How Federal Officers File Asset Declarations on the FBR Portal by 30 October

BS-17 and above officers must file 2025-26 asset declarations on doa.fbr.gov.pk by 30 October 2026. How to get a login, what to declare, what happens next.

Every federal officer in BS-17 and above must file the declaration of income and assets for 2025-26 online at doa.fbr.gov.pk by 30 October 2026. The paper form is gone. Your account is created through your Cadre Administrator, so ask for it now, not in the last week.

The rule comes from an Establishment Division office memorandum dated 16 September 2026, issued under section 15-A of the Civil Servants Act, 1973 and rule 12 of the Civil Servants (Conduct) Rules, 2026. FBR runs the portal and its homepage says the platform is live.

We read the memorandum, its Annex-I list of what the portal asks for, and the Conduct Rules in the Gazette of Pakistan on 26 September 2026. We also looked at the portal's login and step screens. We could not file a declaration ourselves, because accounts are only created for serving officers.

Who has to file and by when

All civil servants in BS-17 and above file online by 30 October 2026, for the financial year 1 July 2025 to 30 June 2026. Mistakes can be corrected until 30 November 2026, but only with your Cadre Administrator's approval. Officers in BS-1 to BS-16, the lower basic pay scales, still file on paper.

Who files the civil servants asset declaration online and the 30 October 2026 deadline

A "Cadre Administrator" is the office that manages your service group, usually the Secretary of your Ministry or Division, or the head of your department. The Conduct Rules define it that way, and it is who you deal with for every step below.

How to get your login for doa.fbr.gov.pk

You cannot sign yourself up. Your Cadre Administrator sends your details to FBR, FBR creates the account and tells you by email or SMS, and you then set your own password using your CNIC and a one-time code. Start now, because the list moves through two offices.

  1. Give your Cadre Administrator your name, designation, personal email address, mobile number and CNIC.
  2. Use a personal email, not an office one. The memorandum says it must not change when you are posted.
  3. Wait for FBR's email or SMS saying your account has been created.
  4. Open doa.fbr.gov.pk and enter your 13-digit CNIC, digits only, in the login window.
  5. Click "forgot password", receive the OTP by email or SMS, and set your own password.
Steps to activate an FBR declaration of assets portal account

If nothing arrives, or the portal rejects your CNIC, report it to your Cadre Administrator. The memorandum says they liaise with a designated FBR focal person for problems.

What the portal asks you to declare

Once logged in, open "Declaration" on the dashboard and work through the screens. The portal runs in steps: Income Declaration, Assets, Liabilities, and Declaration and Consent. Annex-I of the memorandum lists what each asks for, including your spouse's income and assets.

Gather these before you start, because the portal will not wait while you find a bank statement:

  • Personal and service: CNIC, NTN if you have one, service group, BPS, Ministry or Division, post, joining date, marital status, number of dependents, addresses, mobile and provider, email, spouse details, and dependants' CNIC or B-Form numbers.
  • Income: every source, plus the income of your spouse and dependants.
  • Expenses: utility bills, private foreign travel, children's education with country, institution and class, club memberships and other spending.
  • Assets, including your spouse's: land and property with location, acquisition date and value, local and foreign bank accounts, investments, shares, prize bonds and mutual funds, vehicles, precious possessions, and anything you hold as an attorney.
  • Liabilities: each loan or overdraft, its purpose, what you paid during the year and what is still outstanding.
  • Net worth: an explanation of any change from last year.
  • Proclamations: your social media accounts, and any foreign nationality or permanent residency.
Checklist of documents to gather before filing the civil servants asset declaration

The Conduct Rules add detail the portal will expect. Rule 12 covers shares, bank accounts, virtual assets, certificates, securities and insurance policies, and jewellery only once its total worth is Rs 5 million or more. If you also file an income tax return, keep the two consistent, because FBR now sees both and your tax return wealth statement should tell the same story.

Check your figures, submit, and keep the record

Before submitting, the portal shows you which sections will be made public, so check those most carefully. After you submit, the declaration appears under "Submitted tasks". FBR then runs risk-based checks and reports the results to your Cadre Administrator.

A few things officers get wrong on asset forms, and which a data check will catch:

  • A bank account you rarely use, left off because it has a small balance.
  • Your spouse's property or car, which the form now asks for directly.
  • A loan from a relative, which counts as a liability.
  • A change in net worth with no explanation.

The portal lets you print a report of your declaration. Keep a copy, in case you need to show what you filed.

What happens if you miss the deadline or get it wrong

The memorandum says any misstatement, concealment or non-submission is liable to disciplinary action. Rule 34 of the Conduct Rules makes any breach "misconduct" under the Civil Servants (Efficiency and Discipline) Rules, 2020, which is the route to formal penalties.

Rule 12(9) goes further. If FBR's checks find an omission, a misdeclaration or an unexplained rise in assets, you must explain it to your Cadre Administrator. They then decide whether it needs a notice, departmental proceedings or an investigation.

Honest mistakes have a way out. Use the correction window to 30 November, with your Cadre Administrator's approval, rather than waiting for FBR to find the error.

What happens after FBR checks a civil servant's asset declaration

Not every part of your declaration will become public. Only selected, non-sensitive sections will be published on FBR's website, as explained in what the government will publish from officers' declarations.

Common questions

What is the last date for the civil servants asset declaration in 2026?

30 October 2026 for BS-17 and above, for financial year 2025-26, filed online on doa.fbr.gov.pk. Corrections are allowed until 30 November 2026 with your Cadre Administrator's approval.

How do I create an account on doa.fbr.gov.pk?

You do not create it yourself. Send your name, designation, personal email, mobile and CNIC to your Cadre Administrator. After FBR confirms the account, log in with your CNIC and use "forgot password" to set a password by OTP.

Do I have to declare my spouse's assets?

Yes. Annex-I asks for your spouse's income and assets, including property and vehicles, and details of your dependants.

Do BS-16 and below officers file online?

No. Under rule 12(5), BS-1 to BS-16 keep filing the manual form until the Establishment Division notifies a date for digital filing.

Will my asset declaration be made public?

Only selected, non-sensitive sections, published on FBR's website. You can see which sections before you submit.

Do I have to declare my social media accounts?

Yes. The declaration's "Proclamations" part asks for your social media accounts and any foreign nationality or permanent residency.
