and park plots are not transferable, even if sold as homes or shops
Mortgaged plotsPlots kept by CDA until roads, gas and power are built should not be bought until cleared
Building completionAsk for the completion certificate, the sanctioned area and the approved number of units

The mortgaged plot point catches many buyers. CDA's page describes plots mortgaged with CDA and released gradually as roads, streets, gas and electricity are built. Until CDA clears a plot, it says, the plot should not be bought. The wider checks for private scheme files are in the clause 40 checks for an Islamabad allotment letter.

Five buyer mistakes CDA warns about on its IPVS property verification page

Call One Window or Director Housing when the report is unclear

CDA's page says queries about a report, including verification of its contents, go to the One Window CDA office in G-7/4 or the office of the Director Housing on 051-9252630. Ask before you pay any token money.

If the report shows the scheme as illegal, or you have already paid into one, stop further payments and keep every receipt. The steps for that situation are in paying for a plot in an illegal Islamabad scheme. Overseas buyers who need a relative to act for them can use the route in registering a power of attorney from abroad.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read CDA's Online Property Verification page on 25 October 2026 for the service description, the six steps, the disclaimer, the five buyer errors and the contact details. We did not register or request a report, so we cannot say how long delivery takes, what the report looks like or whether a fee is charged at checkout. The Rs 500 Property Information Report fee comes from CDA's procedures page, as read for an earlier article.
