OPF lists ten housing projects in Islamabad, Lahore, Gujrat, Peshawar, Dadu, Larkana and Mirpur in Azad Kashmir, and it publishes four forms for resale and inheritance cases: a seller's indemnity bond, a purchaser's indemnity bond, documents for a death case and an affidavit for legal heirs. The page lists the forms but we could not read their contents.

Buying or inheriting a plot in an OPF scheme is a long distance business when the owner lives abroad. We read OPF's housing page on 21 October 2026. It names the schemes and the download forms, and it describes the schemes as planned for overseas Pakistanis. It gives no prices, plot sizes or open balloting dates.

OPF names ten projects in seven places

The page lists ten projects: four in Lahore, and one each in Islamabad, Gujrat, Peshawar, Dadu, Larkana and Mirpur. OPF says it has launched schemes in prime locations and that thousands of overseas Pakistanis hold plots.

Lahore holds four of the ten, which is 40 per cent. Two of these sites also host an OPF school. The school in Larkana is in the OPF Housing Colony on Nodero Road, and the Gujrat school is on Bhimber Road in the OPF Housing Scheme.

Four forms cover resale and death cases

The OPF page has a procedures download and four forms. They are an indemnity bond for the seller, an indemnity bond for the purchaser, documents for a death case and an affidavit for legal heirs. We could not open the files from our copy of the page, so we cannot list what they require.

An indemnity bond is a written promise to cover the other side's loss if a claim later appears. An affidavit is a sworn written statement. Those are the general meanings. What OPF requires inside each form, and the stamp paper and witnesses, must come from OPF's own files.

If the plot owner has died, the heirs use the death case forms

OPF lists "Documents for Death Case" and "Affidavit for legal heirs" as separate downloads. That points to a set route for heirs, not a general court case. For the wider rules on inheritance of property in Pakistan, the explainer on how overseas Pakistanis claim a property inheritance is the better start.

If a family member abroad has died, OPF also offers financial aid to the family, which is separate from the housing file. The route is in how to claim OPF financial aid for death or disability.

Owners abroad should be careful with attorneys and originals

Many overseas owners act through a relative or an agent in Pakistan. That is normal, but it carries risk. Do not send original allotment papers by courier without a written list of what you sent. Keep scanned copies of every page, and ask the person acting for you to give you a receipt each time they pay a fee or sign a form.

If you grant a power of attorney, make it narrow: one plot, one purpose, and a short validity. A wide power of attorney lets the holder sell or mortgage. OPF's page does not say what authority its offices accept, so ask them before you sign anything at an embassy.

Check five things before you pay for any OPF plot

Plot fraud is common, and overseas buyers are targeted. OPF's page itself does not give plot prices or tell you how to verify an offer. So the safest step is to go to OPF directly and not through a dealer.

  1. Confirm the plot exists in an OPF scheme in the table above.
  2. Ask OPF to confirm the seller is the registered holder and that no dues are pending.
  3. Download the current seller and purchaser forms from OPF, not from a dealer.
  4. Pay only to an account that OPF confirms in writing.
  5. Keep every receipt and the signed forms. If something goes wrong, complain through the OPF complaint cell.

OPF members can also look at financing from banks. One option is described in Roshan Apna Ghar overseas home finance.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read OPF's housing page on 21 October 2026. The form downloads did not open in our copy, so we could not read the procedures or the forms. We could not verify prices, availability, transfer fees or the current balloting position of any project.
