The Capital Development Authority will auction seven petrol pump sites in Islamabad on 13 October 2026 at 10:00 am at the Jinnah Convention Centre. The sites go out on rent for 20 years, not for sale. CDA says each bidder must put down Rs 25 million as token money, and only registered oil marketing companies can bid.
The offer was posted on CDA's website between 7 and 10 October 2026, and the formal auction notice is dated 10 October. For drivers in the capital, it means more filling stations are coming, but not this month. Successful bidders still have to build.
Most readers will never bid. Still, the terms show how CDA now uses its land, and they explain who will run the pumps you use in years to come.
CDA offers seven petrol pump sites for rent on 13 October
CDA lists seven sites across Islamabad, each with its size. The two largest are the I-12 Markaz site and the two Murree Road sites near Lake View Park.

A square yard is about nine square feet. A site of 3,555.55 square yards is roughly 32,000 square feet, which is a large forecourt with room for a shop and parking.
The terms: 20 years, Rs 25 million token and 10% more rent every year
CDA offers the sites on a contract of 20 years. The monthly rent is set by competitive bids. Once the rent is fixed, it rises by 10% every year, which CDA calls an annual escalation. Token money is a deposit that shows a bidder is serious. CDA sets it at Rs 25 million.
Only registered oil marketing companies, known as OMCs, can bid. These are the companies that supply fuel and run branded pumps. One CDA page also mentions authorised dealers. Another says the sites are offered as a single package to OMCs. We could not read the full notice, so ask CDA before you assume a dealer can bid alone.
The 10% yearly rise adds up fast. This example is ours, not a CDA figure. Say a bidder wins at Rs 1 million a month.
- In year 1 the rent is Rs 1.00 million a month.
- By year 5 it is about Rs 1.46 million.
- By year 10 it is about Rs 2.36 million.
- By year 20 it is about Rs 6.12 million.
The rent in the last year is six times the first. A company that bids high at the start takes on a heavy cost later.
CDA's two pages give different construction deadlines
Winners must build the station, and they pay for all site development. How long they get differs between CDA's own pages. The page about the petrol pump auction says a maximum of 9 months. The page that covers hotel and petrol pump auctions together says a maximum of 5 months for construction and completion of the site, whichever comes earlier.
We cannot tell which is right. The formal notice dated 10 October is a scanned PDF that we could not read in text form. If you plan to bid, get the document from CDA's Estate Management-II directorate and read the construction clause there.
This matters, because a missed construction deadline normally costs a bidder money under a rental contract. CDA's pages do not say what the penalty is.
What this means for drivers in Islamabad
Nothing changes at the pump today. The auction only picks tenants. After that, each company needs approvals, builds, and gets the station running. With a 5 or 9 month build window, new stations would open in mid to late 2027 at the earliest, by our reading.

New pumps do not guarantee a fair deal at the nozzle. If a pump gives you less fuel than you paid for, you can complain about short measure at a petrol pump. That applies to old and new stations alike.
CDA frames the plan as part of a "Clean Energy, A Greener Islamabad" push. Its pages do not say whether the stations must include charging points. They also do not say how many of the seven sites are new and how many replace existing pumps.

- Call Estate Management-II and ask for the full auction notice.
- Confirm that your company is a registered OMC.
- Check the construction deadline, the penalty and the rent escalation clause.
- Arrange the Rs 25 million token money before 13 October.
- Attend at the Jinnah Convention Centre by 10:00 am.
The notice dated 10 October leaves only three days, so a company that has not started this week is already late.
