Ehsaas Program Registration 8171 NADRA: We Tested Every Link

We opened 20 Ehsaas, NADRA and 8171 addresses on 17 September 2026. Most are dead. Here is the one live portal and the real route to register.

Ehsaas program registration 8171 NADRA links tested in Pakistan

The Ehsaas NADRA links people still share for 8171 registration do not exist any more. We opened 20 of them on 17 September 2026. Only three answered: 8171.bisp.gov.pk, bisp.gov.pk and pass.gov.pk. Registration itself does not happen on any website. It happens at a Benazir Registration Desk in your tehsil, and eligibility is checked by SMS to 8171.

Type "ehsaas nadra gov pk 8171" into a search box and the first page is full of addresses. ehsaas.nadra.gov.pk, ehsaaslabour.nadra.gov.pk, 8171.pass.gov.pk, web.bisp.gov.pk. Our keyword data puts the searches for ehsaas program registration 8171 nadra and its variants at about 48,000 a month. That is a lot of people typing addresses that lead nowhere.

So we tested them. Every address below was requested from our own machine, with a normal browser identity and a 25 second wait. We ran the failed names through Google's public DNS as well, so a slow office connection is not the explanation. BISP's own helpline, 0800-26477, is open Monday to Friday, 9:00am to 5:00pm, and that number is published on bisp.gov.pk, which is one of the pages that did load.

Three out of 20. The 8171 web portal at 8171.bisp.gov.pk loads, in Urdu. The main BISP site loads. The ministry site at pass.gov.pk loads but says nothing about Ehsaas. Every address with the word ehsaas in it, and every NADRA subdomain, failed at the first step: the name does not resolve to a server.

Two results deserve a closer look. The first is 8171.pass.gov.pk. Its name still points at a real server, 43.250.84.116, but that server does not answer on either the secure or the plain web port. BISP's own registration leaflet, the NSER Registration Process PDF linked from the BISP homepage, still tells citizens to check their status at https://8171.pass.gov.pk. We read that PDF on 17 September 2026. The address it gives does not load.

The second is nser.nadra.gov.pk. The BISP homepage links its NSER Registration Centers list to that domain. The domain does not resolve. So the one page that would tell you where your nearest desk is cannot be reached from the official site. We list the working alternative further down.

Why do the Ehsaas NADRA addresses not exist?

Because Ehsaas was the name of a policy umbrella, not of an institution, and the umbrella was folded in 2022. BISP is the body created by law that runs the cash programme. The Ehsaas brand sat on top of it from 2019, and in April 2022 the new government moved the programmes back under the Benazir name. The NADRA subdomains built for Ehsaas Emergency Cash and Ehsaas Labour in 2020 were never carried over.

Dr Sania Nishtar, who ran Ehsaas, told the Express Tribune in July 2021 that BISP is "the name of a law and an institution" while Ehsaas was an umbrella of more than 280 programmes. That distinction is exactly why the links died. The law and the institution stayed. The umbrella, and its websites, did not.

The names survived in search because people kept typing them, and because hundreds of private websites kept using them in headlines. Those private sites carry the addresses in their own domain names too: 8171alert.com.pk, ehsaas-programs.pk, ehsas8171.pk, ehsaasprogram8171.com.pk. Not one of them is a government site. A government address in Pakistan ends in gov.pk, and in this case the only two that matter are bisp.gov.pk and its 8171 subdomain.

The pattern of a domain quietly disappearing while the links to it live on is one we have seen across the state's web estate. When we ran a wider check of official Pakistani portals, the same thing showed up: the names people share are often two or three redesigns old.

What is the real route to Ehsaas program registration through 8171?

The route has two halves. Checking is online or by SMS. Registering is in person. There is no online registration form for BISP, and any site that shows you one is not BISP. This is the part that the search results get wrong most often, because "registration" is what people type and a form is what the private sites give them.

Checking your household by SMS or on the portal

Send your 13 digit CNIC number, with no dashes, as an SMS to 8171. The reply tells you whether your household is in the survey and whether it is eligible. That is the whole check, and it is free. The reply from 8171 is a survey result, not a payment. A household that has never been surveyed gets told exactly that, and the fix for that is the desk, not another SMS.

Registering at a Benazir Registration Desk

BISP calls the desks Benazir Registration Centres, or BRCs, and it runs them at tehsil level with one or two counters each. The NSER page on bisp.gov.pk describes them as the way to reach households that the 2018 to 2021 survey missed and to update details for those it found. The survey itself covered 35 million households, according to that page.

