How to File a Complaint With the OPF Complaint Cell in Pakistan: Free, by Email or WhatsApp
File a free OPF complaint by email, WhatsApp or the online system. See the 6 documents, the 20 to 40 working day targets and what OPF cannot do for you.

Short answer: An overseas Pakistani can file a complaint with the Overseas Pakistanis Foundation (OPF) Complaint Cell for free, by email at complaints@opf.org.pk, on WhatsApp at 0301-9872195 or 0306-0329901, or on the OPF online complaint system. OPF says an online complaint is forwarded to the concerned agency within twenty working days.
A man in Dammam has a plot in Rawalpindi that a neighbour has occupied. A court order sits in a drawer, and no one in Pakistan has acted on it. He cannot fly home for every hearing. This is the kind of case the Complaint Cell exists for.
We read the OPF Complaint Cell page and the OPF contact page on 12 October 2026. We did not file a test complaint, so we cannot say how long a real case takes. The timelines below are OPF's own targets.
OPF accepts complaints through six channels
OPF lists email, an online complaint portal, a visit to its head office or a regional office, and the Pakistan Citizen's Portal. A Pakistan mission abroad can also forward a complaint. WhatsApp numbers are listed for the Complaint Cell as well.
| Channel | Detail OPF lists |
|---|---|
| complaints@opf.org.pk | |
| +92 301 9872195 and +92 306 0329901 | |
| Online complaint system | opf.pitb.gov.pk, after you register on the OPF portal |
| Citizen's Portal | web.citizenportal.gov.pk, or the mobile app |
| In person | OPF head office, Islamabad, or a regional office |
| Through a mission abroad | Your nearest Pakistan embassy or consulate |

OPF says there is no fee for registering a complaint or for follow-up. It also says an anonymous complaint is not accepted, because the Complaint Cell needs your identity to deal with other departments.
Six documents make a complaint complete
OPF asks for a CNIC copy, a copy of your passport, valid visa or OPF card, proof of the problem, your full contact details, and the details of a focal person in Pakistan. A court case also needs the court case form. A complaint with all six gets moved faster.
- A copy of your CNIC.
- A copy of your passport, valid visa or OPF membership card.
- Proof and supporting papers for the complaint.
- Your complete contact and mailing details.
- The contact and mailing details of a focal person in Pakistan.
- The court case form, only if there is a court case.
If you do not yet hold an OPF card, getting an OPF membership card is useful before a long case, though OPF lists a passport or visa as an alternative proof of overseas status.
What OPF can and cannot do for you
OPF lists property disputes, fraud, harassment or threats, delays in court decisions, banking issues and CNIC or passport problems. It forwards your case to the concerned department and follows up. It does not give legal representation in court.
That limit matters. For a property dispute, OPF can refer the matter and ask for a court order to be enforced, but you may still need to file a court case yourself. Our report on how an overseas Pakistani can claim inherited property covers the court side.
For unpaid wages from a foreign employer, a different OPF service handles the case. See recovering unpaid salary or death compensation through OPF.
OPF's own timelines run from 10 to 40 working days
For online complaints OPF gives a target of twenty working days. A manual complaint is scrutinised in ten working days and sent on in the next ten. A complaint through the Prime Minister's Citizen Portal follows that portal's own rule of 21 to 40 working days.
| Route | Target OPF states |
|---|---|
| Online Complaint Management System | Within 20 working days |
| Manual complaint, document scrutiny | Within 10 working days |
| Manual complaint, data entry and dispatch | Within the next 10 working days |
| Prime Minister's Citizen Portal | 21 to 40 working days |

These are the targets for OPF to forward your complaint and for the portal to act. They are not a promise that the other agency will solve the problem by then. OPF says resolution time depends on the case and on the cooperation of the department.
How to file the complaint step by step
Gather the six documents, choose one channel, write the problem in plain facts with dates, and keep the reference number. Do not file the same complaint on every channel at once, because duplicates slow the follow-up.
- Write the problem in five lines: what happened, when, where, who, and what you want.
- Scan the six documents listed above.
- Choose one channel: email, the online system or the Citizen Portal.
- Send it and note the reference number you receive.
- Track it through the same channel, or by WhatsApp or email with that number.

OPF also lists four facilitation desks in Islamabad: a complaint cell in the AIG office at H-11, a support desk at CDA in G-7/2, a support desk at the Citizens Facilitation Centre in G-11/4, and a desk at the Islamabad Police Citizen Services Centre in F-6/1. A relative in Islamabad can visit one on your behalf.

Common questions
Is there a fee to file an OPF complaint?
No. OPF says it does not charge for registering a complaint or for follow-up. Do not pay anyone who offers to file it for you.
Can I file from abroad?
Yes. OPF says you can submit from any country by email, or through your nearest Pakistan mission. WhatsApp numbers are also listed.
Can a relative file for me?
OPF says dependants and authorised representatives can submit a complaint. It may ask for proof of your overseas status.
Will OPF send a lawyer?
No. OPF says it does not provide direct legal representation. It facilitates, engages with authorities and follows up through a legal pursuer or the department concerned.
How do I check the status?
Use the reference number you were given. OPF says you can ask the Complaint Cell by email or WhatsApp, or check the Citizen Portal app for a portal case.
Can I complain without giving my name?
No. OPF says proper identification is required to deal with the departments involved.
How we verified this
What we checked, where we read it, and what we could not confirm.
We read the Complaint Cell page and the contact page on opf.org.pk on 12 October 2026. We did not test any channel or submit a complaint. The pages carry no date. The timelines are OPF's stated targets, and phone numbers and links can change.
