Short answer: For KPPSC jobs in BPS-16 and BPS-17, and for Civil Judge (BPS-18), Khyber Pakhtunkhwa fills posts in blocks of 30. Six of every 30 go on open merit to anyone with a KP domicile. The other 24 are split among six zones, and your district decides which zone you compete in. Peshawar's zone gets the most, 6 posts in every 30.

Most candidates check the grade and the pay of a KPPSC post and never ask which share of the seats it belongs to. That share decides who you are competing against. We read the Establishment Department notification of 22 December 2022 and KPPSC's rotation letter of 31 January 2023, both published on the KPPSC downloads page, on 20 October 2026. This is how the KPPSC zonal quota works, and how to find your zone.

Khyber Pakhtunkhwa splits every 30 posts into merit and six zones

Under the 2022 notification, each block of 30 vacancies in BPS-16, BPS-17 and Civil Judge cum Judicial Magistrate (BPS-18) is shared out the same way. Six posts, or 20 per cent, are open merit for all KP domiciles, including the merged districts. Twenty-four posts, or 80 per cent, go by zone.

KPPSC zonal quota: posts out of every 30 for merit and for Zones I to VI in Khyber Pakhtunkhwa

The notification was issued by the Establishment Department's Regulation Wing under the Chief Minister's rule making authority. It replaced a 1973 notification and applies "notwithstanding anything" in individual service rules. So a department's own recruitment rules cannot set a different zone split for these grades.

For lower posts, BPS-3 to BPS-16 in the Secretariat and the headquarters of attached departments, the same zone formula is used on a block of 24 posts, without the six merit seats.

Your district decides your zone

Each zone is a fixed group of districts. The zonal posts are reserved for bona fide residents of that zone, so a candidate from Swat cannot take a Zone II post meant for Peshawar valley, however high the score. Find your district in the table below.

ZoneDistricts and areasPosts in every 30
MeritAll of Khyber Pakhtunkhwa, including the newly merged districts6
Zone IBajaur, Mohmand, Khyber, Orakzai, Kurram, North Waziristan, South Waziristan, Lower South Waziristan and the Tribal Sub-Divisions4
Zone IIPeshawar, Nowshera, Mardan, Charsadda and Swabi (except Gadoon Tehsil)6
Zone IIIMalakand, Swat, Dir Lower, Dir Upper, Chitral Lower, Chitral Upper4
Zone IVKohat, Hangu, Karak, Bannu, Lakki Marwat and Dera Ismail Khan4
Zone VAbbottabad, Mansehra and Haripur, except the backward areas of Haripur and Mansehra3
Zone VIBattagram, Kohistan Lower, Kohistan Upper, Kolai Pallas Kohistan, Torghar, Shangla, Buner, Tank, Gadoon Tehsil of Swabi, and the backward areas of Haripur and Mansehra3

Three districts are split. Swabi is in Zone II, but Gadoon Tehsil is in Zone VI. Haripur and Mansehra are in Zone V, but their backward areas are in Zone VI. If you are from one of these, the tehsil or area on your domicile matters, not only the district name. The steps to apply for a KP domicile certificate show what the certificate records.

Posts follow a fixed 30-step rotation

KPPSC's letter of 31 January 2023 sets the order in which vacancies are assigned: merit first, then Zones I, II, III and IV, then merit again, and so on for 30 places. Departments send fresh requisitions for unadvertised posts on this cycle, so the zone is fixed before the advertisement appears.

The full order is below. Merit falls on vacancies 1, 6, 11, 16, 21 and 26.

  1. Vacancies 1 to 5: Merit, Zone I, Zone II, Zone III, Zone IV.
  2. Vacancies 6 to 10: Merit, Zone V, Zone VI, Zone I, Zone II.
  3. Vacancies 11 to 15: Merit, Zone III, Zone IV, Zone V, Zone VI.
  4. Vacancies 16 to 20: Merit, Zone I, Zone II, Zone III, Zone IV.
  5. Vacancies 21 to 25: Merit, Zone V, Zone VI, Zone I, Zone II.
  6. Vacancies 26 to 30: Merit, Zone III, Zone IV, Zone II, Zone II.

