Short answer: Call the BISP helpline on 0800-26477, open Monday to Friday, 9 am to 5 pm. For a payment grievance, BISP's own process says to register the complaint at your BISP Tehsil Office. If there is no record on 8171, an adult from your household can go to the Benazir registration desk there for a survey.

Most BISP problems fall into three kinds. You have no record on 8171. You got an SMS but could not collect the money. Or someone took a cut. Each has a different first step.

We opened the BISP website on 14 October 2026 for the helpline and hours. We also read BISP's own Benazir Kafaalat registration process sheet, posted on its downloads page. That sheet is dated September 2022, so the process may have changed. Use it as a guide and confirm with the helpline.

Start with the helpline and the hours

The BISP website shows the helpline 0800-26477 and the hours as Monday to Friday, 9 am to 5 pm. It is a toll-free style number, so keep your CNIC number ready when you call. Calls outside those hours will not be answered.

Have the CNIC of the woman beneficiary, your district and tehsil, and the date of your last attempt to collect. Write down the name of the person you speak to and the time of the call.

If 8171 shows no record, go to the Tehsil Office for a survey

BISP's process sheet says that if there is no record against a CNIC on the 8171 portal, any adult member of the household can visit the nearest Benazir registration desk at the BISP Tehsil Office and have the household survey done.

Our guide on updating your NSER survey after a not eligible result goes through this step by step. To run the check itself, see how to check your BISP payment and eligibility on 8171.

If you got the SMS, collect with your original CNIC and fingerprint

The sheet says an eligible woman gets an SMS from 8171. She then goes to the nearest HBL or BAFL point of sale (POS) or retailer in her tehsil with her original CNIC, and receives the first instalment after biometric verification. Later instalments may also come from an ATM.

Only an ever-married woman with a valid CNIC in an eligible household is declared a beneficiary, according to the same sheet. If a fingerprint fails, ask the retailer to try again, and do not give your CNIC to anyone to collect for you. The newer wallet route is in our guide to the BISP digital wallet and Benazir SIM.

  1. Check your CNIC on 8171 and note the result.
  2. If you have the SMS, go to a listed payment point with your original CNIC.
  3. If the machine fails, ask for another attempt at the same point on another day.
  4. Call 0800-26477 on a working day, 9 am to 5 pm.
  5. Take your CNIC and your notes to the BISP Tehsil Office and register a written complaint.

If someone took a cut, say so in your complaint

If an agent kept part of your payment, say so clearly when you complain, with the name of the shop and the date. Our report on agents cutting Rs 2,000 from BISP payments explains the problem and what has been reported about it.

Keep your complaint to facts. Name the place, the date and the amount you were handed. Do not pay anyone to file a complaint for you. The Tehsil Office registers complaints in person.

Escalate through the PMDU Citizen Portal

The Complaint Cell menu on the BISP website links to the PMDU, at citizenportal.gov.pk. It is the government's general complaint system. Use it if the Tehsil Office does not act or you cannot visit. Save the complaint number it gives you.

We did not file a test complaint, so we cannot say how long a reply takes. We also do not know whether BISP answers every PMDU complaint in the same time.
