NICOP Renewal in Canada: Toronto Consulate Fee (CAD 50 Plus NADRA $65), Documents and Appointment
Renew a NICOP in Canada at the Toronto consulate: CAD 50 plus USD 65 to NADRA for a normal card in 6 weeks. See the documents, references and payment rules.

To renew a NICOP in Canada, book a slot at the Pakistan Consulate General in Toronto, or apply online on NADRA's Pak ID. At the consulate you pay a CAD 50 processing fee plus NADRA's USD 65 for the normal six week card, by card only. Urgent and executive cards cost more and arrive in four or two weeks.
Canada has one of the largest Pakistani communities outside the Gulf, and a NICOP that lapses can stop you boarding a flight home. We read the NADRA page of the Consulate General of Pakistan in Toronto and the High Commission's consular page in Ottawa on 1 November 2026. The two missions handle NICOP differently, so check which one serves you before you travel.
Toronto takes NICOP applications by appointment, Ottawa sends you online
The Toronto consulate runs a NADRA desk and takes NICOP applications through its online appointment system. The High Commission in Ottawa tells applicants to apply for a new or renewed NICOP on the NADRA website instead.
The Toronto consulate is at 259 Yorkland Road, 3rd Floor, North York, Ontario M2J 0B5. It lists its hours as Monday to Friday, 9 am to 5 pm. Its booking site covers passport, NADRA services, attestation, police certificates, driving licences and life certificates.
The Ottawa page is shorter. Under "Requirements for NICOP" it simply points to nadra.gov.pk and id.nadra.gov.pk. If you live far from Toronto, the online route described in applying for or renewing a NICOP on Pak ID may save you a long drive.
The Toronto NICOP fee is CAD 50 to CAD 60 plus NADRA's fee
The consulate charges a processing fee in Canadian dollars on top of NADRA's own fee in US dollars. A normal smart NICOP costs CAD 50 plus USD 65 and takes six weeks. Faster cards cost CAD 60 plus a higher NADRA fee.
| Card type | Consulate fee | NADRA fee | Delivery |
|---|---|---|---|
| Smart NICOP, normal | CAD 50 | USD 65 | 6 weeks |
| Smart NICOP, urgent | CAD 60 | USD 83 | 4 weeks |
| Smart NICOP, executive | CAD 60 | USD 101 | 2 weeks |
| Pakistan Origin Card | CAD 50 | NADRA's POC fee | Not stated |
The fee table is headed "New Smart NICOP". The page does not print a separate renewal fee, so confirm the amount at your appointment. All fees are non-refundable.
Payment rules are strict. NADRA's fee is paid by credit card or Visa debit only. The consulate's own fee is paid by debit card only. So carry both kinds of card. Cash is not mentioned at all.

Documents for NICOP renewal in Canada
For renewal you need your expired NICOP, a valid Canadian or Pakistani passport with your Canadian status, both parents' cards with updated marital status, and your spouse's card if married. You also name two references who are not blood relatives.
The consulate lists these papers for every case:
- Your expired NICOP card.
- A valid Canadian passport, or a Pakistani passport with a PR card, work permit or study permit.
- CNIC or NICOP of your father and mother, with updated marital status.
- Your spouse's CNIC or NICOP, if married.
- If your parents have died, copies of two siblings' cards.
- The consulate's NICOP form, filled and brought to the appointment.
For the two references, the page asks for each person's name, CNIC or NICOP number and phone number. They must not be your parents or siblings. They do not need to come with you.

Changing details on your NICOP needs one extra paper
A change in marital status, address, date of birth or name needs proof of that change. Toronto lists the paper for each: nikah nama or marriage certificate, divorce certificate, death certificate, utility bills, matric certificate or an Ontario name change certificate.
| Change | Extra document |
|---|---|
| Marriage | Nikah nama or government marriage certificate, plus spouse's ID |
| Divorce | Divorce certificate or court order |
| Widowhood | Spouse's death certificate |
| Permanent address | Utility bill or property papers in your or close family's name |
| Date of birth | Matric certificate, Pakistani passport or birth certificate |
| Given name | Ontario name change certificate and Canadian passport in the new name |
For a first NICOP the rules are tighter. You appear in person for photo and fingerprints, and one parent must come to give biometrics. If both parents have died, two adult siblings give biometrics instead. Children aged 10 and above must give fingerprints too.
A lost NICOP in Canada uses the same desk
For a lost or stolen NICOP, bring a copy of the old card if you have one, plus a Canadian passport, or a Pakistani passport with a PR card. The fees and delivery times in the table above are the ones the consulate lists.
An expired card matters most when you fly. The rule on boarding a flight to Pakistan with an expired NICOP is worth reading before you book. If you gave up Pakistani nationality, you need a Pakistan Origin Card instead. Toronto charges CAD 50 on top of NADRA's fee for it, and the POC eligibility and NADRA fee are set out separately.
Passport renewal at the same consulate has its own fees, listed in the Pakistani passport fee in Canada. Remember that your passport is issued from NADRA's data. So fix your NICOP first if any detail is wrong.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 1 November 2026. We read the NADRA page, contact page and appointment site of the Consulate General of Pakistan in Toronto at pakconsulate.ca, and the consular affairs and FAQ pages of the High Commission in Ottawa at mofa.gov.pk, all on 1 November 2026. We did not book an appointment. The consulate does not print a separate renewal fee, a processing time for the POC, or its consular district, so we could not confirm whether residents of every province may apply in Toronto. NADRA's own fee page could not be checked because nadra.gov.pk does not open from our location.
