Short answer: On Tuesday, 3 November 2026, at 10:00 am at the Expo Centre, Johar Town, the Lahore Development Authority (LDA) will auction lease rights to 18 sites: 4 petrol pump sites, 3 marquee sites, 9 school or hospital sites, the parking floors of an Allama Iqbal Town plaza and canteens at six LDA schools. Bidders must deposit 40 per cent of the starting annual rent as earnest money.

The same advert also offers 6 public utility plots for outright sale. We read LDA's advert and its full lease terms on lda.gop.pk on 20 October 2026. LDA posted the terms on 19 October. The residential and commercial plots in the same auction are covered separately in the LDA plot auction on 3 November.

Four petrol pump sites start at Rs 5 million to Rs 24 million a year

LDA is leasing four petrol pump sites for 5 years, extendable by another 5 by mutual consent. The starting annual rent is Rs 24 million for the LDA Avenue-1 site and Rs 5 million for the Gujjarpura site. Earnest money is 40 per cent of that figure.

SiteSizeStarting rent a yearEarnest money
Block B, LDA Avenue-14 kanalRs 24,000,000Rs 9,600,000
Plots 1 to 4, Block D, Jubilee Town3.20 kanalRs 17,000,000Rs 6,800,000
Plot 192, Block FF, Chenab Road, LDA City3 kanalRs 8,000,000Rs 3,200,000
Plots C62 to C73, Block B-III, Gujjarpura6 kanalRs 5,000,000Rs 2,000,000

The money is front-loaded. Within 30 days of the bid acceptance letter, you pay three years' rent in advance, counting the earnest money. Take the Avenue-1 site at its starting rent: three years is Rs 72 million, so you pay Rs 62.4 million more within 30 days. Rent rises 25 per cent after every three years.

The lessee can run the pump as a franchise with an oil marketing company and sublet a tyre shop, tuck shop or service station, but cannot sell, mortgage or sublet the site. Underground tanks and built rooms pass to LDA at the end. For a comparison, see how Islamabad handled its CDA petrol pump sites auction.

Three marquee sites are leased for 10 years with no extension

The marquee sites are 7-C FTC in Johar Town at Rs 45 million a year, Plots 5 and 5A in Quaid-e-Azam Town Civic Center at Rs 20 million, and Plots 25 to 27 in Gujjarpura at Rs 6.5 million. Each lease runs 10 years, including a four month grace period, and cannot be extended.

Only temporary structures are allowed, after LDA approves the building plan. On the 29.47 kanal FTC site, the setback is 50 feet from the road and 15 feet from other boundaries, with coverage capped at 55 per cent. Every site must provide one car space for each 500 square feet of covered area.

Within 30 days of acceptance, you pay the first year's rent, advance income tax under section 236-A and a security deposit of 30 per cent of one year's rent. On the FTC site at its starting rent, that is Rs 45 million plus Rs 13.5 million security. Rent then rises 8 per cent a year, so year two would be Rs 48.6 million.

Nine school and hospital sites run 13 years, plus 12 more

The nine education or health sites are leased for 13 years, including a one year grace period, with a further 12 years at the lessee's option if the lease is not breached. You must pick education or health in your undertaking. You cannot choose both.

  • Constructed building, Plot 54, Civic Center, Johar Town: 4 kanal, Rs 20 million a year, six month grace period, no structural changes to the main building.
  • Plot 6, Civic Center, LDA Avenue-I: 16 kanal, Rs 12 million a year.
  • Public building, Block F, Tariq Garden: 15.25 kanal, Rs 8.5 million.
  • School site, Block B, Army Welfare Trust Housing Scheme Phase 2: 13.13 kanal, Rs 7 million.
  • Public utility site, Block D, Dream Gardens Phase I: 6.16 kanal, Rs 4.8 million.
  • 805 Block B, Jubilee Town: 4.17 kanal, Rs 3.6 million.
  • Agrics Town Phase 2 school site: 5.6 kanal, Rs 2.2 million, school use only.
  • Public utility site, Block D, LDA Avenue-I: 4.37 kanal, Rs 1.8 million.
  • Plot 532, Block H/I, Johar Town: 19.83 marla, Rs 1 million.

Construction must start within one year of possession and finish within the next three years, or the lease ends with no compensation. The permanent building you put up becomes LDA's property when the lease ends. You may run a franchise or joint venture, but you cannot sublease.

Parking floors and school canteens are smaller leases

The seven parking floors of the Park and Shop Plaza, Civic Center, Allama Iqbal Town, are leased for 4 years from Rs 13 million a year. The lessee must charge LDA's notified rates from 30 September 2025: Rs 50 per two hours for a car, Rs 200 a day and Rs 5,000 a month.

Bikes pay Rs 30 and Rs 700 a month, and rickshaws Rs 2,500 a month. Advertising rights stay with LDA.

Canteens at six LDA schools, in Allama Iqbal Town, Gulshan-e-Ravi, Sabzazar and Johar Town, are offered as one lot for 3 years. Spaces range from 95 to 625 square feet. The starting rent is Rs 1.5 million a year with Rs 600,000 earnest money.

Packed goods at the canteens must sell at the printed retail price. Girls' schools need female staff only, and no underage workers are allowed.

Six public utility plots are for sale, not lease

Six public utility plots inside private schemes are sold outright under the plot terms, with 10 per cent earnest money. The private scheme's developer can match the highest bid within 15 days of the auction. These plots may be used only for health or education.

They are in Fazaia Housing Scheme Phase I, Central Park Housing Society Phase 2, Johar Town Block M, Bahria Town Sector D, Army Welfare Trust Phase 2 and Ittefaq Town, from Rs 800,000 to Rs 2.5 million a marla.

  1. Bring three copies of your CNIC to the Expo Centre on 3 November.
  2. Deposit 40 per cent of the starting rent, or 10 per cent for a plot, as cash or a pay order to "LDA UD-Wing" at the bank booth.
  3. If you win, file an undertaking on non-judicial stamp paper within 15 days, naming anyone you bid for.
  4. Pay the first rent, tax and security within 30 days of the acceptance letter.
  5. Sign and register the lease agreement within 45 days, paying stamp duty under the Stamp Act, 1899.

A late payment draws 1.45 per cent a month. After two months LDA may seal the site, and after six months the lease is cancelled and the security forfeited. A lone bidder needs an offer at least 10 per cent above the starting rent. On the tax side, read how advance tax at auctions is charged.

Common questions

How much earnest money do LDA lease sites need?

At least 40 per cent of the starting annual rent. For the LDA Avenue-1 petrol pump site, that is Rs 9.6 million.

How long is an LDA petrol pump lease?

Five years including a three month grace period, extendable by five more by mutual consent, never beyond 10 years in total.

Can I extend a marquee lease?

No. Marquee sites are leased for 10 years including a four month grace period, and the terms say the lease will not be extended.

Who owns the building on a school or hospital site?

LDA. The structure you build becomes LDA's property and passes back to LDA, with the site, when the lease ends.

When does the lease start?

On the 60th day after the bid acceptance letter, which LDA calls the effective date.

Can I transfer my lease rights?

For marquee, education, parking and canteen leases, LDA may allow it on payment of 30 per cent of the last annual rent. Petrol pump sites cannot be assigned.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 20 October 2026. We read the amenity and lease site advert and LDA's terms for plots, education and health sites, marquee sites, petrol pump sites and the parking floors on LDA's auction page and in the auction terms PDF on 20 October 2026. The advert is in Urdu and we read it as an image. The advance payments, security deposit and second year rent are our arithmetic at starting prices. The list of six canteen schools comes from the advert, and the canteen rules from the terms PDF.
