HEC's free Coursera licence is open again. Registration for DLSEI 3.0 Cohort 4 is live on dlsei.hec.gov.pk, and you apply through the HEC eservices portal at eservices.hec.gov.pk. It is free for students in BS (16 year) and higher programmes and for university faculty and staff. No closing date is published.

DLSEI stands for Digital Learning and Skills Enrichment Initiative. It is run by the Higher Education Commission (HEC) with Coursera, the online course platform. With the licence you can take Coursera courses and professional certificates from Google, IBM, Meta and universities without paying for the certificate.

We read the DLSEI home page, its registration page and its FAQs on 8 November 2026. Below are who can apply, the exact steps, how long the invite takes, and the two rules that make people lose the licence in the first month.

Who can get the HEC Coursera licence in Cohort 4

The DLSEI FAQ says students enrolled in 16 year programmes and above at public or private universities are eligible. Faculty members and university staff can also apply. You need a valid CNIC, or a B-form if you are under 18.

ApplicantEligible?What HEC asks for

Your university must be one HEC recognises. If you are not sure, check it first with our guide to checking whether a university is HEC recognised. A university's focal person approves each application, so an unrecognised institute has nobody to approve you.

How to register for DLSEI 3.0 Cohort 4 step by step

You apply on the HEC eservices portal, not on Coursera. After your university's focal person verifies the form, Coursera emails you an invite link. You accept it, create a Coursera account if needed, and start enrolling.

  1. Open eservices.hec.gov.pk and sign up. If you already have an account from degree attestation or a scholarship, sign in instead.
  2. Go to the e-courses section and fill in the DLSEI registration form.
  3. Submit it. Your university's DLSEI focal person checks and approves it.
  4. Wait for the Coursera invite email. HEC says it may take at least one month.
  5. Click the invite link, create or sign in to your Coursera account, and enrol in a course.

If your form is not approved, the DLSEI site says to contact your university's focal person. Their names are on the "Focal Persons" page of dlsei.hec.gov.pk. For portal problems, HEC's helpdesk is at onlinehelp.hec.gov.pk. If your HEC login itself is stuck, our HEC portal password reset guide covers the common fixes.

Two rules that cancel the licence in the first month

HEC revokes the licence if you do not accept the invite and enrol in a course within 15 days. To keep it, you must also finish at least one course within 30 days of the invite. A short course or a two hour guided project counts.

This is where most people lose it. They accept the invite, browse for a week and start a 10 course certificate. The safer plan is to finish a short course first. The DLSEI home page lists several that take under 10 hours, such as "AI For Everyone", "Work Smarter with Microsoft Excel" and "Successful Presentation". Then start the longer certificate.

Courses and certificates you can take for free

The licence covers individual courses, specializations, guided projects and professional certificates. The DLSEI FAQ says there is no extra fee for the Coursera certificate. You can take as many courses as you like while the licence lasts.

The number of courses is stated three ways. The DLSEI home page says 19,000 plus. The FAQ says 15,000 plus. A university notice about Cohort 4 says 25,000 plus and a 6 month licence. HEC's own pages do not state the licence length for Cohort 4, so treat 6 months as reported, not confirmed. The FAQ also mentions 30,000 licences on a first come, first served basis, which appears to be from an earlier round.

If you are not a university student, these courses are not open to you through DLSEI. The free DigiSkills courses and Punjab's e-Rozgaar programme are open to a wider group.

How many students have used DLSEI so far

The counters on the DLSEI home page show 133,169 upskilled learners, 803,969 course completions and 1,521,685 course enrolments. That is about six completions per learner on average, by our sum.

Those figures cover all rounds, not only Cohort 4. They also show that the programme is not new, so a fake "HEC Coursera" page asking for a fee is easy to spot. The real licence costs nothing. Apply only through eservices.hec.gov.pk, and report any person or page charging for it to HEC. If your university refuses to process your form without reason, the HEC student grievance portal is the place to complain.

Questions about the HEC DLSEI Coursera licence

Is the HEC Coursera licence free?

Yes. The DLSEI FAQ says there is no fee for the licence and no extra charge for certificates of courses in the programme.

What is the last date for DLSEI 3.0 Cohort 4 registration?

HEC has not published a closing date on the DLSEI site. The page only says Cohort 4 registration is now open, so apply early.

How long does the Coursera invite take?

HEC says it may take at least one month after your university's focal person verifies your form.

Can intermediate students apply for DLSEI?

No. The FAQ limits it to students in 16 year programmes and above, plus university faculty and staff.

What happens if I do not finish a course in 30 days?

HEC revokes the licence. You must enrol within 15 days of the invite and complete at least one course within 30 days.

What do I enter if I do not have a CNIC?

If you are under 18, the FAQ says enter your B-form number in the CNIC field.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read the DLSEI home page, its registration page and its FAQs on 8 November 2026. Applications go through HEC eservices. The 25,000 courses and 6 month figure come from a university notice of 5 November 2026 and are not on HEC's pages. We have not applied for a licence ourselves.
