Hajj 2027 Companion Cannot Travel? What Pakistan's Policy Allows for Seat Substitution
Pakistan's Hajj Policy 2027 to 2030 lets a seat be substituted only if a mahram or helper dies or is incapacitated. See the four conditions and other options.

Short answer: Under Pakistan's Hajj Policy 2027 to 2030, a government-scheme pilgrim can swap in a replacement only if a mahram or a helper for a disabled pilgrim dies or becomes incapacitated. A committee reviews the case, you file a sworn affidavit, you pay visa charges, and nothing is accepted after the ministry's cutoff date.
Plans change. A husband falls ill, a son loses his job, or a helper cannot travel. This guide explains what the policy lets you do when the person you planned to travel with can no longer go.
We read the full policy on the Ministry of Religious Affairs website on 13 October 2026. The substitution rule is in Part II, clause 1(5), and a related rule on family separation is in Part I, clause 6(3). Both apply to the government scheme as written.
Substitution is narrow, not a free swap
The policy says a seat may be substituted only when the successful applicant cannot proceed because a mahram, or the support person of a physically challenged or disabled pilgrim, has died or been incapacitated.
That means you cannot hand your seat to a friend because you changed your mind. It also means a general illness of the pilgrim does not qualify under this clause. It is about the companion.

Four conditions apply to every request
The policy sets four conditions. Each must be met, and the ministry decides.
- The reason must be the death or incapacity of the mahram or support person.
- A committee must examine the case.
- You must file a sworn affidavit.
- You must pay the applicable visa charges.
The last sentence of the clause is the sharp one: "No substitution shall be entertained after the notified cutoff date". The policy does not give that date. The ministry sets it each season, so ask for it as soon as you register.
Family separation has a different fix
Clause 6(3) deals with a processing error. If a pilgrim is accidentally separated from family members already confirmed for the same season, the ministry will make "best efforts" to place them together.
The policy says this applies "particularly where a confirmed pilgrim lacks a Mahram or is separated from an immediate family member". It is subject to quota availability and ministerial guidelines, so it is not a guarantee.
| Your situation | Where to look |
|---|---|
| Companion died or became incapacitated | Substitution request to the ministry committee |
| Processing error split a family | Ask the ministry to reunite you, subject to quota |
| You want to add a mahram or helper | Hardship quota in the Pak Hajj app |
| You can no longer go | Cancel in the app for a refund |
| Woman travelling without a mahram | Affidavit route in the policy |

Other routes exist outside the substitution clause
The Pak Hajj app has a hardship quota for adding a mahram or one helper, and approval depends on available places. Read the details in our guide to the Pak Hajj app features. The same page explains how to cancel an application and receive a refund to your IBAN.
A woman who has no mahram at all has a separate option in the policy: an affidavit instead of a male companion. A pilgrim who needs an attendant should check the policy conditions on disability and health before paying, and read the wider Hajj policy 2027 to 2030 for the queue and instalment rules.
What to prepare if you need to ask
The policy does not give a form or a date, so build your file early. A strong file shortens the committee's work.
- Write down the exact reason, with the date of the death or the medical event.
- Collect proof, such as a death certificate or a doctor's report.
- Prepare the sworn affidavit, once the ministry states its format.
- Keep your Hajj registration number and instalment receipts together.
- Write to the ministry quickly, before the cutoff, using the contact details on mora.gov.pk.
Money already paid follows the rules in the Hajj 2027 first instalment guide. Do not assume a refund for a substituted seat. The policy says only that visa charges apply.
Why the cutoff date matters most
The ministry has to arrange visas, rooms and flights in groups. Each change after the cutoff can disturb a whole group, which is why the policy closes the door. If your companion falls ill early, act the same week. Waiting to see if they recover can cost you the right to ask.

Common questions
Can I give my Hajj seat to a friend?
No. The policy allows substitution only after the death or incapacity of a mahram or support person.
What proof does the committee want?
The policy names a sworn affidavit and a committee examination. It gives no list of documents, so ask the ministry.
Is there a deadline for substitution?
Yes. The policy says nothing is accepted after the ministry's notified cutoff date. It does not state the date.
Does substitution apply to the private scheme?
The clause sits in the government scheme part of the policy. Ask a private operator in writing what its agreement allows.
What if I cannot go at all?
You can cancel through the Pak Hajj app or the portal, and the refund goes to your IBAN. A cancelled application cannot be restored.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 13 October 2026, Pakistan time. We read the Ministry of Religious Affairs' Hajj Policy and Plan 2027 to 2030, Part II clause 1(5) and Part I clause 6(3), and the ministry's home page. We could not find the cutoff date, the affidavit format or the visa charge for a substitute.
