Short answer: From Monday 19 October 2026, Islamabad Traffic Police (ITP) takes applications for learner permits, driving licence renewals and duplicate licences online, according to reports of the launch. Renewed and duplicate licences are to be delivered to your home by TCS courier. The online portal is ITP DLIMS, and its help line is 051-9001541.

Reports of the launch say these three services are no longer processed at the Traffic Headquarters in Faizabad or at police facilitation centres. That is the change that matters: if you were planning to queue at a counter this week, you may be turned away. We read the ITP licensing portal and the Islamabad Police website on 20 October 2026. Here is what we confirmed, what is only reported, and how to apply.

Learner permits, renewals and duplicates are now online in Islamabad

ITP launched online applications for learner permits, licence renewals and duplicate licences on 19 October 2026, reports say, on the direction of the Islamabad Inspector General of Police. Applications are made on the ITP web portal. Renewed and duplicate cards then go by TCS to the address you give.

Islamabad driving licence services now online from 19 October 2026: learner permit, renewal and duplicate

The portal itself supports this. When we opened the ITP Driving License Information Management System (DLIMS) on 20 October 2026, its menu offered "Apply for Learner / License Renewal", "Verify License", "e-License" and "Verify Learner". The Islamabad Police home page lists an "Online Learner Permit" and driving licence renewal among its services, both linking to the same portal.

What we could not find is a written order or a public notice that counter service has stopped. The end of walk-in processing is reported, not published on either site. So if you cannot apply online, call the help line before you travel to Faizabad.

TCS will deliver renewed and duplicate licences to your door

Reports on 18 and 19 October said ITP has tied up with TCS to post licences to applicants. You do not collect the card from a police office. The traffic police asked applicants to give their full name, an exact home address and a working mobile number, because a wrong address delays delivery.

This builds on the 10 October directive that dropped the urgent fee and promised faster processing, covered in the Islamabad urgent fee waiver. That report said regular licences would arrive in 2 to 3 days. No delivery time has been published for the online renewals, and no courier charge has been stated.

What Islamabad Traffic Police asks applicants to give for TCS licence delivery

Create a DLIMS account with your own CNIC to apply

To apply, you register on ITP DLIMS with your first name, your 13 digit CNIC (or passport number for a foreigner), an email address and a password. The portal says to use your own CNIC, not a relative's. The password needs at least 8 characters with an upper case letter, a lower case letter, a number and a symbol.

  1. Open ITP DLIMS at dlims.islamabadpolice.gov.pk and choose Register.
  2. Pick "For Pakistani" and type your 13 digit CNIC without dashes, or "For Foreigner" and your passport number.
  3. Enter your email and a strong password, then log in.
  4. Choose "Apply for Learner / License Renewal" and pick the service you need.
  5. Fill in your full home address and a mobile number you will answer.
  6. Pay as the portal instructs and keep the receipt or payment ID.
  7. When the card arrives, check it on "Verify License" on the same portal.

Checking a card or permit after it arrives is set out in verifying an Islamabad learner permit or licence. If your licence was lost, a police lost report may be asked for, and getting one is explained in the Islamabad police lost report.

Fees and delivery times have not been published

Neither the portal nor the Islamabad Police website showed a fee table when we read them on 20 October 2026. The reports of the launch gave no fee either. So we cannot tell you what a renewal or duplicate costs online, or whether TCS delivery is free.

Pay only the amount the portal generates for your application. Do not pay an agent who offers to "process" an online form for you, because the form is yours to fill. A new licence still involves the medical, the tests and the photograph, which are described in getting a driving licence in Islamabad.

Common questions about Islamabad online licence services

Can I renew my Islamabad driving licence online now?

Yes, according to reports of the 19 October 2026 launch. The ITP DLIMS portal offers "Apply for Learner / License Renewal" after you register.

Can I still renew at Faizabad or a facilitation centre?

Reports say these services are no longer processed there from 19 October. We found no written notice, so call 051-9001541 before you go.

How will I get my renewed licence?

By TCS courier to the address you enter, according to the reports. Give a complete address and an active mobile number.

What is the fee for an online renewal in Islamabad?

No fee was published on the portal or in the reports when we checked on 20 October 2026. Pay only what the portal shows for your application.

Can a foreigner apply on ITP DLIMS?

The registration page has a "For Foreigner" option that takes a passport number instead of a CNIC.

Do new drivers still need to visit in person?

Yes for the tests. The online launch covers learner permits, renewals and duplicates. No change to the driving test was reported.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 20 October 2026. We read the ITP DLIMS portal, including its registration page, and the Islamabad Police website on 20 October 2026. The service menu, registration fields, password rule and help line come from the portal. The 19 October start, the end of counter service and the TCS delivery are reported and were not published on either official site. We did not register or apply, so we have not seen the payment step or fees.
