OPF's package for overseas Pakistanis promises a 5 per cent quota in federally chartered universities, 15 per cent of seats in medical colleges, 5,000 NAVTTC training scholarships and a longer age limit for women in government jobs. OPF words these as plans, so check each one with the university or department before you rely on it.

Families abroad hear about these promises second hand, often as if every one were already law. We read OPF's package page on 21 October 2026. It reads as a list of decisions announced at the 2025 Overseas Pakistanis Convention. We found no notification attached to any item, so each one is "announced" and not "in force" until you see the notice.

The package has 18 points, and five touch education and jobs

The OPF page lists 18 bullet points. Five matter most to a family planning study or work in Pakistan: the university quota, the quota in degree awarding institutions, the medical college quota, the NAVTTC scholarships and the age relaxation for women. Another point sets up land record cells.

Main points of the OPF package for overseas Pakistanis

The quotas are 5 per cent for universities and 15 per cent for medical seats

OPF says 5 per cent of seats in federally chartered universities will be reserved, in general and professional subjects. A separate 5 per cent is planned for federally administered degree awarding institutions. For medical colleges the figure is 15 per cent, across Pakistan.

Take care with the medical figure. Medical seats are mostly a provincial matter, and a college's seat count is set by its own admission policy. Each province publishes its own policy, for example the Punjab MBBS and BDS admission policy for 2026 to 2027. We have not checked any of them for a 15 per cent overseas quota.

The seats that exist today are in OPF's table of 308 reserved seats at 17 institutions. That table is the practical list for this year. The package is the plan to widen it.

Women overseas Pakistanis may get seven years of age relaxation

The package says age relaxation for female overseas Pakistanis applying to government jobs will go from 5 to 7 years. It does not say which jobs or which commission. Each service commission sets its own age rules in its advertisement.

So read the age clause of the advertisement you plan to apply for. The general federal rules are in FPSC age relaxation for federal jobs. If an advertisement does not mention overseas Pakistanis, do not assume the extra years apply.

Quota percentages in the OPF package for overseas Pakistanis

Other points on the page cover courts and tax. OPF says Sindh, KP and Balochistan will consider special courts for overseas Pakistanis, as the federal government and Punjab have done. It says the Federal Board of Revenue will treat overseas Pakistanis as active filers for business and banking.

It also says an online system for court case registration would be launched within 60 days of the announcement, and that missions abroad would record evidence by video link. Balochistan already has a special court, and the route is in how to file an overseas Pakistani property case in Balochistan.

Verify each promise in five steps

A family should treat the package as a list of questions to ask. For each item you want to use, find the body that has to carry it out, ask for the notification, and ask when it starts. A promise made at a convention does not bind a university until it is in its admission policy.

  1. Pick the item you need, for example the 5 per cent university quota.
  2. Name the body that must carry it out, here the university or the Higher Education Commission.
  3. Ask that body for the notification or the page of its admission policy that applies the rule.
  4. Check the date. If the notice is older than the admission cycle you are applying to, ask if it still holds.
  5. Write to OPF if the body says it has never heard of the rule. OPF's complaint route is in how to lodge a complaint with OPF.

Common questions

Is there a 15 per cent medical college quota for overseas Pakistanis' children?

OPF says one is planned across Pakistan. We found no notification, and medical seats are largely set by each province, so check the admission policy of the college.

Do overseas Pakistanis get a 5 per cent university quota?

OPF says a 5 per cent quota is to be reserved in all federally chartered universities. Ask the university for its admission policy to see whether it applies the rule.

What is the age relaxation for women overseas Pakistanis in government jobs?

OPF says it will rise from 5 to 7 years. Each advertisement sets its own age limit, so read it before you apply.

What are the NAVTTC scholarships in the package?

OPF says NAVTTC will award 5,000 skill based training scholarships in high demand trades to children of overseas Pakistanis. The page gives no application dates.

Who made these announcements?

OPF's home page says the Prime Minister announced key initiatives at the 2025 Overseas Pakistanis Convention. The package page lists the points.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read OPF's package page and its home page on 21 October 2026. We did not find a notification, a law or an admission policy that applies any of the quotas, so we could not verify that they are in force. The date of the package page is not shown.
