HEC DAAD fully funded PhD scholarships in Germany for Pakistani students

The Higher Education Commission has opened applications for fully funded DAAD PhD scholarships in Germany for 2026.

The deadline is 31 August 2026. That is nineteen days from publication, which for a doctoral application is tight but workable if you start now.

Two different offers, not one

The two DAAD PhD funding routes open to Pakistani applicants

This is the thing people get wrong, so take it first.

ProgrammeWho it is for
Full PhD ProgrammeYou want to do your whole doctorate at a German university or research institution
Short-Term Research GrantYou are already a doctoral student and want to do part of your research in Germany

They are not alternatives you pick between casually. If you are enrolled in a PhD in Pakistan and want a period in a German lab, the short-term grant is your route. If you have a masters and want to do the doctorate itself in Germany, it is the full programme.

Applying for the wrong one wastes the only application window you have this year.

Apply through HEC, not through a scholarship website

Apply for HEC DAAD scholarships through the official commission route

Search for this scholarship and the first page of results will be scholarship listing sites. They are not the awarding body.

Those sites copy deadlines from each other, carry last year's figures, and publish eligibility criteria confidently without a source. On something with a fixed closing date, that is how people miss it by a week.

Go to HEC. One practical warning from our own testing: hec.gov.pk has needed a current browser to load properly, so if the page seems broken try a different browser before assuming the scheme is closed.

Confirm the closing date on HEC itself before you build a plan around it, including the date in this article.

What we are not telling you, and why

We are not printing the stipend, the monthly allowance, travel or insurance cover, age limits, a minimum CGPA, or how many awards exist.

None of that was verified at source. Every aggregator carries those numbers and we have no way to tell which are current.

The risk runs one specific way here. A wrong eligibility threshold stops a qualified person from applying at all, and they never find out they would have been eligible. That is a worse outcome than an article that tells you to go and check.

What actually takes the time

What a PhD scholarship application requires preparation for

Nineteen days is enough only if you know where the slow parts are.

  1. The research proposal. This is the document the decision rests on and it cannot be written in a weekend. If you do not have a draft, start today.
  2. A supervisor or host institute. Where a programme expects one, an academic in Germany has to agree to host you, and August is holiday season across European universities.
  3. Transcripts and attestation. Degree attestation has its own queue and is a common reason applications arrive incomplete. Our guide to HEC degree attestation covers that process.
  4. Referees. Ask now. A professor given three days produces a worse letter than one given three weeks, and it shows.
  5. Language. Requirements vary by programme and institute. Many German doctorates run in English, but do not assume yours does.

Why Germany specifically

It is worth understanding why this route exists, because it changes how you pitch an application.

German doctoral education is structured differently from the British or American model. A doctorate is often treated as research employment rather than a taught course, frequently attached to an institute or a funded project rather than to a coursework programme. Public universities also charge little or no tuition, which is why funding conversations there centre on living costs and research support rather than fees.

The practical consequence for an applicant is that fit with a specific research group matters more than general academic merit. A strong proposal aimed at nobody in particular does worse than a good proposal aimed at a group already working on that problem.

So if you have limited time before the deadline, spend it identifying the right institute rather than polishing prose.

If you are not eligible this time

Postgraduate funding runs on an annual cycle, so a missed deadline is a year, not a lifetime.

HEC administers several routes beyond this one, including its overseas scholarship programme and country-specific schemes. The UK's Chevening awards run on a separate calendar and we covered those in the Chevening scholarship guide.

The practical move if you are a year out is to spend that year on the proposal and the supervisor contact, because those are what separate applications, not the form.

A note on where this sits in the month

31 August is already a crowded date. The Punjab token tax rebate ends, Sindh class 9 and 11 results are due, and now this closes.

We keep the running list of dated obligations in the Pakistan deadlines calendar, which is worth a look if you have anything else pending this month.

Questions readers are asking

When is the HEC DAAD scholarship deadline?

31 August 2026 for the fully funded DAAD PhD programmes announced by HEC. Confirm on the HEC site before relying on it.

What is the difference between the two DAAD options?

The Full PhD Programme funds a complete doctorate at a German university or research institution. Short-Term Research Grants fund doctoral students to carry out part of their research in Germany.

Is the scholarship fully funded?

It is announced as fully funded. We are not listing the specific allowances because we could not verify the current figures at source.

Where do I apply?

Through HEC. Avoid scholarship listing sites, which dominate search results but are not the awarding body and frequently carry outdated deadlines.

Do I need to speak German?

Requirements vary by programme and institute. Many German doctoral programmes operate in English, but confirm for the specific position rather than assuming.

Do I need a supervisor before applying?

Where a programme expects a host institution, yes, and August is holiday season in European universities, so make contact immediately.

What if hec.gov.pk will not load?

Try a current browser. The site has needed up to date security support in our testing, and an apparent fault is often the browser rather than the scheme being closed.
