An LTV, HTV or PSV licence in Punjab costs Rs 1,850 a year plus a Rs 480 courier charge, on the official DLIMS fee table, and the LTV road test costs Rs 150. Renewal is the same Rs 1,850, but a licence renewed more than a year late carries a Rs 4,625 fine. The tables below also cover rickshaw and tractor licences, duplicates and the international licence.

Commercial drivers lose the most when a licence lapses, because the fine scales with the fee. A wagon or coaster driver pays almost four times what a car driver pays for the same delay. We read the DLIMS fee structure page on 31 October 2026, and the amounts below come from it.

Every heavy and commercial category costs Rs 1,850 a year

DLIMS puts LTV, HTV, PSV and every combination with them in one price band: Rs 1,850 a year, plus Rs 480 courier. LTV means light transport vehicle, HTV heavy transport vehicle, and PSV public service vehicle, the passenger endorsement.

CategoryTest feeLicence fee (1 year)CourierTotal without test
LTVRs 150Rs 1,850Rs 480Rs 2,330
Motorcycle and LTVRs 200Rs 1,850Rs 480Rs 2,330
RickshawRs 100Rs 400Rs 480Rs 880
Tractor, commercialRs 100Rs 1,400Rs 480Rs 1,880
Tractor, agriculturalRs 50Rs 950Rs 480Rs 1,430

The new licence table on DLIMS lists LTV but not HTV or PSV as fresh categories. HTV and PSV appear in the renewal, duplicate and international tables. That fits how they work: HTV is added on top of a licence you already hold, and PSV is an endorsement for carrying passengers. The age and experience rules for HTV are in the guide to an HTV licence in Punjab.

One rule helps drivers who hold several categories. DLIMS charges the fee of the highest category only. A motorcycle, LTV and commercial tractor licence still costs Rs 1,850, not the three fees added together.

LTV, HTV, PSV, rickshaw and tractor licence fees in Punjab on the DLIMS table

Renewing an LTV, HTV or PSV licence costs Rs 2,330 on time

Renewal of any LTV, HTV or PSV combination costs Rs 1,850 for a year plus the Rs 480 courier, so Rs 2,330. A rickshaw licence renews for Rs 880 and a commercial tractor licence for Rs 1,880.

The renewal rows on DLIMS cover LTV, motorcycle with LTV, LTV with PSV, motorcycle with LTV and commercial tractor, HTV, motorcycle with PSV, and HTV with PSV. All of them carry the same fee and the same fines. The general renewal steps, which are the same for every category, are in how to renew a driving licence in Punjab.

A lapsed commercial licence carries a fine of up to Rs 4,625

Punjab's late renewal fine has three steps. For LTV, HTV and PSV it is Rs 925 if one to three months late, Rs 1,850 from three months to a year, and Rs 4,625 after a year. The fine comes on top of the renewal fee.

Category1 to 3 months late3 months to 1 yearMore than 1 year
LTV, HTV, PSV and combinationsRs 925Rs 1,850Rs 4,625
Tractor, commercialRs 700Rs 1,400Rs 3,500
RickshawRs 200Rs 400Rs 1,000
Tractor, agriculturalRs 475Rs 950Rs 2,375

So an HTV driver who renews 14 months late pays Rs 4,625 in fine, Rs 1,850 in fee and Rs 480 in courier: Rs 6,955 in all. That total is our arithmetic. DLIMS labels the last column "Fine (1 Year)"; we read it as more than one year late, because the column before it covers three months to a year.

The agricultural tractor row on DLIMS has a small mismatch. It shows a renewal fee of Rs 980 but a total of Rs 1,430, which only adds up with a fee of Rs 950. Expect Rs 950 and check the PSID before paying.

Duplicate commercial licences cost Rs 150 to Rs 200

A lost LTV licence is replaced for Rs 150, and any card with HTV or PSV on it for Rs 200, each plus Rs 480 courier. A rickshaw or commercial tractor duplicate costs Rs 100 plus courier.

If the licence is lost and also expired, DLIMS adds the duplicate fee to the renewal fee. The steps are in the guide to a duplicate driving licence in Punjab.

An international LTV licence costs Rs 6,030 for three years

The Punjab international licence costs Rs 1,850 a year for LTV, HTV and PSV categories. DLIMS prints a three year total of Rs 6,030, which is Rs 5,550 in fees plus Rs 480 courier.

You need a valid Punjab licence in the same category first. The general process is in the international driving licence in Punjab. One more mismatch to know: the international table's agriculture row shows a three year fee of Rs 5,550 next to a total of Rs 4,530, which only adds up with Rs 4,050. Check the PSID.

How to pay a commercial licence fee without overpaying

All DLIMS fees are paid through a PSID that the system generates after you submit the form. Check the amount against these tables first. A higher figure usually means a fine for late renewal or a duplicate fee you did not expect.

  1. Sign in to DLIMS or the Dastak app, where DLIMS records can now be linked.
  2. Choose the service: new licence, renewal, duplicate or international.
  3. Pick every category you hold, since you pay only the highest fee.
  4. Upload your photo and CNIC, plus a medical certificate if you are over 50.
  5. Generate the PSID and compare it with the tables above.
  6. Pay by bank app, ATM or internet banking and keep the receipt.

A commercial vehicle also needs its own papers. A rickshaw needs a route permit, explained in the rickshaw route permit in Punjab, and buses and goods vehicles need the permits in route permits for a bus or goods vehicle.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 31 October 2026. We read the DLIMS fee structure page and the DLIMS home page at dlims.punjab.gov.pk on 31 October 2026. Every fee, fine, duplicate and international amount above comes from those pages, including the two row mismatches we point out. The 14 month example is our arithmetic. We could not verify HTV and PSV eligibility rules on a Punjab Police page today, because the site refused our connection, so we point to our HTV guide instead of restating them. We did not apply for a licence. Fees can change, and the PSID amount is final.