  1. Take your own CNIC, the CNIC of every adult in the household, and the B Form of every child. BISP's leaflet says each CNIC must already show your current status at NADRA, such as married, widowed or disabled.
  2. Queue at the information counter. Pregnant women, disabled people and senior citizens are given priority, according to the leaflet.
  3. Show one CNIC. The screening officer checks whether your household is already in the registry. If it is, you get a token for a roster update. If it is not, you get a token for a new survey.
  4. Wait for your token at the data entry desk. The officer asks about household members, education, health, assets and income.
  5. Give a mobile number that works and that you will keep, because every later message comes to it.
  6. Keep the token receipt. A confirmation SMS from 8171 follows, and an eligibility letter follows that if the household qualifies.

The leaflet also says a woman who receives a Kafaalat eligibility letter and is asked to update a CNIC goes to a priority counter. The programme pays to the ever-married woman of the household, so it is her CNIC, not her husband's, that the desk needs.

Finding the desk is the awkward part, since the official centre locator is dead. Call 0800-26477 during office hours and ask for the BRC address in your tehsil. The BISP tehsil office is usually the same building.

What should you never pay for?

Nothing on this route costs money. The SMS is free, the portal is free, the desk is free. That is worth saying plainly, because the word "registration" attracts agents who charge Rs 500 to type a CNIC into a public website, and worse ones who take a cut of the payment itself. The scale of illegal deductions by BISP agents is large enough that the programme has its own complaint function for it on the 8171 portal.

Lookalike Ehsaas websites are private sites, not BISP

A lookalike site is easy to spot once you know the tells. The address ends in .com.pk, .org.pk or plain .pk without gov. The form is in English, while the real 8171 portal is in Urdu only. The headline promises a fixed sum, often Rs 25,000, that appears on no BISP page. And it sends you to a NADRA office to "register for Ehsaas", which NADRA does not do.

NADRA's part in this is verification behind the scenes. The registry matches your CNIC against NADRA records. That is not a registration counter. If a NADRA office turns you away when you ask to register for BISP, the office is right.

How much does BISP pay once you are in?

BISP's Kafaalat page lists the stipend at Rs 8,500 a quarter, and BISP's own news listing announced an increase to Rs 13,500 in January 2025. A further rise to Rs 14,500 has been reported in budget coverage but has not appeared on a BISP page we could read. Whatever the figure, it is paid to the eligible woman, quarterly, through a bank account or a biometric payment point. Nobody needs to release it for you.

Should you bookmark 8171.bisp.gov.pk?

Yes, and type it rather than searching for it. Our test found the portal reachable but fussy. It sets a session token in the address, it has no English page, and the mobile field expects a number written as 03xx1234567. The SMS route has none of those problems and works from a basic phone, which is why BISP puts the short code first in its own leaflet.

If the portal is down when you try, that is not unusual for a state site, and the SMS still works. When NADRA's own site goes offline the pattern is the same, and the notes on what to do when the NADRA website is down apply here too: wait, use the offline route, and do not hand your CNIC to whichever private site is up.

Common questions about Ehsaas 8171 registration

Is ehsaas.nadra.gov.pk still working?

No. On 17 September 2026 the name did not resolve at all, which means there is no server behind it. The same is true of ehsaaslabour.nadra.gov.pk and ehsaaskafalat.nadra.gov.pk.

What is the correct 8171 web portal address?

8171.bisp.gov.pk. It loaded for us on 17 September 2026 and is in Urdu. 8171.pass.gov.pk, the older address, resolves but does not answer.

Can I register for BISP online?

No. Online and SMS routes only check whether your household is surveyed and eligible. New registration and updates happen at a Benazir Registration Desk in your tehsil, according to BISP's own NSER leaflet.

Does NADRA register people for Ehsaas or BISP?

No. NADRA verifies CNIC records for BISP but does not run registration counters. A NADRA office cannot put your household into the registry.

Is the Ehsaas Labour programme still open?

We found no BISP or ministry page for it, and its NADRA portal no longer exists. The monthly payment figures on private sites for it are not supported by any official page we could read.

Does it cost anything to check or register?

No. The SMS to 8171, the web portal and the registration desk are all free. Anyone charging a fee is not part of the programme.

We tested every address in the table ourselves on that date, from a Windows machine using a standard browser identity and a 25 second timeout, and we confirmed the failed names against Google's public DNS service so that a local network fault could be ruled out.
