Claim the Rs 1 Million Workers Death Grant in Punjab

A worker's family in Punjab can claim a Rs 1,000,000 death grant from PWWF. Who qualifies, which heir applies, the documents and the two year deadline to apply.

When a registered factory or mine worker in Punjab dies in service before 60, the family can claim a death grant of Rs 1,000,000 from the Punjab Workers Welfare Fund (PWWF). Apply online at mis.pwwf.punjab.gov.pk within two years of the death.

The grant rose from Rs 800,000 to Rs 1,000,000 under a PWWF notification dated 20 November 2025. It covers deaths on or after 25 August 2025. A family that lost a worker in late 2025 should check it was paid at the new rate.

We read that notification, the welfare grant rules in force from 1 February 2026, and the PWWF portal guide on 2 October 2026. The PWWF death grant is paid on top of anything the family gets from PESSI or EOBI. It is not a replacement for either.

The PWWF death grant is Rs 1,000,000 from 25 August 2025

PWWF pays Rs 1,000,000 for an eligible worker who died in service on or after 25 August 2025. For an earlier death, the old rate of Rs 800,000 applies. The money is paid into the bank account of the entitled heir.

The new rate followed a decision of the federal Workers Welfare Fund's governing body on 25 August 2025, adopted by the Punjab fund on 13 November 2025. The same notice raised the marriage grant to Rs 600,000.

This grant is separate from the PESSI death grant of the worker's last drawn wages, and from any EOBI survivor's pension. Our notes on the benefits a registered worker in Punjab never claims list the PESSI side, and you can check and claim the EOBI pension separately. A family can claim all three.

Who qualifies for the Punjab workers death grant

The worker must have died in service before turning 60, in a registered and working factory or mine in Punjab. He or she needs at least three months of EOBI or PESSI contributions in the year before death.

The rules notified on 3 February 2026 set the test for the worker:

  • A "workman" under the Punjab Industrial Relations Act 2010, not a manager.
  • Employed in a working factory registered in the Directorate General of Labour Welfare database, or in a mine that pays its contribution to PWWF.
  • Registered with EOBI or PESSI, with at least three months of contributions in the year before the death.
  • Died while still in service, and before the age of 60.

The contribution test is lighter than for the other grants. The marriage grant and scholarships need nine months of contributions out of twelve. The death grant needs only three.

Which family member applies for the death grant

The widow or widower applies first. If there is no living spouse, the children apply. Parents apply when the worker was unmarried, or left no spouse and no children. A guardian applies for minor children.

In every case in this table except a single surviving spouse, the rules make a succession certificate compulsory. A succession certificate from NADRA is usually faster than going through court. For minor children, the guardian needs a guardian certificate from the family court before applying.

Documents for the PWWF death grant

Upload the CNICs of the heirs and spouse, the NADRA family registration certificate, the worker's EOBI or PESSI card, an employment certificate, the computerised death certificate, a cheque leaf and an e-stamp affidavit. Add a succession certificate where there is more than one heir.

  1. Valid CNIC of the applicant heir, or heirs.
  2. Valid CNIC of the spouse or widow.
  3. NADRA family registration certificate of the deceased worker.
  4. Valid PESSI or EOBI card of the worker.
  5. Employment certificate from the employer, on the PWWF specimen.
  6. Computerised death certificate, issued or attested by the government office.
  7. A cheque leaf with a valid IBAN, or an account maintenance certificate, for each beneficiary.
  8. Succession certificate from NADRA or the family court, when there is more than one legal heir.
  9. An affidavit on e-stamp paper, on the PWWF specimen.

Get the computerised death certificate from the union council first. The rest of the file depends on it. Ask the employer for the employment certificate early too, while the people who knew the worker are still in post.

How to apply for the death grant online

Sign up on the PWWF portal with a CNIC, which the system checks against PESSI records. Verify the codes sent to the mobile and email, log in, fill the death grant form and upload the documents.

  1. Open the portal. Go to mis.pwwf.punjab.gov.pk and choose Sign Up.
  2. Enter the CNIC. The system checks it against PESSI records and shows the worker's details.
  3. Verify the mobile and email. Login details are sent by email after the codes are confirmed.
  4. Fill the death grant form. Upload clear scans of every document.
  5. Wait for the committee. A district scrutiny committee, headed by the Assistant Director Labour Welfare, checks the case.
Steps to apply for the Punjab workers death grant on the PWWF portal

The portal guide does not explain what heirs should do if the CNIC check fails, or if the worker was only on EOBI. In that case, take the full file to the district labour welfare office. Mine workers' families go to the Assistant Mines Labour Welfare Commissioner for their region.

Deadline, and what the grant opens for the children

Apply within two years of the date of death. The PWWF Secretary can accept a claim up to two years late if the family explains the delay in writing. Once paid, the grant also lets the children claim scholarships and marriage grants.

That last point matters more than it looks. The rules say children of a deceased worker get education support and the marriage grant only if the death grant was claimed first. How much is the PWWF death grant?

Rs 1,000,000 for a death on or after 25 August 2025, and Rs 800,000 for an earlier death.

The worker died after retirement. Can the family claim?

No. The death grant is for a worker who died in service before the age of 60.

How long does the family have to apply?

Two years from the date of death. A delay of up to two more years can be accepted with a written reason.

Do we need a succession certificate?

Yes, whenever someone other than the surviving spouse applies, and whenever there is more than one legal heir.

Is this the same as the PESSI death grant?

No. PESSI pays its own death grant of the worker's last wages. The PWWF grant is a separate payment from a separate fund.
