A Kuwait work visa for a Pakistani starts with a Kuwaiti employer. The employer gets you a work entry permit, which Kuwait's Ministry of Interior lists at 3 Kuwaiti dinars (KWD). Your passport needs 1 year and 6 months of validity, and you must enter Kuwait within 90 days of the permit being issued.

Kuwait takes far fewer Pakistani workers than Saudi Arabia or the UAE, but the numbers jumped in 2025. The Bureau of Emigration and Overseas Employment (BEOE) registered 2,616 Pakistanis for jobs in Kuwait in 2024, then 6,799 in 2025, and 3,980 from January to September 2026.

Small numbers attract fake offers. So we read the rules on Kuwait's own visa portal, run by its Ministry of Interior, and the Pakistan Embassy in Kuwait's pages. Every fee and time limit below is from those pages, as they read on 9 October 2026.

Your Kuwaiti employer applies for the work entry permit

You cannot apply for a Kuwait work visa yourself from Pakistan. A Kuwaiti employer, a government body or a household sponsors you and obtains the entry permit. Your part is a valid passport, a fit medical and a clean police certificate.

Kuwait work entry permit fees from the Ministry of Interior visa portal: 3 KWD for private sector, government and domestic workers

Kuwait's Ministry of Interior lists three work entry permits. They are the entry permit for private sector work, the entry permit for government work, and the entry permit for domestic workers and similar cases. A private company uses the first. A family hiring a driver or cook uses the third.

On the employer's side, Kuwait's Public Authority for Manpower handles the work permit that sits behind the visa. Its website did not open from Pakistan when we tried on 9 October 2026, so we do not quote its fees or forms here.

The Kuwait work entry permit costs 3 KWD

The Ministry of Interior's fee table lists 3 KWD for each work entry permit. The same table sets daily fines for anyone who stays past the time allowed. All amounts are collected in Kuwaiti dinars and are non-refundable, the ministry says.

Entry permitFeeFine for overstaying
Private sector work3 KWD2 KWD a day in the first month, then 4 KWD a day
Government work3 KWD2 KWD a day in the first month, then 4 KWD a day
Domestic workers3 KWD2 KWD a day
Joining a family member3 KWD2 KWD a day in the first month, then 4 KWD a day

Three dinars is a small sum. If an agent in Pakistan asks for lakhs of rupees as a "Kuwait visa fee", that money is not going to the Kuwaiti government. Ask for the entry permit itself and check the name and passport number on it.

Kuwait sets strict passport and time limits

Kuwait's residency visa rules carry four time limits. Miss one and the permit can fail at the airport. The limits are tighter than for a visit visa.

Kuwait work entry permit time limits: passport valid 18 months, permit valid 90 days, 60 days to complete residency
  • Passport: valid for at least 1 year and 6 months.
  • Entry permit: valid for 90 days from the date it is issued. You must land in Kuwait inside that window.
  • After you land: 60 days from the date of entry to finish your residency.
  • Police certificate: issued no more than 90 days earlier.

One more rule catches people out. If the details on the entry permit do not match your passport, the ministry says the permit is invalid and you will not be allowed in. A misspelt name or a renewed passport number is enough. Check every letter before you book a ticket.

Get the Gulf medical and a police certificate in Pakistan

Before you fly, you need a fit medical from a Wafid accredited centre and a criminal record certificate from Pakistani authorities. Kuwait asks you to present that certificate at the Kuwaiti embassy or consulate in your own country.

Kuwait is one of the six destinations on Wafid, the Gulf medical booking system. You can book the test and later check your Gulf medical report by passport number.

The criminal record certificate is your police character certificate. Kuwait's rule is that it must be no more than 90 days old. If you have lived in another country for at least two years, Kuwait wants that country's certificate instead. Provinces now let you apply for a police character certificate online, which saves days.

Protector and BEOE fees come before you fly

Every Pakistani going abroad for work must be registered and protected by the Bureau of Emigration before departure. This is a Pakistani rule, separate from Kuwait's. Without the protector stamp, you can be stopped at the airport.

  1. Confirm the employer and the job, and get the offer in writing.
  2. Take the Wafid medical and get a police character certificate.
  3. Your employer obtains the work entry permit and sends it to you.
  4. Present the police certificate at the Kuwaiti embassy, as Kuwait's rules require.
  5. Get emigrant protection at a Protectorate of Emigrants office and pay the BEOE fees.
  6. Fly within 90 days of the permit's issue, then complete residency in Kuwait within 60 days.

The BEOE's fee table, as read on 29 September 2026, came to Rs 22,200 for a worker who goes through a licensed overseas employment promoter and Rs 9,200 for one who found the job directly. Of that, an overseas job agent can charge only Rs 15,000.

Finish your residency at the General Directorate of Residency Affairs

The entry permit is not your residency. After landing, you must visit Kuwait's General Directorate of Residency Affairs to complete the procedures for regular residency. You have 60 days from the date of entry.

Bar chart of Pakistani workers registered by the BEOE for jobs in Kuwait: 2,616 in 2024, 6,799 in 2025 and 3,980 in January to September 2026

Ask your employer who will take you through this step. Keep copies of your passport, entry permit and medical result with you until the residency is done.

If something goes wrong in Kuwait, the Pakistan Embassy lists a community welfare contact, Muhammad Umer, on +965 99465145. Death cases and complaints go to Arshad Mumtaz Qureshi on +965 41048840.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 9 October 2026. We read Kuwait's Ministry of Interior Kuwait Visa portal, including its residency visa instructions and fee table, and the Pakistan Embassy in Kuwait contact list. We confirmed Kuwait is a destination on the Wafid booking page. The BEOE's worker numbers come from its country table to September 2026, and its fees from the fee table read on 29 September 2026. The Public Authority for Manpower's website did not open, so the employer's work permit fees are not included.
