FBR Valuation Table Quetta 2026: Jinnah Road, Cantonment, Model Town and DHA Quetta Rates per Sq Ft (New SRO 1444)
FBR valuation table Quetta 2026: the new SRO 1444 of 28 August 2026 with Jinnah Road, Liaquat Bazaar, Cantonment, Model Town and DHA Quetta rates per sq ft.

Quetta has a new FBR valuation table: SRO 1444(I)/2026, dated 28 August 2026, which replaces the October 2024 table in full. Values are per square foot. Jinnah Road between Choher Mal Road and Manan Chowk is Rs 35,000 a square foot for front commercial land, cantonment housing such as Model Town and Jinnah Town is Rs 7,000 residential, and DHA Quetta plots outside the early bird category are Rs 500.
FBR uses this value to charge advance income tax on a property sale or purchase when it is higher than the price in the deed. We downloaded the 22 page notification from FBR's site and read its key pages on 1 November 2026. Below are the three tables, the main rows, and a worked example.
The Quetta table has three parts: city circles, the cantonment and DHA
Table I covers the city by patwar circle and ward, with rates per square foot for front or commercial land, non-commercial land and adjoining streets, plus built premises. Table II covers the cantonment. Table III covers Defence Housing Authority Quetta.
A patwar circle is the revenue unit a patwari keeps the land record for, such as Halqa Urban-1 in Tehsil City. Inside each circle the table lists roads and the streets around them. The first three value columns are the ones most buyers need:
- Front or commercial area: land facing the named road or used commercially.
- Non-commercial area: land behind the road front.
- Adjoining streets: the lanes off the road.
Six more columns price built premises: shops and offices at the front and inside a plaza, and flats in the basement, ground, first and second floors. The notification replaces SRO 1723(I)/2024 of 29 October 2024. On the pages we read, it does not print a separate start date, so ask the registrar which table they apply to a deal signed before September 2026.
Jinnah Road, Liaquat Bazaar and Masjid Road are the costliest rows
The old city centre carries the highest values. Liaquat Bazaar's front land is Rs 38,000 a square foot, Jinnah Road between Choher Mal Road and Manan Chowk Rs 35,000, and Masjid Road Rs 31,900. Off the main roads, values drop sharply.
| Road or area (Table I) | Front or commercial | Non-commercial | Adjoining streets |
|---|---|---|---|
| Liaquat Bazaar, Archer Road to Me-conghy Road | 38,000 | 15,000 | 6,400 |
| Jinnah Road, Choher Mal Road to Manan Chowk | 35,000 | 12,000 | 8,400 |
| Masjid Road (Ward 16) | 31,900 | 11,000 | 9,150 |
| Prince Road and Archer Road | 30,000 | 16,000 | 6,500 |
| Circular Road, Suraj Ganj Bazaar to Plaza Petrol Pump | 20,000 | 10,500 | 6,500 |
| Zarghoon Road, Sariab Phattak to QDA office (Mauza Sirki) | 6,700 | 2,400 | 1,600 |
| Shaheen Bungalows area | 5,000 | 2,000 | 1,000 |
| Mauza Kasi, Arbab Ghulam Ali Road | 4,600 | 2,460 | 1,650 |
| Jail Road and adjoining streets | 3,000 | 1,500 | 500 |
| Sariab Road, Dokani Baba Chowk to Satellite Town link | 2,240 | 1,150 | 810 |
All figures are rupees per square foot. Rural mauzas at the edge of the district are far lower. Karez rows in Mauza Gadazai, for example, are Rs 260 a square foot for front land.

Quetta Cantonment: Rs 7,000 a square foot for most housing schemes
Table II prices the cantonment by locality and survey number, with one residential and one commercial rate per square foot. Model Town, Jinnah Town, Shahbaz Town and the Toghi and Abdali schemes are all Rs 7,000 residential and Rs 10,000 commercial.
| Cantonment locality (Table II) | Residential (Rs per sq ft) | Commercial (Rs per sq ft) |
|---|---|---|
| M.A. Jinnah Road, Habib Nullah to Tipu Road | 8,200 | 12,500 |
| Zarghoon Road, GPO Chowk to Samungli Road | 7,000 | 12,500 |
| Club Road and Chiltan Road | 7,000 | 11,000 |
| Model Town and Model Town Extension-II | 7,000 | 10,000 |
| Jinnah Town and Shahbaz Town | 7,000 | 10,000 |
| Gulistan Town | 6,500 | 10,000 |
| Sarwar Road | 6,300 | 10,600 |
| Aziz Bhatti Road | 5,300 | 10,000 |
| DOHS and AOHS (Survey No. 31) | 5,000 | 10,000 |
| Quli Camp | 3,600 | 7,900 |
Flats and offices on M.A. Jinnah Road have their own row: Rs 5,000 a square foot residential and Rs 4,000 commercial.

DHA Quetta: Rs 500 a square foot, or Rs 800 for early bird kanals
Table III gives DHA Quetta only two sets of rates. Early bird one kanal plots are Rs 800 a square foot residential and Rs 1,000 commercial. All other categories and schemes are Rs 500 residential for 4 marla, 8 marla and one kanal, and Rs 1,000 commercial.
No rate is given for DHA farm houses, so the table does not set their value.
How to work out the FBR value of a Quetta property
Find the right table and row, decide whether your land is front, non-commercial or an adjoining street, and multiply by the area in square feet. Compare the result with the deed price; the buyer's advance tax is charged on the higher figure.
- Check whether the property is in the city circles, the cantonment or DHA.
- Find the road, locality or survey number in Table I, II or III.
- Pick the column that matches the plot or the built unit.
- Multiply by the area in square feet from your title papers.
- Compare with the agreed price and use the higher figure.
Example: a 2,000 square foot residential plot in Model Town, Quetta Cantonment, is 2,000 times Rs 7,000, which is Rs 14,000,000. A 4,500 square foot DHA plot outside the early bird category is Rs 2,250,000. Both are our arithmetic.

Under the Finance Act 2026, the buyer pays advance tax of 1.25% of the fair market value, which is Rs 175,000 on the Model Town plot.
FBR value, collector rate and property tax are three different things
The FBR rate sets federal income tax. Balochistan's stamp duty uses the provincial collector's table, and the yearly urban property tax has its own rules.
If the collector's figure looks wrong, the steps to object to a Balochistan land valuation table apply. The yearly tax is explained in Balochistan property tax rates in Quetta, and other cities are in the FBR valuation list by city.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 1 November 2026. We opened FBR's Valuation of Immovable Properties list and the Quetta page, which lists one document. SRO 1444(I)/2026 is a scanned 22 page PDF; we read pages 1, 5, 12, 21 and 22 as images. Values are copied from those pages; the examples are our arithmetic. We did not read the other 17 pages, so search the PDF for your own ward and road.
