How to Apply for a Punjab Driving Licence Online After the Learner

A Punjab driving licence online apply covers everything except the test. After your learner permit you pass the sign test and driving test in person, then the fee, the approval, the card dispatch, the e-licence PDF and every later renewal or duplicate run through DLIMS on Dastak. A one year car or jeep licence totals Rs 1,830, a motorcycle Rs 930, and Rs 480 of each is the courier.

The DLIMS fee page has a column most people skip: "Test Fee". It is Rs 50 for a motorcycle and Rs 150 for a car, and it exists because the first full licence is still earned at a licensing office, not on a phone. Everything after that column has moved online. What does the full licence route look like after a learner permit?

Six steps, two of them in person. You hold the learner permit, pass the two tests at the licensing authority, pay the test fee and the licence fee, wait for approval, and receive the card by courier. The Dastak dashboard shows each stage once the application is in the system.

1. Hold the learner permit for the required period. The permit is valid for six months. The holding period before a test is commonly given as six weeks; the DLIMS pages we read do not state it, so confirm it at your licensing office.
2. Pass the sign test and the driving test. Both are taken at the traffic police licensing office for your district. The sign test shows you road signs to name; the driving test checks control, parking, reversing and indicators.
3. Pay the test fee. Rs 50 for a motorcycle, Rs 100 for a rickshaw or commercial tractor, Rs 150 for a car, jeep or LTV, Rs 200 for a combination such as motorcycle plus car.
4. Pay the licence fee and courier by PSID. DLIMS generates a Public Service Identifier and you pay it through ATM, online banking or mobile banking. This is the same flow as the Dastak app uses for every Punjab service.
5. Wait for approval. DLIMS describes an administrative review after payment, with a notification when it is approved.
6. Receive the card and download the e-licence. The card comes by courier. The e-licence is generated on the DLIMS site from your CNIC and date of birth.

Documents, according to the DLIMS FAQ, are a face picture, a scan of the CNIC front and back, and a medical certificate "signed by a government doctor in case age is above 50 years". Upload them clear and within the size limit, or the form rejects them.

How much does a Punjab driving licence cost?

For one year, Rs 930 on a motorcycle, Rs 880 on a rickshaw, Rs 1,830 on a car or jeep and Rs 2,330 on an LTV, each including a Rs 480 courier charge and excluding the test fee. The figures below are the DLIMS regular licence table read on 17 September 2026.

Two notes sit under that table on the DLIMS page and both change the sum. A candidate "can make regular license for the period of 1 year, 2 years, 3 years, 4 years, or 5 years max", so a five year car licence is five times Rs 1,350 plus one courier. And "in any combination the fee of highest fee category will be applicable", which is why motorcycle plus car costs the same as car alone, apart from the higher test fee.

The courier charge is the odd one out. It is Rs 480 on every row of every table, including the invalid carriage licence where the fee itself is zero. On a motorcycle renewal the delivery costs more than the licence. Nobody has published a collect-in-person option that avoids it, so budget for it.

Which DLIMS services are online, and which are not?

Renewals, duplicates and the learner permit are online. A brand new regular licence is not, because it needs the test. DLIMS says on its home page that "all online driving license services are now One-Window for all Government Services", and the Dastak platform lists exactly six DLIMS services: Learner Driving License, Renewal of Learners Driving License, Renewal of Regular License, Duplicate Driving License, Duplicate International Driving License and Renewal International Driving License.

That list is the clearest answer to the question in the keyword. If a website tells you to apply for your first full licence entirely online in Punjab, it has not read the platform. The DLIMS home page's "Regular License" flow, with its Create Account, Fill Form, Generate PSID, Payment, Approval and Dispatch steps, sits under Renew and Duplicate tabs.

Renewal is the service most people actually need, and it carries a fine if you are late: half the fee at one to three months, the full fee again at three months to a year, and two and a half times the fee after a year. DLIMS also says users who had an account on the old system should link it to Dastak "to transfer your previous applications and records automatically". Do that before you start a renewal, or the system will not find your existing licence.

What is the e-driving licence and how do you get it?

The e-licence is a downloadable copy of your licence generated by the DLIMS site. The e-License page offers three types, Regular License, International License and Juvenile Permit, and asks for your CNIC, your date of birth and a simple sum as a captcha, then a "Generate e-License" button. The international version asks for the passport number as well.

It is generated from the record, so it only works once the licence has been approved and issued. It does not replace the card at a checkpoint on its own authority; it is a copy of the record that a traffic officer can verify. Which app do you use for a Punjab driving licence?

The Dastak Citizen App. DLIMS says its services "are now seamlessly consolidated and accessible at one window for all Government services through the Dastak app", available on the Play Store and the App Store. There is no separate current DLIMS app, and the Dastak web platform does the same job on a computer.

Dastak also offers a facilitator mode with doorstep delivery for a fee that the platform sets separately. For a licence, the self service mode is enough, because the only physical step is the test, and a facilitator cannot take that for you.

Where does this fit with the rest of Pakistan?

Licensing is provincial. Punjab's DLIMS fees, tests and courier charge apply only to Punjab. Islamabad, Sindh and KP run their own licensing authorities with different fees and different online tools, and the fee table above is wrong for every one of them. Can I apply for a full Punjab driving licence entirely online?

No. The sign test and driving test are taken in person. The fee, approval, card dispatch, e-licence and all renewals and duplicates are online through DLIMS on Dastak.
