National Savings raised its profit rates again from 21 October 2026: Behbood, Pensioners' Benefit and Shuhada accounts now pay 12.96%, or Rs 1,080 a month on each Rs 100,000, Regular Income Certificates pay 12.12%, and Special Savings pay 12% for the first five periods. This is the second rise in three weeks. Below is every scheme with its old and new rate, what Rs 100,000 now earns, and the one rate that actually went down.

We read the Central Directorate of National Savings (CDNS) rate card and each scheme's rate sheet on the National Savings profit rates page on 24 October 2026. The card is headed "W.E.F. 21-10-2026", meaning with effect from 21 October, and the sheets were uploaded on 21 and 22 October.

National Savings profit rates from 21 October 2026 compared with 1 October

Rs 100,000 now earns Rs 1,080 a month in Behbood and Rs 1,010 in Regular Income

On each Rs 100,000, Behbood, Pensioners' Benefit and Shuhada now pay Rs 1,080 a month, up Rs 20. Regular Income pays Rs 1,010 a month, up Rs 30. Special Savings pays Rs 6,000 every six months, up Rs 200.

These rupee figures are printed on the CDNS card. Scale them to your own amount. Rs 1,000,000 in Behbood now pays Rs 10,800 a month, where it paid Rs 10,600 until 20 October. The same Rs 1,000,000 in Regular Income pays Rs 10,100 before tax.

SchemeProfit on Rs 100,000How oftenBefore 21 October
Behbood, Pensioners' Benefit, ShuhadaRs 1,080Every monthRs 1,060
Regular Income CertificatesRs 1,010Every monthRs 980
Special Savings, periods 1 to 5Rs 6,000Every 6 monthsRs 5,800
Special Savings, last periodRs 6,400Once, at the endRs 6,450
Short Term, 12 monthsRs 11,720At maturityRs 11,310

Behbood and the Pensioners' Benefit Account keep the full amount, because the CDNS FAQ says no withholding tax is collected on either. Regular Income, Special Savings and Short Term profit lose 15% for filers and 30% for non-filers. That gap is why the after-tax comparison with a bank account matters more than the headline rate.

Defence Savings and the Sarwa Islamic accounts went up too

Defence Savings Certificates now turn Rs 100,000 into Rs 315,000 after ten years, up from Rs 305,000. The Sarwa Islamic Savings Account now shows 11.84%, and Sarwa Term accounts show 11.84% to 12.12%, all higher than on 1 October.

The card prints Defence Savings as a total gain for each year held: 10% after one year, 34% after three, 67% after five and 215% after ten. By our arithmetic that ten year figure works out to about 12.16% a year, compounded. The early years did not change much, so this rise mostly helps people who hold to maturity.

The Sarwa figures are "expected" rates, because these are Islamic products where profit is shared rather than fixed:

  • Sarwa Islamic Savings Account: 11.84%, about Rs 973.15 a month on Rs 100,000, up from 11.33%.
  • Sarwa Islamic Term Account, 1 year: 11.84%, Rs 11,840 at maturity, up from 11.33%.
  • Sarwa Islamic Term Account, 3 years: 12.10%, Rs 6,050 every six months, up from 11.57%.
  • Sarwa Islamic Term Account, 5 years: 12.12%, Rs 1,010 a month, up from 11.70%.

The 1 October Sarwa figures we compare against are the ones in our Sarwa Islamic account rates report.

Behbood rates have now changed seven times in 2026

The Behbood, Pensioners' Benefit and Shuhada rate changed on 5 January, 23 January, 10 June, 18 July, 4 September, 1 October and 21 October 2026. At 12.96% it is back exactly where it stood from 18 July to 3 September.

The CDNS history sheet shows the full run for 2026:

  1. 5 January 2026: 12.48%, Rs 1,040 a month.
  2. 23 January 2026: 12.00%, Rs 1,000 a month.
  3. 10 June 2026: 13.20%, Rs 1,100 a month.
  4. 18 July 2026: 12.96%, Rs 1,080 a month.
  5. 4 September 2026: 12.60%, Rs 1,050 a month.
  6. 1 October 2026: 12.72%, Rs 1,060 a month.
  7. 21 October 2026: 12.96%, Rs 1,080 a month.

CDNS does not publish a reason with its changes. The timing is worth noting, though. The new rates came five days before the State Bank's Monetary Policy Committee meets on 26 October 2026, a date on the State Bank's own calendar. The policy rate has been 11.5% since the September decision to hold. If the State Bank moves on 26 October, National Savings rates may move again within weeks.

Ask your centre which rate your existing certificate earns before you switch

The Sarwa Savings sheet says a new rate applies to every account holder from the effective date. CDNS does not say the same on the other sheets we read, so ask your National Savings Centre which rate your existing certificate earns before you cash it to reinvest.

The question matters most for fixed-term products such as Short Term certificates, where the rate on the day you bought may be the one that counts. We could not find a CDNS line that settles it for each scheme, so we are not stating it as fact. Take your certificate number and CNIC to the centre and ask for the rate printed on your profit record.

Breaking a certificate early to chase 0.3 points rarely pays. Regular Income charges 2% of face value if you cash it within the first year, the CDNS FAQ says, and the early encashment charges differ for each scheme. Two percent wipes out several years of a 0.36 point rise.

One warning. Any agent or app offering more than these rates on a "National Savings" product is not CDNS. The rates are the same at every National Savings Centre in Pakistan.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 24 October 2026. We read the CDNS rate card dated 21 October 2026 and the rate history sheets for Behbood, Pensioners' Benefit and Shuhada, Defence Savings, Regular Income, Special Savings, Short Term Savings, the Savings Account, Sarwa Savings and Sarwa Term accounts, all on savings.gov.pk. Tax rules come from the National Savings FAQ. The Monetary Policy Committee date comes from the State Bank's monetary policy calendar on sbp.org.pk. The 12.16% yearly figure for Defence Savings and the Rs 10 lakh examples are our own arithmetic. CDNS gives no reason for the change, and we could not confirm whether it will hold after 26 October.
