To get a police character certificate in Khyber Pakhtunkhwa, you prepare an affidavit on stamp paper, get your criminal record verified at your local police station, and collect the certificate in person at the PAL office after giving your fingerprints. The KP Police page does not state a fee or a processing time, so ask before you pay anyone.

The KP Police calls the document a Police Clearance Certificate. Employers abroad, visa offices and some jobs ask for it. The police headquarters phone number on the page is +92-91-9210457.

We read the KP Police "Get Character Certificate" page on 14 October 2026. The steps below follow that page.

Start with an affidavit on stamp paper

The first step is an affidavit on stamp paper, attested by an Oath Commissioner. An affidavit is a sworn written statement. The police page lists it with the words "(10 points)", but does not say what the ten points are.

Ask the Oath Commissioner or the police station for the standard format. Do not guess the ten points yourself. A wrong affidavit can send you back to the start.

Bring unattested copies of your CNIC and two photos

The page asks for plain photocopies of a recent CNIC and two recent passport size pictures. If you apply from overseas, it also asks for a copy of a recent passport. These copies do not need attestation.

If you live in another province or country, check which of these your employer or embassy also wants. They may ask for a form that is not on the police page.

Get your record verified by four police officers

Your criminal record must be verified by the beat officer, the Moharrar, the SHO of your local police station and the circle DSP. The verification goes on the back of the stamp paper. Each officer signs in turn.

The Moharrar is the clerk who keeps the station's records. The SHO is the station house officer, who heads the station. The DSP is the deputy superintendent who oversees a group of stations. Plan for more than one visit, because four signatures rarely happen at one desk on one day.

Apply in the district on your CNIC, and in each one if you have two

You apply in the district that matches your permanent and present addresses on your CNIC. If you have more than one address, you must verify your criminal record at the police station for each address. That doubles the visits.

  1. Prepare the affidavit on stamp paper and have an Oath Commissioner attest it.
  2. Make plain copies of your CNIC and, if overseas, your passport.
  3. Take two passport size photos.
  4. Get the beat officer, Moharrar, SHO and circle DSP to verify your record on the back of the stamp paper.
  5. Repeat the verification at the station for every other address on your CNIC.
  6. Submit the file and later collect the certificate in person after signing and giving fingerprints.

If you rent a home, there is a separate rule to register a tenant with police in Khyber Pakhtunkhwa. That is a different process from this certificate.

Overseas and Afghan applicants follow separate routes

If you are abroad, a blood relative submits a stamp paper marked Abroad with their own CNIC copy and your date of last exit from Pakistan. Afghan citizens send their application by TCS courier to the SP Security office at Police Lines, Peshawar.

Afghan applicants also include a passport and visa, last entry in Pakistan, a Special Branch report, a TIF Form, an Afghan citizen card and an attested letter from the Afghan Consulate General. The page names the TIF Form but does not show it. Both groups still collect the certificate in person after signing and giving fingerprints, according to the page.

Check what changes if the online system arrives

The federal government has approved, in principle, a uniform online system for police character certificates, as the report on police character certificates going online nationwide explains. We found no KP online form on the KP Police page, so the steps above are the ones in use today.

The KP Police page lists its services in a block of public services, but its Right to Public Services link points to a separate commission. We could not find a published fee or a time limit for this certificate there either. If you pay a fee, ask for a receipt. If a station refuses to verify without a reason, you can use the IGP helpline and complaint portal.

Common questions about the KP police character certificate

How much does a KP character certificate cost?

The KP Police page does not state a fee. You will pay for stamp paper and the Oath Commissioner's attestation. Ask the office for the official fee, if any, and get a receipt.

How long does it take?

The page gives no processing time. The wait depends on how fast your four verifiers sign. Ask the office for a date when you submit.

Can I apply from another district?

The page says to apply in the district that matches your CNIC addresses. It does not offer a way to apply from elsewhere. The nationwide online system is only approved in principle.

Can a relative collect it for me?

The page says you must visit the PAL office, sign and give fingerprints. It does not describe a collection by a relative for people in Pakistan. Overseas applicants use a blood relative to submit, not to collect.

Do I need a passport copy?

Only if you apply from overseas. Everyone else needs a CNIC copy and two photos with the affidavit.

What is the PAL office?

The page uses the name without explaining it and gives no address for it. The general contact on the page is +92-91-9210457, at Sahibzada Abdul Qayyum Road, Civil Secretariat, Peshawar. Call before you travel.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 14 October 2026 on the KP Police character certificate page. We did not apply for a certificate, so we have not tested the wait. The fee, the processing time, the "10 points" of the affidavit and the meaning of the PAL office are not stated on the page. Confirm them with the police office before you start.
