FPSC Exam Day Rules: Be in the Hall 45 Minutes Early and Use a Black Ball Pen on the OMR
FPSC exam rules: report to your hall 45 minutes early, the door closes 15 minutes before, and the OMR needs a black ball pen. Read both notices before test day.

Short answer: FPSC says candidates must be inside the examination hall 45 minutes before the paper starts. The hall door is physically closed 15 minutes before. Nobody enters after that, "under any circumstances". Fill the OMR sheet with a black ball pen only. Pointer, ink and gel pens are prohibited.
Picture a candidate stuck in traffic outside the exam compound at 8:50 for a 9:00 paper. The gate is open, the hall is a few minutes away, and the door has already shut. FPSC's rule was written for exactly that morning.
The Federal Public Service Commission (FPSC) has two public notices on its website that every candidate should read before a test or the CSS exam. Both carry the date 26 March 2026. We downloaded and read both on 11 October 2026, a day before the Phase 3 tests that open on 12 October.
You must report to the hall 45 minutes before the paper
The notice on standard timings applies to all FPSC exams, including general recruitment tests and the CSS exam, "without any exemption". Reporting time at the examination hall is 45 minutes before commencement. The hall door is physically closed 15 minutes before commencement.
| Paper starts at | Report to the hall by | Hall door closes at |
|---|---|---|
| 9:00 am | 8:15 am | 8:45 am |
| 2:00 pm | 1:15 pm | 1:45 pm |
The two rows are the examples FPSC prints in the notice. The same 45 and 15 minute gaps apply to any start time. A 10:00 am paper therefore means reporting by 9:15 and the door closing at 9:45. That last line is our arithmetic using the notice's rule.

The hall is not the same as the exam compound
FPSC defines the examination hall as the specific room, hall or auditorium with desks, chairs and invigilators. The exam area or compound is the larger premises with many halls, corridors and waiting areas. The 45 minute rule counts from reaching your hall, not from reaching the gate.
That distinction decides who gets in. The notice says candidates must report at the hall by the time given, and that after the door closes, entry will not be allowed under any circumstances. So being inside the compound at 8:50 does not help you.
Plan the extra time for the walk. Big centres can have several buildings. Find your hall number on your admission certificate and ask staff at the gate which direction it is in before the clock gets tight. The certificate steps are in the FPSC admission certificate guide.
Black ball pen is the only pen allowed on the OMR sheet
A second notice, "Important Information for Candidates Appearing in General Recruitment Tests", directs candidates to use only a black ball pen to fill the OMR sheet. It says pointer pens, ink pens and gel pens are strictly prohibited. An OMR sheet is the machine read answer sheet where you shade the bubbles.
Buy two black ball pens, not one. The notice does not say what happens if you use a banned pen, so we cannot tell you whether the sheet is rejected or marked. Do not find out. Gel pens look like ball pens in a shop, so check the packet.

Questions come from the syllabus but test how you think
The same notice refers to an earlier FPSC notice of 19 March 2026. It says questions from within the prescribed syllabus will be framed to test analytical ability and critical thinking, and that no separate portion lies outside the syllabus. So memorising facts alone is a weak plan.
We read this notice, not the 19 March one. If you want the exact wording of the earlier notice, find it on the FPSC web notices list.

A five step plan for the morning of the paper
Work backwards from the start time. Leave home early enough to reach the compound with an hour to spare. Carry your admission certificate, CNIC, two black ball pens and any item FPSC specifically allows. The calculator rule for the current round is separate.
- Print your admission certificate the day before and check the centre, hall and time.
- Subtract 45 minutes from the start time and write that time on the certificate.
- Pack your CNIC and two black ball pens. Check any other allowed item against the notices.
- Reach the compound early and walk straight to your hall.
- Be seated before the door closes, 15 minutes before the paper.
Calculators are allowed in only some papers. The current list is in the Phase 3 calculator notice. Tests in Peshawar and Dera Ismail Khan were postponed, as set out in the Khyber Pakhtunkhwa postponement.
If the hall door has closed, there is no stated appeal
The timing notice gives no appeal route for a candidate who arrives late, and it says entry is not allowed under any circumstances. We found no separate FPSC page on late arrival. So if your road is blocked, tell the invigilator at the gate immediately, and then contact FPSC through its official channels.
The channels FPSC says it uses for candidates are covered in how FPSC contacts candidates. A message from any other source asking for a fee to "allow late entry" should be treated as suspect.
Common questions
How early must I reach an FPSC exam hall?
You must report to the hall 45 minutes before the paper starts. For a 9:00 am paper that is 8:15 am. FPSC says the rule applies to all its exams without exemption.
When does the FPSC exam hall door close?
The door is physically closed 15 minutes before the paper commences. For a 9:00 am paper that is 8:45 am, and entry is not allowed after that.
Can I use a gel pen on the FPSC OMR sheet?
No. FPSC directs candidates to use only a black ball pen on the OMR sheet. Pointer pens, ink pens and gel pens are strictly prohibited.
Does the rule apply to the CSS exam?
Yes. The timing notice names general recruitment tests and the CSS exam and says the format applies to all FPSC exams without any exemption. The pen notice is addressed to candidates of general recruitment tests.
What if I am late because of a road closure?
The notice offers no exception. It says entry will not be allowed under any circumstances after the door closes. Leave early, and tell the invigilator and FPSC at once if you are blocked.
Is the exam compound the same as the examination hall?
No. FPSC defines the compound as the larger premises with many halls and corridors, and the hall as the specific room where you sit. The 45 minute rule counts to your hall.
How we verified this
What we checked, where we read it, and what we could not confirm.
We read two FPSC public notices on the FPSC website, "Observance of Standard Timings for All Exams of FPSC" and "Important Information for Candidates Appearing in General Recruitment Tests/Exams". Both are dated 26 March 2026 and were checked on 11 October 2026. We did not contact FPSC.
