Short answer: Pakistan's Ministry of Religious Affairs (MoRA) has added an online substitution application to its Hajj digital portal, haaj.mora.gov.pk, for the Government Hajj Scheme 2027. A successful applicant who faces a sudden emergency can name a close relative to go in their place. If a successful applicant has died, a close relative can apply online to take the seat. The process has three parts: register on the portal, upload the documents, and transfer the dues. The ministry says the same option will come to the Pak Hajj app soon.
The ministry posted the notice, titled "Online Application for Substitution cases for Government Hajj Scheme 2027", on its website on 2 November 2026. The notice is an Urdu poster. We read it on mora.gov.pk on 6 November 2026 and set out below exactly what it says, what it leaves out, and how it fits with the written Hajj policy.
Before this, a family had to approach the ministry on its own with a request. Now the request starts online, which should make it easier to track.
The MoRA notice allows two kinds of substitution
The poster names two cases. Both apply only to the Government Hajj Scheme. Private scheme pilgrims must ask their own operator what its contract allows.
| Case | Who applies | What the notice allows |
|---|---|---|
| Successful applicant with a sudden emergency | The successful applicant | Name a close relative as a substitute in their own place |
| Successful applicant who has died | A close relative of the deceased | Submit an online application to go as the substitute |
| Private scheme pilgrim | The pilgrim, through the operator | Not covered by this notice |
| Applicant who no longer wants to go | The applicant | Cancel through the app or portal instead |
In Urdu, the notice describes the first case as a "ناگہانی صورت حال", which means an unexpected or sudden situation. It does not list which emergencies count. It also does not define "close relative". Ask the ministry before you assume a cousin or an in-law will be accepted.

How to apply for Hajj substitution on the portal
The poster lists three steps and points to haaj.mora.gov.pk. When we tried to open the portal from our office on 6 November 2026, it did not load for us. That can be a local network problem, so try again from another connection and keep the ministry's contacts at hand.
- Open haaj.mora.gov.pk and register, or sign in with the account used for Hajj 2027.
- Open the substitution application and enter the details of the close relative who will travel.
- Upload the relevant documents. For a deceased applicant, this will include proof of death.
- Complete the transfer of dues, so the money already paid moves to the substitute's seat.
- Save the application number and any screenshot, and follow up with your Hajj directorate.
The notice does not publish a document list. Prepare the CNIC and passport of the substitute, the Hajj registration number, payment receipts, and proof of the emergency or death, such as a NADRA death certificate or a doctor's report. Our first instalment guide explains the payment records you should already have.

The written Hajj policy still sets the limits
The poster is short. The full rules are in the Hajj Policy and Plan 2027 to 2030. In Part II, clause 1(5), the policy allows a substitute when a mahram, or the support person of a disabled pilgrim, has died or been incapacitated. It adds four conditions:
- a committee examines the case,
- the applicant files a sworn affidavit,
- the applicable visa charges are paid,
- no substitution is accepted after the notified cutoff date.
The new notice is worded more widely than that clause. It speaks of any successful applicant in an emergency and of deceased applicants. The ministry has not said whether the committee, the affidavit and the cutoff still apply to every online case. Until it does, plan as if they do. Our earlier guide on what the policy allows when a companion cannot travel covers the clause in detail.
Act early because a cutoff date closes substitution
The policy says no substitution is entertained after the notified cutoff date. MoRA has not posted that date for 2027. Visas, rooms and flights are arranged in groups, so a late change can disturb a whole group. That is why the door closes.
If something happens, apply the same week. Do not wait to see whether a medical problem settles. If the cutoff passes, the seat may be lost, and the only remaining option may be cancellation with a refund under the policy.

Where to get help with a substitution case
If the portal does not open or your case does not fit the two options, contact the ministry directly. MoRA lists these contacts on its website:
- Phone: 051 9207161, Monday to Friday, 9 am to 5 pm.
- Email: info@mora.gov.pk.
- WhatsApp complaint number: 0306 3332555.
- Hajj directorates in Islamabad, Karachi, Lahore, Peshawar, Quetta, Multan and Sukkur.
Addresses and numbers for each directorate are in our Haji Camp directory. Keep a written record of every call: the date, the name of the officer and what they told you.
Be careful with anyone who offers to "transfer" a Hajj seat for a fee. The notice does not allow sale or transfer to a friend. Substitution is only for a close relative, through the ministry's own system.
Common questions
Can I give my Hajj 2027 seat to someone else?
Only to a close relative, and only in the two cases the ministry names: a sudden emergency for a successful applicant, or the death of a successful applicant. A friend or a buyer cannot take the seat.
Where do I apply for Hajj substitution?
On the Hajj digital portal, haaj.mora.gov.pk. The ministry says the option will also come to the Pak Hajj app soon.
What happens to the money already paid?
The notice lists a transfer of dues as part of the process, so the payments move to the substitute. Visa charges may apply under the policy.
Is there a deadline for substitution?
Yes. The policy says nothing is accepted after the notified cutoff date. The ministry has not published the 2027 date, so apply as soon as the need arises.
Does this apply to private Hajj?
No. The notice covers the Government Hajj Scheme 2027. Private scheme pilgrims should ask their operator in writing.
Who counts as a close relative?
The notice does not define it. Ask the ministry or your Hajj directorate before you apply, and keep their answer in writing.
