How to Register a Tenant With Police in Khyber Pakhtunkhwa Within 7 Days

KP landlords must register a tenant with police within 7 days of signing. The TIF form, two references, notarised agreement, the TAR receipt and the penalty.

In Khyber Pakhtunkhwa, a landlord must give the local police station the tenant's details within seven days of signing the rent agreement, not counting public holidays. You fill in the Tenant Information Form (TIF), attach attested copies of the agreement and CNICs, and the police give you a Tenant Acknowledgement Receipt (TAR). Breaking the law can mean up to one year in jail, a fine, or both.

KP tenant registration has one step most landlords miss: two references. The KP Restriction of Rented Buildings (Security) Act 2014, which we read on the Provincial Assembly's website, makes the landlord collect two people who vouch for the tenant, and put their CNIC details in the agreement itself.

KP tenant registration deadline: seven days from signing the rent agreement, excluding public holidays

KP tenant registration is due within seven days

The deadline runs from the day the rent agreement is signed. Section 4 of the 2014 Act gives the landlord, lessee or manager seven days, excluding public holidays, to hand the papers to the police station. A property dealer who arranged the letting shares the duty.

The law calls the person in charge of the building the landlord, lessee or manager. A landlord here means the person whose name the building stands in on government records. If you rent out a house that is still in your late father's name, settle that record first. A quick KP land record check shows whose name the property is in.

The Act covers any building given on rent, and it also covers private hostels and student hostels, including madrassa hostels. Hostels may house only enrolled students and must keep a full record of everyone staying.

The rent agreement must meet three rules first

KP is stricter than other provinces about the agreement itself. Section 3 says it must be in writing, carry enough detail to verify the tenant's identity, name two references with their CNIC and phone numbers, and be attested by a Notary Public before you go to the police.

The two references must be people who know the tenant and can confirm who they are. Their full CNIC details and contact numbers go into the agreement. An agreement on plain paper with no references will not satisfy the law, however friendly the arrangement is.

Draft the rent agreement on stamp paper with these clauses built in, then have it notarised. The notary charges a separate fee, which the Act does not fix.

Section 3 also asks the landlord to take "due care and prudence" over the tenant's credentials. That phrase matters later, in the penalty section.

Papers you need to register a tenant in KP

You hand in the Tenant Information Form with four sets of papers. The form and the Act list attested copies of the rent agreement and of the CNICs of the owner, tenant, property dealer and both references, plus details of male household members above 14.

The TIF itself asks for the property address, whether it is a house, portion or flat, the number of rooms and floors, and whether there is a basement. It also asks for the tenant's previous address and the number of male and female family members. For a foreign or Afghan tenant, the form takes a passport number or Afghan citizen card number in place of a CNIC.

How to register a tenant with KP Police, step by step

Download the TIF from the KP Police website, fill it in, attach the attested copies and take everything to the police station for the area where the property is. The station in-charge checks the papers and issues a Tenant Acknowledgement Receipt.

  1. Sign the rent agreement with two references named in it, and get it notarised.
  2. Download the Tenant Information Form from kppolice.gov.pk and fill it in.
  3. Attest copies of the agreement and of the owner, tenant, dealer and reference CNICs.
  4. Submit everything at the local police station within seven days of signing.
  5. Collect the TAR and give one attested copy to the tenant.

The TAR comes in two copies, one for the police station and one for the landlord. It carries a receipt number and the number of the Daily Diary entry at the station, signed by the SHO or the station moharrir, the clerk who keeps the records. The receipt says the police will verify the papers "in due course", so registration does not end with the receipt.

We found no online tenant registration on kppolice.gov.pk when we checked on 3 October 2026. The site offers the Act, the TIF and the TAR as downloads, so for now this is an in-person job.

Penalty for not registering a tenant in KP

Breaking sections 3 to 6 can bring jail of up to one year, a fine, or both, under section 10. The Act sets no fixed fine amount. The offence is cognizable and non-bailable, and a Judicial Magistrate First Class of the district hears it.

Section 10 has a second, heavier edge. If police find on reasonable grounds that a landlord, manager or dealer knew of a tenant's criminal plans, or did not take due care checking the tenant, that person may be charged with abetting the tenant's offence. Skipped references and an unchecked CNIC are exactly what that clause catches.

Penalty under the KP Restriction of Rented Buildings (Security) Act 2014

Police can inspect too. An officer of assistant sub-inspector rank or above may inspect a rented building with the landlord, under section 4. The station in-charge can also ask a tenant for the ownership papers, agreement and TAR, and the tenant must produce them within 24 hours, under section 6.

What the TAR does and does not settle

The TAR proves the police were told about the tenancy. It does not settle rent, repairs or eviction. Those disputes fall under KP's separate rent law, not the 2014 security Act, and the police are not the forum for them.

Keep the TAR with the notarised agreement and rent receipts. Tenants should keep their attested copy too, since the police can ask for it at any time. Landlords will find the same papers useful for tax on rental income, and both sides will want them if a fight over eviction ever starts.
