CSS Final Preference Form in Pakistan: Rank 12 Services and Know the Viva Voce Rules
Fill the CSS final preference form in Pakistan: rank 12 services in words, no cutting, revise only until the viva voce. Read FPSC's rules before you decide.

Short answer: In the CSS final preference form you rank the services you want, 1 to 12, in words, with no cutting or overwriting. FPSC's instructions say you can revise the form until the viva voce, but not after it. A service you do not list will not be considered, though you can still be offered one.
Many candidates treat this form as a formality and fill it in the waiting room. That is a mistake. Your rank in the merit list and your preferences together decide which service you get, and FPSC says the form is final once the viva voce is over.
We read the FPSC instruction sheet and the final preference form on its Publications forms page on 14 October 2026. The sheet we read is headed for CSS Competitive Examination 2024, and FPSC still lists it with the current forms. The CE-2026 candidates are now in psychological assessment, so check the form you receive with your own call letter.
You rank up to 12 services in words
The form lists 12 groups and services. You give each an order of preference, written in words. FPSC says overwriting, cutting, erasing or repeating a preference is strictly prohibited. A form with such marks is not acceptable, so write on a clean copy.
| Order | Group or service on the form |
|---|---|
| 1 | Commerce and Trade Group |
| 2 | Foreign Service of Pakistan |
| 3 | Information Group |
| 4 | Inland Revenue Service |
| 5 | Military Lands and Cantonments Group |
| 6 | Office Management Group |
| 7 | Pakistan Administrative Service |
| 8 | Pakistan Audit and Accounts Service |
| 9 | Pakistan Customs Service |
| 10 | Police Service of Pakistan |
| 11 | Postal Group |
| 12 | Railways (Commercial and Transportation Group) |
The numbers in the first column are only the order in which the form prints the groups. They are not your preference. You write your own order beside each name.
You may list a group even if it has no vacancy. FPSC's form says you can opt for a service whether or not a vacancy exists.

You can revise the form until the viva voce
FPSC's instruction sheet says preferences can be revised until the date of the viva voce, using the space provided on the form, and you bring them to the viva voce. After the viva voce, no revision is accepted under any circumstances. The form is treated as final.
- Read the instructions printed on the form before you write anything.
- Decide your order of all 12 services at home, with the merit and your interests in mind.
- Write the order in words, with no overwriting, cutting or repetition.
- Use the revision space if you change your mind before the viva voce.
- Carry the form to the viva voce and hand it in as asked.
Your viva voce comes after the one day assessment. Our guide to the CSS psychological assessment day explains what to bring and what happens there.
A service you skip will not be considered
FPSC says no candidate is considered for a group or service that is not in the preferences. A candidate declared unsuitable for a service by the Commission is not considered for it, whatever the merit position. FPSC can still offer a service whether you opted for it or not.
These two lines pull in opposite directions, so read them together. If you leave a service off, you are not considered for it. Yet the Commission can offer you a service you did not list. FPSC's text does not say when it does that, so rank all 12.
The form also says you have read the Rotation Policy 2020, notified by the Establishment Division on 5 August 2020, and its use for the Pakistan Administrative Service and the Police Service of Pakistan. We did not read that policy, so check it on the Establishment Division website before you rank those two.

The viva voce counts as a compulsory subject
FPSC treats the viva voce like a compulsory subject of the CSS examination. If you fail to appear, it counts as failing the whole examination. The only exception is a grave and unforeseen illness or serious accident that makes you completely unable to attend, and the Commission verifies it.
FPSC also asks you to report half an hour early, bring original certificates and dress properly. It says Matriculation, degrees, self-domicile, CNIC and the admission certificate must be shown in the original, and the board refuses to interview a candidate who cannot. Your travel and stay are at your own cost.
FPSC's guidance for the board says questions can be wide, from Islam and the ideology of Pakistan to current affairs, history, geography, South Asia and applied sciences. It says no text book answer is expected, and it prefers frank, reasoned views. If you plan to sit the next exam, see the CSS 2027 exam schedule and how to apply. A medical examination follows, which is explained in the CSS CE-2026 medical guide.

Common questions
How many services can I list on the CSS preference form?
The form we read lists 12 groups and services, and you give each an order of preference written in words.
Can I change my preferences after the viva voce?
No. FPSC says no revision is accepted after the viva voce, and preferences given are treated as final.
Can I get a service I did not choose?
It is possible. FPSC says a candidate can be offered a service whether or not it was opted for, but is not considered for a service absent from the form.
What if I write on the form and make a mistake?
A form with overwriting, cutting or repeated preferences is not acceptable. Use the revision space or a fresh form before the viva voce.
Does a low merit position change my options?
FPSC says a candidate declared unsuitable for a service is not considered for it, whatever the merit position. We found no other rule on merit and service on the form.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 14 October 2026, Pakistan time. We read FPSC's forms page, its instruction sheet for the psychological assessment and viva voce, and the final preference form. Both are headed for the 2024 examination, and we could not confirm that the 2026 wording is the same. We did not read the Rotation Policy 2020 itself. Follow the form and call letter you receive.
