The national rise looks small, at 1 per cent, but it hides big moves in a few Punjab cities and falls in most of the others.

The lowest single price PBS recorded was Rs 2,200 a bag, found in several Punjab cities, and the highest was Rs 3,540 in Karachi. Your local shop may charge more or less than these averages. PBS collects prices from 50 markets in 17 cities, so it shows the trend, not your street's price.

Sargodha and Lahore drove the national rise

Flour in Sargodha rose Rs 378.68, or 15.6 per cent, in one week, to a flat Rs 2,800. Lahore rose Rs 258.98, or 11.7 per cent, to Rs 2,477.84. Larkana added Rs 100. These three rises outweighed small falls in nine cities.

Biggest weekly changes in the 20 kg flour bag price by city in Pakistan, week ended 22 October 2026

Lahore is still the second cheapest city, but the gap is closing. In Lahore the dearest bag PBS found was Rs 3,133.33, against a top price of Rs 2,300 a week earlier. That suggests higher priced bags have appeared in Lahore markets alongside cheaper ones. In Sindh the picture was calmer. Hyderabad and Sukkur both fell, and Karachi held steady at the top of the list.

PBS does not give reasons for price moves. The weekly report only records them. For the wider story, our 15 October flour price report covers the two weeks before this one, and the weekly inflation figures for 15 October show how flour fits in the whole basket.

How to work out a fair flour price per kg

Divide the bag price by 20 to get the price per kilogram, then compare with your city's average in the table. On 22 October the national average was about Rs 148.81 a kg. Karachi's average was about Rs 170.61 a kg and Lahore's about Rs 123.89.

  1. Note the price of the 20 kg bag at your shop, or the loose price per kg.
  2. Divide the bag price by 20 to compare it with a loose kilo price.
  3. Check your city's average in the table above.
  4. If your shop is far above the average, compare with one or two other shops nearby.
  5. If the district administration has notified a flour rate, a seller charging above it can be reported to the assistant commissioner or price magistrate.

We read the PBS executive summary and the city tables for 22 and 15 October in full. The 1 October average comes from our earlier flour reports. The per kilo prices, the monthly cost of two bags and the changes since 1 October are our own arithmetic. PBS gives no reason for the moves, and we did not verify any district's notified flour rate for this report.
