Roshan Mustaqbil Card KP: How Orphans Under 16 Apply for the Zakat Stipend
KP's Roshan Mustaqbil Card pays a Zakat stipend to orphans under 16. See who qualifies, the papers to attach, the guardian rules and how to check by CNIC.

The Roshan Mustaqbil Card is Khyber Pakhtunkhwa's monthly Zakat stipend for orphans under 16. The mother or another guardian applies on a free form through the Local Zakat Committee, with the child's B-Form and the father's death certificate. The result is checked by CNIC on the department's orphan search page.
Roshan Mustaqbil means bright future. It is one of three KP Zakat cards, alongside Sahara for widows and Umeed for persons with disabilities. Of the three, it has the strictest rules on who counts as an orphan and who can act as guardian.
We read the department's 2025-26 orphan form, including its instruction page in Urdu, and tested the orphan search page on 10 October 2026. The rules below come from that form.
The card is for orphans under 16 whose father has died
The form says a child must be under 16 at registration. A child whose father has died qualifies, with the mother as guardian. A child whose mother has died but whose father is alive does not qualify. Priority goes to children who have lost both parents, or who are disabled.
The age rule has a cut-off. A registered orphan who turns 16 during the 2025-26 year was to be treated as ineligible from 30 June 2026. So a child who is 15 now may only get a short time on the card.
The monthly amount is not printed on the form or the department's website. Reports of the launch put it at Rs 5,000 a month for children aged 5 to 16. Later reports said Rs 10,000. Reports differ, and only your Local Zakat Committee can confirm the current figure.
Bring the B-Form, death certificates and the guardian's CNIC
The form is free, but the department says it will not examine an incomplete form or one without the required papers. Collect everything before you go to the chairman.

Many families find the B-Form is the hold-up. If the child was never registered at NADRA, start there, as explained in the NADRA B-Form requirements. A death certificate comes from your union council, and NADRA will then update the family record. A Family Registration Certificate is a useful extra proof of who belongs to the household.

The mother is the guardian, with strict limits on anyone else
When the father has died, the form makes the mother the guardian. When both parents have died, another relative can be guardian, but one person can be guardian of only one orphan. Zakat committee chairmen and members cannot be guardians at all.
The form lists who can step in: an uncle or aunt, a grandparent or another relative. It also asks whether the guardian is a government employee and what their income is, so be ready to answer that.
If the mother's thumbprint cannot be verified, the form allows another close relative to collect the money with her permission. That helps elderly or ill mothers whose fingerprints fail.
Only one card per household, and other aid can rule you out
The form allows only one orphan per household on the card. It also allows only one beneficiary per household across the Roshan Mustaqbil and Sahara cards together. So a widow and her orphan cannot both be paid.
Three more rules rule a child out:
- The mother already gets help under another government scheme.
- The child lives in a private or government welfare institution, such as an orphanage.
- The orphan dies. The money does not pass to siblings or relatives.
The household rule forces a choice. A widow with children should compare both cards before applying. Her own card is covered in applying for the Sahara Card for widows. An orphan already in a home may be better served by federal support such as Bait-ul-Mal's Sweet Home and orphan stipend.
Apply through the Local Zakat Chairman in five steps
You apply on paper, through the Local Zakat Committee for your village council, neighbourhood council or ward. The chairman decides whether the child deserves Zakat, the District Zakat Committee checks the documents, and final selection depends on your district's share of funds.
- Find your Local Zakat Chairman. The department's website has a search by district.
- Get the free 2025-26 Roshan Mustaqbil form from the chairman or the department's downloads page.
- Fill in the orphan's details, the guardian's details, siblings under 16 and household income.
- Attach the B-Form, death certificates, guardian's CNIC and any disability certificate.
- Submit it to the chairman and keep a photo of the filled form.

Check the result on the orphan search page
The form says the status can be checked one month after the last date for forms, on the department's orphan search page. Enter the CNIC without dashes. When we tested it on 10 October 2026 with a number that was not registered, it replied that the CNIC was "NOT REGISTERED in the Zakat database for the current financial year".
That reply means no record for this year, not a rejection. If it still shows a month after the deadline, go back to the chairman with your photo of the form.
