Study Abroad From Pakistan: How to Check an Education Agent and Avoid Visa Fraud
Apply abroad without an agent, or check one in 5 minutes on UK, Canada and Australia registers. Red flags, safe fee payment and where to report visa fraud.
You can apply to a foreign university and for a student visa from Pakistan without any agent. The UK, Canada, Australia and the US all let you apply online yourself. If you do use an agent, check them on an official register in about five minutes, and never pay tuition into their account.
Many education agents are paid a commission by the universities they recruit for. Australia's National Code, the rulebook for colleges that take overseas students, even sets rules on that commission. So an agent who also charges you a large "processing fee" deserves a hard look.

You can study abroad from Pakistan without an agent
Every major study destination lets students apply directly. Canada's IRCC says you do not need to hire a representative, and using one does not get your file special attention. The UK Student visa is an online form you can start, save and finish yourself.
An agent can still help with shortlists and deadlines. But the embassy makes the visa decision, and no agent can buy a better result.
Steps to apply abroad yourself, from course to visa
You need an offer from a recognised university before you can apply for a student visa. The university, not an agent, issues the document your visa needs. Keep your own logins and your own copies at every step.
- Check the university can take international students. In the UK it must be a licensed student sponsor. In Canada it must be a designated learning institution (DLI). In Australia it must be a registered provider.
- Apply on the university's own website with your own email address.
- Get the visa document from the university. The UK needs a Confirmation of Acceptance for Studies (CAS) number. Canada needs a DLI acceptance letter. The US needs a Form I-20.
- Pay the deposit to the university's own account and keep the receipt.
- Apply for the visa yourself on the official site. A UK Student visa must be applied for within 6 months of getting your CAS.
Your Pakistani papers may need checks first: HEC degree attestation for degrees, and an IBCC equivalence certificate for O and A Levels.
How to verify a study abroad agent, country by country
Each country has its own official check, and they prove different things. A British Council listing proves training, not honesty. A Canadian or Australian register proves a licence to give visa advice. Use the check for the country you are applying to.

UK. The British Council's database of UK knowledge trained counsellors can be searched by country, city and agency. The certificate belongs to one person, not a company, and lasts two years. The British Council says it does not endorse, accredit or validate agents. So search the name of the person advising you, then ask the university if that agent is on its list. On gov.uk, the UK Graduate visa gives 2 years if you apply by 31 December 2026 and 18 months after that, so an agent quoting old terms is out of date.
Canada. IRCC says only lawyers, paralegals, Quebec notaries and members in good standing of the College of Immigration and Citizenship Consultants (CICC) may charge for immigration help. Anyone else charging you is acting illegally, and IRCC may return or refuse the application. Check on the IRCC authorized representative page. Any helper must be declared on your form.
Australia. Visa advice must come from a registered migration agent, and the Office of the Migration Agents Registration Authority has a public search. The National Code bars colleges from taking students from an agent they suspect of giving migration advice without authority. See the latest Australia student visa changes before you apply.
USA. EducationUSA is a State Department network of over 430 advising centres in more than 175 countries. It calls itself the official source on US higher education, and the US Embassy in Pakistan links to it.
Red flags that mean you should walk away
Study visa fraud follows a few patterns. If an agent guarantees a visa, offers to arrange bank statements or admission letters, or wants money in a personal account, stop. Canada's IRCC lists most of these as scam signs.
- A guaranteed visa. IRCC says unlicensed agents have no special links with visa officers.
- An offer to "arrange" a bank statement or admission letter. A real university checks your grades and identity first.
- Tuition paid to the agent. IRCC says to always pay tuition directly to the school.
- The agent keeps your passport or email login. Keep both yourself.
- "Work permit on a study visa" or a job promise. IRCC lists a promised job as a warning sign.
- A fee to apply for a scholarship. IRCC says applying is usually free.
Anyone selling overseas jobs is a different trade, and you can check an overseas job agency separately.
Pay tuition to the university directly, with a receipt
Send tuition and deposits only to the account printed on the university's own offer letter or payment portal. Pay from your or your sponsor's account. Keep the bank slip and the university's receipt. Any agent fee should come with a written contract.
Confirm the account by writing to the university from its official website. A changed account number in a forwarded invoice is an old trick, and money sent abroad is hard to recover.
Fake documents can bring a 10-year ban
A fake document hurts you, not the agent. The UK must refuse an application where the applicant used deception, and can refuse even when a third party lied without your knowledge. A UK refusal for deception carries a 10-year ban.
This is in the UK Immigration Rules, Part Suitability: SUI 9.1 for refusal, SUI 10.1 for third-party lies, and SUI 12.1 for the 10 years. Canada's IRCC says false documents from you or your representative mean refusal, a ban of at least 5 years and a permanent fraud record. It names fake admission letters, tuition receipts and language results. You are responsible even if someone else filled in the form.
Where to complain if an agent cheated you
In Pakistan, complain to the FIA. Its online portal has categories for Immigration Fraud and for Passport, Visa and Travel Document Fraud. If the agent works with a foreign country, report them to that country's regulator too.

- Canada: IRCC's report form, the Border Watch Line, and a CICC complaint.
- Australia: Border Watch, linked from the migration agents authority's site.
- The university: Australia's National Code makes colleges answer complaints about their own agents.
Keep every receipt, chat and transfer. Online scams also have a separate cybercrime complaint route.
Common questions
Do I need an agent to study abroad from Pakistan?
No. You can apply to universities and for student visas yourself. IRCC says a representative does not get your file special attention.
Is a British Council certified agent safe?
It shows the person passed UK training. The British Council does not endorse or accredit agents, so also check with the university.
Can a Pakistani agent charge me for a Canada study permit?
Only a CICC member or a licensed Canadian lawyer, paralegal or Quebec notary may. IRCC says anyone else charging is acting illegally.
What happens if my agent uses a fake bank statement?