We counted the cycle against the notification and it matches: 6 merit, Zone II 6, Zones I, III and IV 4 each, Zones V and VI 3 each. The last two places of the cycle both go to Zone II, which is how Peshawar valley reaches its sixth seat.

The letter also says the cycle restarted from vacancy one of the first block when the new allocation began. So for a department with one or two posts a year, which zone gets the next one depends on how far through the cycle that department already is.

An unfilled zone post waits one round, then goes to merit

If no suitable candidate from the zone is found, the vacancy is carried over to that zone's quota for the next recruitment. If the zone still has no suitable candidate then, the post may be filled on open merit from any KP domicile. Seats do not move to a neighbouring zone.

That rule helps smaller zones. A Zone VI post that finds nobody stays reserved for Zone VI candidates for one more round, rather than going straight to the highest scorer from Peshawar.

Posts advertised before 22 December 2022 stayed on the old zone formula. By now almost every live advertisement falls under the new one, but a long running case or a re-advertised post could still be on the old split. If a post's zone looks wrong to you, ask KPPSC before you apply.

How to check your KPPSC zone before applying: district, tehsil, advertisement quota and domicile

Check your zone before you apply

Before you pay the fee, match three things: the zone your district falls in, the quota the advertisement gives for the post, and the domicile you will submit. A post reserved for another zone is not open to you, and the KPPSC application fee is not refunded.

  • Applying for a merit post? Any valid KP domicile qualifies, including the merged districts.
  • Applying for a zone post? Your domicile must show a district, or tehsil, inside that zone.
  • From Gadoon, or a backward area of Haripur or Mansehra? You are Zone VI, not Zone II or Zone V.

Your score still matters inside the zone. KPPSC ranks by its marks formula, which the KPPSC merit marks breakdown lays out. The full application process is in the steps to apply for KPPSC jobs online.

Common questions

Which zone is Peshawar in for KPPSC jobs?

Zone II, with Nowshera, Mardan, Charsadda and Swabi except Gadoon Tehsil. Zone II gets 6 posts in every block of 30.

Which zone are the merged districts in?

Zone I. It covers Bajaur, Mohmand, Khyber, Orakzai, Kurram, North Waziristan, South Waziristan, Lower South Waziristan and the Tribal Sub-Divisions, with 4 posts in every 30. Merged district candidates can also compete for the 6 merit posts.

Can I apply for a post in another zone?

No. A zonal post is reserved for bona fide residents of that zone. You can apply for any merit post with a KP domicile.

What happens if nobody from a zone qualifies?

The vacancy is carried over to the same zone in the next recruitment. If nobody suitable is found then either, it may be filled on open merit from all KP domiciles.

Does the zone rule apply to BPS-18 posts?

It applies to Civil Judge cum Judicial Magistrate (BPS-18). For other BPS-18 posts, the 2022 notification does not mention them, so check the advertisement.

Is Abbottabad in the same zone as Battagram?

No. Abbottabad is Zone V with Mansehra and Haripur. Battagram is Zone VI with Kohistan, Torghar, Shangla, Buner and Tank.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read the Establishment Department, Government of Khyber Pakhtunkhwa, notification No. SO (Policy) (E&AD) 4-4/2022 of 22 December 2022 and KPPSC's zonal rotational cycle letter No. KPPSC/Admin-51/003271 of 31 January 2023, both from the downloads page of the KPPSC website, on 20 October 2026. Both are scanned and we read them as images. The percentage shares and the cycle count are our own arithmetic. We could not confirm whether any later notification has changed the zones, and the 2022 notification does not say how a domicile is matched to a zone in practice.
