Naya Pakistan Certificates 2026: Profit Rates and How Overseas Pakistanis Buy

Naya Pakistan Certificate rates for 2026 in six currencies, minimums from AED 1,000, the 10% final tax, early encashment rules and how to buy through an RDA.

Naya Pakistan Certificates pay up to 7.75 per cent a year in US dollars and up to 12.75 per cent in rupees, according to the State Bank of Pakistan's current rate table. The dollar, pound and euro rates apply to issues from 27 March 2026, and the rupee, riyal and dirham rates from 5 June 2026. You buy them only through a Roshan Digital Account.

Naya Pakistan Certificates (NPCs) are government savings certificates for Pakistanis living abroad. The Government of Pakistan issues them under the NPC Rules 2020 and the State Bank of Pakistan (SBP) runs them. Profit carries a 10 per cent final tax, and you do not need to file a tax return in Pakistan for it.

Naya Pakistan Certificate profit rates in 2026

SBP's table gives rates for six currencies and five tenors. Longer tenors pay more. The US dollar certificate pays 6.75 per cent for 3 months and 7.75 per cent for 5 years. The rupee certificate pays 11.75 per cent for 3 months and 12.75 per cent for 5 years.

Naya Pakistan Certificate profit rates for US dollar and rupee certificates in 2026

All rates are yearly. SBP says the dollar, pound and euro rates apply to certificates issued from 27 March 2026, and the rupee, riyal and dirham rates from 5 June 2026. SBP revises these rates from time to time, so check the table on the day you buy.

Here is what that means in money. A 12 month dollar certificate of $5,000 earns $362.50 at 7.25 per cent. After the 10 per cent tax, you keep $326.25. A 12 month rupee certificate of Rs 100,000 earns Rs 12,250, or Rs 11,025 after tax.

The rupee rate looks much higher, but it is not free money. The rupee can lose value against the dollar over the same year, and that loss is yours. Pick the currency you will actually spend the money in.

Who can buy Naya Pakistan Certificates

Non-resident Pakistanis, resident Pakistanis who have declared foreign assets to FBR, non-resident companies and foreign individuals can buy NPCs. In practice, you need a Roshan Digital Account, because SBP says opening one is a condition for investing.

Minors can hold certificates too. SBP's FAQ says a parent or guardian runs the investment until the child turns 18. Resident Pakistanis with declared foreign assets are limited to US dollar certificates, and they open their Roshan Digital Account at a bank branch in Pakistan, not online. Residents without declared foreign assets cannot buy NPCs at all, and their closest government option is the National Savings schemes.

If you are still deciding which identity document you need as an overseas Pakistani, the difference between NICOP and POC matters here, because both are accepted for a Roshan Digital Account.

Tenors, minimums and how profit is paid

There are five tenors: 3 months, 6 months, 12 months, 3 years and 5 years. The minimum is $5,000 for dollar certificates and Rs 100,000 for rupee ones, with no upper limit. Short tenors pay profit at maturity, and 3 and 5 year certificates pay every six months.

The riyal and dirham certificates have the lowest entry point. For a worker in Saudi Arabia or the UAE, SAR 1,000 or AED 1,000 is a far easier start than $5,000.

Profit, maturity money and early encashment money all go back into your Roshan Digital Account only. SBP says funds in the account can be sent abroad again without any approval.

How to buy through a Roshan Digital Account

You open a Roshan Digital Account online, send money into it from abroad through a normal bank channel, then buy the certificate on your bank's internet banking portal. You choose conventional or Islamic, the currency, the tenor and the amount. No branch visit is needed.

  1. Open a Roshan Digital Account with one of the agent banks. Non-residents can do it fully online.
  2. Send money from your bank abroad into the account. Local rupees cannot be deposited into it.
  3. Log in to your bank's online portal and find the NPC or Islamic NPC option.
  4. Select the currency, the tenor and the amount, then confirm.
  5. Keep the certificate details your bank shows or emails you.
Steps to buy Naya Pakistan Certificates through a Roshan Digital Account

SBP's FAQ names 15 agent banks: Allied Bank, Askari Bank, Bank Alfalah, Bank AL Habib, Bank of Punjab, Dubai Islamic Bank, Faysal Bank, HBL, Habib Metropolitan Bank, JS Bank, MCB, Meezan Bank, Samba Bank, Standard Chartered and UBL. A dollar account can buy a pound or euro certificate too. The bank converts at the rate on the day of the transaction, so check that rate before you confirm.

Tax, Zakat and early encashment rules

Profit carries a 10 per cent withholding tax that is full and final. SBP says non-residents do not need to file a tax return if NPCs and similar investments are their only Pakistani income. Certificates are exempt from Zakat. You can cash out early, but at a lower rate.

That 10 per cent is half the 20 per cent that FBR's 2026-27 rate card sets for filers on bank profit inside Pakistan.

Early encashment is paid at the rate of the next shorter tenor. SBP's own example: cash a 12 month certificate in the eighth month and you get the 6 month rate for the time held. Cash out before 3 months and no profit is paid at all. Partial encashment cannot leave less than the minimum, such as $5,000 or Rs 100,000.

  • Tax: 10 per cent final on profit, no return needed for most non-residents.
  • Zakat: not deducted, under the NPC Rules 2020.
  • Transfer: certificates cannot be sold or given to someone else.
  • Loans: they can be pledged as security, under SBP's conditions.
  • Death of the holder: paid to legal heirs on a succession certificate.

Islamic Naya Pakistan Certificates work differently

Islamic NPCs are the Shariah compliant version. Their rates are expected rates, not promised ones, because profit comes from a Mudarabah pool. That is a profit sharing arrangement run by a government owned company. The actual profit is announced each month and can differ from the table.

SBP says the company, Islamic Naya Pakistan Certificate Company Limited, is fully owned by the federal government and managed at SBP. It lends the pooled money to the government on an Ijarah (leasing) basis. Islamic certificates can be cashed after one month, earlier than the conventional ones, under a separate redemption table.
