FIA's Annual Administration Report 2025 says its immigration system recorded 22,650,199 travellers at Pakistan's entry and exit points in 2025. It stopped 8,149 people on its stop list, and it records 68,488 general deportees. The report also lists new airport reforms.

Most people only meet FIA immigration for two minutes at a counter. Behind that counter sits a large database. FIA's own yearly report puts numbers on it, and those numbers answer questions that travellers and families keep asking. How many people cross each year? How many are stopped by a list? How many come back as deportees? We opened the FIA Annual Administration Report 2025 on fia.gov.pk on 15 October 2026, read the Immigration Wing chapter, and checked each figure below against the text.

FIA's border system recorded 22.65 million travellers in 2025

FIA says the Integrated Border Management System, called IBMS, recorded 22,650,199 travellers between 1 January and 31 December 2025. That is 11,097,240 arrivals and 11,552,959 departures. Pakistani nationals made up most of both groups.

The report says IBMS works at 35 offices, which include 33 entry and exit points and FIA headquarters in Islamabad. It also answered 29,689 record queries from government bodies, law enforcement and intelligence agencies in the year.

The stop list caught 8,149 people in 2025

The report says FIA intercepted 8,149 individuals in 2025 because their documents appeared on the Stop List, then handed them to the authority that had placed them. The Stop List covers the Black List, the Exit Control List, the Provisional National Identification List and more.

FIA explains that people are placed on these lists at the request of law enforcement agencies or by court orders, usually because they are wanted or because their departure is restricted. The report's table also names INTERPOL Red Notices, lost passports and stolen passports as categories. The text we extracted does not let us match each number in that table to its category, so we give only the total.

The Islamabad High Court has also looked at one of these lists. The ruling is in the Islamabad High Court decision on the Passport Control List. For what counters check on departure, see the FIA document checklist to avoid being offloaded.

Deportees were 68,488 in 2025, mostly by air

FIA's table lists 68,488 general deportees for 2025: 55,190 who came back by air and 13,298 by land. The report separately says its IBMS holds a record of 57,560 deportees and 73,358 offloadees, but it does not say what period that record covers.

That second pair is a database total, not a 2025 count. Do not add it to the deportee figure above. FIA's own wording leaves the period open, so we treat it as a running record.

  1. Read the figure's period before you quote it.
  2. Use 68,488 as the 2025 deportee total.
  3. Treat 57,560 and 73,358 as IBMS record totals with no stated period.
  4. Do not add the two sets together.

FIA arrested 3,345 human smugglers and traffickers

The report lists 3,345 human smugglers and traffickers arrested in 2025. The Inter-Agency Task Force recorded 4,375 interceptions across FIA, Frontier Corps, Coast Guards, Balochistan Police and Levies. FIA registered 7,039 anti smuggling cases.

These numbers matter to ordinary travellers because they explain why counters ask hard questions about job offers and routes. If someone has promised you a "back door" route to Europe, that is the activity FIA says it is tracking.

A quarter's flight check found 24,119 passengers who skipped IBMS

FIA's flight manifest comparison found 24,119 passengers in one quarter who passed without being entered in IBMS. Of these, 9,388 were brought back and processed so the stop list check could be completed. The report does not name the quarter.

FIA says it is trying to bring the number down to zero. For a traveller, the lesson is simple: wait until your passport is scanned and stamped, and do not walk past a counter because the queue looks short.

The report lists new airport reforms for 2025

The reforms include reception desks for deportees at airports, a central 24 hour immigration helpline that sends complaints to the border post in real time, a second line control at Sialkot airport, and a pilot of e-gates at selected border crossings. FIA also lists mandatory biometrics for foreigners at entry.

We found no number for the new immigration helpline in the report text. The lines on FIA's home page are 051-111-345-786 and 1991. We did not call them. The whole report is about FIA and was written by FIA, so these are its claims, not an outside audit.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 15 October 2026. All figures come from FIA's Annual Administration Report 2025, a PDF we downloaded from the FIA site at fia.gov.pk on 15 October 2026 and read in text form. We copied the numbers from the Immigration Wing chapter. We did not audit them. A table in the PDF was jumbled when extracted, so we gave only totals where categories could not be matched.
