Check if a University or Campus Is HEC Recognised in Pakistan
Check if a university or campus is HEC recognised before you pay. We read all 4 HEC lists: 284 universities, 150 campuses, and the fake and unaccredited lists.

To check if a university is HEC recognised, open the Higher Education Commission's recognised universities list at hec.gov.pk and find the exact name. Then check the campus too: HEC recognises only the campuses on its separate campus list. Last, search HEC's fake institutions list and its unaccredited list. If a name is missing from the first two lists, treat it as not recognised.
We read all four HEC lists on 2 October 2026. The recognised universities list had 284 entries. The campus list said HEC recognises 150 campuses, 95 of public universities and 55 of private ones. Both numbers change, so check again on the day you pay a fee.

HEC keeps four lists, and you need all of them
HEC publishes a recognised universities list, a recognised campuses list, a list of fake and illegal institutions, and a list of unaccredited institutions. A university can be on the first list while the campus near you is on none of them. So one list is never enough.
The main list sits on HEC's recognised universities page. You can filter it by public or private sector, by province, by city, and by who chartered it. A charter is the law that created the university, passed by the federal government or a province.

The 284 entries on the main list split like this: Punjab 105, Sindh 83, Khyber Pakhtunkhwa 47, Islamabad 27, Balochistan 12, Azad Kashmir 8 and Gilgit-Baltistan 2. We counted them from the page ourselves.
How to check a university step by step
Search the recognised list by the exact legal name, then check the campus list for the city where you will study. Then search the fake and unaccredited lists for the same name. The whole check takes about ten minutes on a phone.
- Get the exact name. Copy the full name from the admission form or fee challan, not from an advert. Fake institutes often borrow part of a real name.
- Search the recognised list. Open the HEC page, use the province and city filters, and find the name. Spelling must match closely.
- Check the campus. If you will study anywhere other than the main campus, open HEC's recognised campuses page. HEC says it only recognises the campuses listed there.
- Search the fake list. HEC's illegal and fake page is split by province. Search it with your browser's find tool for the institute's name and its street.
- Search the unaccredited list. This short list names places HEC tells the public not to join.
- Save proof. Take a screenshot of each result with the date showing. Keep it with your fee receipts.

A recognised university does not make every campus recognised
Recognition belongs to the university and to the specific campuses HEC has approved. A sub-campus, a city office or an affiliated college that is not on HEC's campus list does not share the parent university's status, even if it uses the same name and logo.
HEC's campus page puts it plainly. It says HEC "only recognizes the campuses" of public and private universities that are listed there. On 2 October 2026 that was 150 campuses in total.
The fake list shows why this matters. Its Punjab section includes whole groups of colleges that claimed affiliation with a private university. It also names single campuses of universities that exist elsewhere. An affiliation letter on a college wall is not proof.
HEC's fake list also carries a warning in its first line. Any institution not on that page, and not on the recognised universities or campus lists, "may also be termed as non-recognized". In other words, silence is not safety. If a name appears nowhere, assume it is not recognised.
Warning signs of a fake or unrecognised institute
Treat a foreign-sounding name, a degree promised in months, an office in a plaza, and a campus missing from HEC's list as warning signs. HEC's own fake list is full of names like "American", "International" and "London" attached to local offices.
- A foreign university with a local office. HEC lists several foreign-named universities run from local offices in Lahore and Karachi. A foreign degree taught in Pakistan needs its own HEC approval.
- Admission without a test or merit list. Real universities publish merit lists and admission dates.
- Pressure to pay today. Ask for a day to check the lists. A real university will wait.
- An agent selling the seat. The same tricks show up with education agents and study abroad offers.

The unaccredited list is different from the fake list. It names ten institutions that HEC says are not allowed to admit or enrol students under their own seal and signature. HEC's advice to the public is direct: do not seek admission in them. One entry on that list was recognised only between 2004 and 2010, and HEC says recognition applies to graduates on a list that university sent to HEC. Recognition can have dates attached.
What recognition means for your degree later
Studying at an HEC recognised university and campus protects the degree you will use for jobs and further study. Engineering, medicine, law and some other fields also need approval from their own council, so check that too before admission.
When you later need HEC degree attestation for a job abroad or a government post, you will want proof that your university and campus were recognised while you studied. If you studied outside Pakistan, the route is HEC equivalence for a foreign degree instead.
Professional degrees have a second gate. The Pakistan Engineering Council accredits engineering programmes batch by batch, and the Pakistan Medical and Dental Council recognises medical and dental colleges. A university can be HEC recognised while one of its programmes is not yet accredited by its council. Check both.
