NICOP in Japan: Pakistan Embassy Tokyo Has No NADRA Counter, Plus Attestation Fees (¥1,000 to ¥3,000)
The Pakistan Embassy in Tokyo has no NADRA counter, so NICOP in Japan is online only. Attestation costs ¥1,000 a page, marriage registration ¥3,000. Full list.

The Pakistan Embassy in Tokyo has no NADRA counter, so a NICOP in Japan is applied for or renewed online on NADRA's Pak ID. The embassy handles attestation instead: ¥1,000 a page for most documents and certificates, and ¥3,000 for a marriage registration certificate. It also accepts most attestation requests by post.
Pakistanis in Japan include car exporters in Saitama and Chiba, engineers, workers on the specified skilled worker visa, students and families settled for decades. We read the NADRA services page of the Embassy of Pakistan in Tokyo, its attestation, passport and power of attorney pages and its contact page on 1 November 2026. Here is what each one says, in plain terms.
A NICOP in Japan is online only, the Tokyo embassy cannot take it
The Tokyo embassy says it has no NADRA counter on its premises. NADRA accepts only online applications for a NICOP, Pakistan Origin Card, juvenile card, child registration certificate, family registration certificate, marriage registration and divorce certificates.
So the route is Pak ID, NADRA's app and website. You apply, upload papers, give fingerprints through the phone camera and pay by card. The full process, from account to delivery, is set out in renewing a NICOP online on Pak ID, and the wider list of NADRA services you can use from abroad is in the Pak ID services list for overseas Pakistanis.
Do not leave it late. Your passport depends on it. The embassy's passport page lists a valid CNIC and a Japanese residence card as mandatory for every passport case. Children aged 10 to 18 need a juvenile card first.

Tokyo embassy attestation fees are ¥1,000 a page
The embassy's attestation and certificates page charges ¥1,000 per page for attestation and ¥1,000 for other certificates such as a nationality certificate or driving licence registration. A marriage registration certificate costs ¥3,000. These are the embassy's listed fees.
| Service | Fee | Main papers |
|---|---|---|
| Attestation, per page | ¥1,000 | Document already attested in Pakistan or by Japan's foreign office |
| Nationality certificate | ¥1,000 | Original passport, CNIC copy, Zairyu card |
| Driving licence registration certificate | ¥1,000 | Licence, attested NOC and history sheet, entry date |
| Power of attorney | ¥1,000 | Executant in person, 2 witnesses, 2 photos |
| Child birth registration certificate | ¥1,000 | S and S-1 forms, birth certificate, juminhyo |
| Spelling certificate for children | ¥1,000 | City government letter, passport and CNIC |
| Marriage registration certificate | ¥3,000 | Japanese marriage certificate under 3 months old |
The Zairyu card is the Japanese residence card. The juminhyo is the residence certificate from your city office. Have both ready, because most services ask for one or the other.

Pakistani papers need the Foreign Office stamp before Tokyo
The embassy only countersigns a Pakistani document after the Foreign Office in Pakistan has attested it, in Islamabad or a provincial office. Degrees need HEC and then the Foreign Office. Japanese papers need Japan's foreign ministry first.
The embassy lists the papers it attests, among them family registration certificates, second marriage permission, English proficiency certificates, bank statements, DNA reports, travel history, affidavits, disability certificates, experience certificates and educational certificates.
Post is allowed for most of them. The embassy says it issues certificates and attests documents received by post, except a power of attorney and a signature certificate. Those two need you at the counter.
A power of attorney from Japan needs you and two witnesses
To attest a power of attorney, the person giving it must come to the embassy with the written statement. It must carry the signatures of two witnesses, with copies of their passports or CNICs, plus two photos of the executant.
Bring copies of your valid passport, CNIC and Zairyu card. The statement must show the attorney's name, father's name and CNIC number. The fee is ¥1,000.
The embassy also links NADRA's online power of attorney at poa.nadra.gov.pk, which avoids the trip to Minami-Azabu. Both routes are compared in making a power of attorney from abroad.

Tokyo embassy address, hours and numbers
The embassy is at 4-6-17 Minami-Azabu, Minato-ku, Tokyo 106-0047. The contact page gives consular hours of 9 am to 5 pm, Monday to Friday. The attestation desk is on extension 24 of 03-5421-7741.
- Main line: 03-5421-7741. Attestation and consular, extension 24.
- Passport, extension 13. E-passport appointments by email at appointmentmrp@gmail.com.
- General queries and visas, extension 44.
- Consular email: consularpk@gmail.com.
- Consular emergency line, also on WhatsApp, 24 hours.
The emergency number differs between two embassy pages. The contact page shows 080-6754-4019. The timings page shows 080-9300-4019. We cannot tell which is current, so try the contact page number first and email if neither answers. The timings page also still shows Ramadan hours.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 1 November 2026. We read the NADRA services, attestation, passport, power of attorney, consular timings and contact pages of the Embassy of Pakistan in Tokyo on mofa.gov.pk, all on 1 November 2026. We did not contact the embassy. The pages give no processing time for attestation or certificates, and no fee for passport services. The two emergency numbers above conflict, and the timings page still shows Ramadan hours, so we used the contact page for regular hours.
