NICOP Renewal in Germany, France and Belgium: Online Only on Pak ID, Missions Do Not Process It
Frankfurt, Brussels and Paris no longer process NICOPs. Renew online on Pak ID in 6 steps, see who to contact when stuck and how cancellation works in France.
In Germany, France and Belgium, a NICOP can only be applied for or renewed online, through NADRA's Pak Identity website or the Pak ID app, because the Pakistani missions in Frankfurt, Paris and Brussels no longer process NADRA cards. Frankfurt even asks people not to phone the consulate about online NADRA applications. Here is who to contact instead, what each mission says, and how to get the renewal right the first time.
We read the NADRA pages of the Consulate General of Pakistan in Frankfurt, the Consulate in Brussels and the Embassy in Paris on mofa.gov.pk on 31 October 2026. All three point to the same online system, which NADRA calls Pak Identity.
Frankfurt, Brussels and Paris send every NICOP applicant online
Frankfurt says NICOP, POC and FRC services are not provided at the consulate. Brussels says NICOP services are no longer provided by the consulate. Paris runs an online identity application system for the community in France. In each country, the application starts on Pak ID.

That is a real change from the old routine of queuing at a consulate counter. It also means nobody at the mission can fix a stuck online case for you. The help desk is NADRA's, in Islamabad.
A NICOP renewal on Pak ID takes six steps from home
Download Pak ID or open NADRA's Pak Identity website, create an account with your email and mobile number, choose NICOP renewal, take your photo and fingerprints with the phone camera, upload your passport and residence papers, then pay by card. The card is delivered to your door.
- Install the Pak Identity app from the official store, published by the National Database and Registration Authority, or open NADRA's Pak Identity website.
- Create an account with your email address and mobile number, and verify it with your biometrics.
- Choose NICOP, then renewal. Pick modification instead if any detail needs to change.
- Take your photo and fingerprints through the phone camera, and sign on the screen.
- Upload clear scans of your passport and your German, French or Belgian residence document.
- Pay the fee by debit or credit card and keep the tracking ID.
The app's features listed on its official Google Play page include account creation with email, mobile and biometric verification, photo capture through the camera, fingerprint capture through the camera, document upload, attester verification by OTP and online payment. NADRA released version 5.8.4 on 30 October 2026, with an upgraded fingerprint module. Update the app before you start.

In France, cancelling a NICOP is online only too
The Paris embassy says that under NADRA's new policy, a NICOP can only be cancelled online through NADRA's website. The embassy will not send any cancellation documents to NADRA. That covers cancelling a card after a death or after giving up Pakistani nationality.
Paris lists the online services as new applications, modification, renewal and cancellation of duplicate status. Cancellation of duplicate status is the fix for a person NADRA shows as holding two identities, which blocks any renewal until it is cleared.
If you have given up Pakistani nationality, the renunciation itself goes through the process in renouncing Pakistani citizenship with Form X. Your NICOP is then cancelled and a POC becomes the card to apply for.
A POC holder can live, work and own property in Pakistan
Frankfurt's page lists the rights of a Pakistan Origin Card holder under the POC Rules 2002: multiple visa-free entry, indefinite stay without police reporting, buying and selling property, bank accounts, faster immigration, use as proof of identity and the right to take a job.

The card is for people of Pakistani origin who hold another nationality after giving up Pakistan's. Its fee and eligibility are in applying for a Pakistan Origin Card.
When the online application gets stuck, contact NADRA directly
Brussels gives NADRA's Pak ID support emails, info.pakid@nadra.gov.pk and support.pakid@nadra.gov.pk, and the head office line +92 51 111 786 100. Quote your tracking ID in every message. Frankfurt asks applicants not to call the consulate about online cases.
Three problems are worth checking first: a fingerprint that will not read, a blurred document scan, and a family record that does not match. Rescan in daylight, upload full colour pages, and check your parents' cards are valid before you apply.
