A brass compass on a dark wooden table, for the news that Pakistan will chair the IMF and World Bank boards in 2027

Short answer: Pakistan will chair the Boards of Governors of both the World Bank Group and the International Monetary Fund (IMF) in 2027. Economic Affairs Minister Ahad Khan Cheema was named incoming chair on 16 October 2026. Pakistan last held the post in 1953.

We opened the Economic Affairs Division (EAD) news page on 17 October 2026 and read its statement dated Bangkok, 16 October. The announcement came at the plenary session of the 2026 World Bank Group and IMF Annual Meetings. This page explains what was announced, what a board chair is, and what it does not mean for loans, petrol or the rupee.

Pakistan was named incoming chair of both boards for 2027

The EAD says Ahad Khan Cheema, Federal Minister for Economic Affairs and Pakistan's Governor to the World Bank Group, was formally announced as incoming chair of the Boards of Governors of the World Bank Group and the IMF for 2027. It calls this a historic milestone.

Pakistan chairs the IMF and World Bank boards of governors in 2027, first time since 1953

The EAD statement says Pakistan returns to the chairmanship "for the first time since 1953". That is 74 years. It calls the term an opportunity to contribute to global economic and development talks and to help members hold constructive dialogue at what it describes as a critical time for the multilateral system.

A board of governors chair leads meetings and does not run the institutions

The chair of a Board of Governors presides over the yearly governors' meetings and talks. The chair does not run the IMF or the World Bank day to day. Those jobs sit with the IMF Managing Director, the World Bank President and their executive boards.

The EAD statement does not list the chair's powers, so we describe the role in general terms. Each member country names one governor, usually its finance minister or central bank head. The governors form the top body of each institution. They meet once a year at the Annual Meetings and hand most daily decisions to smaller executive boards.

We could not open imf.org or worldbank.org from our systems on 17 October, because both sites blocked our requests. So this description of the role is general background and not checked against their rule pages. The EAD statement is the only source for the facts about Pakistan's appointment.

What a board of governors chair does and does not do at the IMF and World Bank

Cheema set four priorities for the 2027 term

According to the EAD, Cheema named four commitments during his meetings in Bangkok. They are a stronger voice for developing countries, effective and predictable development financing, better coordination among multilateral development institutions, and more private capital for sustainable and inclusive growth.

  1. Strengthen the voice of developing countries.
  2. Promote effective and predictable development financing.
  3. Improve coordination among multilateral development institutions.
  4. Mobilise private capital for sustainable and inclusive growth.
Cheema's four priorities for Pakistan's 2027 chairmanship of the IMF and World Bank boards

These are stated aims, not decisions by the boards. The statement says he reaffirmed Pakistan's resolve to work with the World Bank Group, the IMF and member countries on a more responsive multilateral development and financial system. It gives no targets, dates or figures for any of the four.

Cheema met the World Bank secretariat and the outgoing chair in Bangkok

After the plenary, Cheema received a briefing from the World Bank Group Corporate Secretariat on the chair's duties. He also met Aradhana Kumar-Capoor, its Vice President and Corporate Secretary, and Carlos Carvallo Spalding, Governor of the Central Bank of Paraguay and the outgoing chair.

The EAD says the meeting with the Corporate Secretary covered institutional support and coordination during Pakistan's term. The talk with the outgoing chair covered the responsibilities of the office and priorities for the year ahead. Cheema congratulated Spalding on completing his tenure.

Cheema's Bangkok meetings after the announcement: World Bank secretariat and the outgoing chair

The Finance Division separately reported that Finance Minister Muhammad Aurangzeb held meetings in Bangkok on 15 October with investors, a rating agency, multilateral lenders and ministers. Our earlier pieces cover what Pakistan should watch at the meetings and the finance minister's Bangkok schedule.

The chair role does not change Pakistan's IMF loan terms or fuel prices

Chairing the governors' board is a convening role. It does not change the terms of Pakistan's own IMF programme, the loan reviews, or the conditions attached to them. Those stay with the IMF staff and its executive board, as before.

The EAD statement makes no claim that the chair gets Pakistan more money or easier terms, and we have not seen one from any official source. Readers following repayments should keep using the IMF repayment schedule and the latest staff-level agreement report. For World Bank lending, see the list of active World Bank projects in Pakistan.

What can change is visibility. A chair speaks for the whole membership at the opening of the yearly meetings and works with the secretariat on the agenda. Whether that brings any gain to Pakistan is something only later events can show.

Common questions about Pakistan chairing the IMF and World Bank boards

Who will chair the IMF and World Bank boards in 2027?

Ahad Khan Cheema, Pakistan's Federal Minister for Economic Affairs, was named incoming chair of both Boards of Governors for 2027, the EAD said on 16 October 2026.

When did Pakistan last chair the boards?

The EAD says Pakistan last held the chairmanship in 1953, so this is the first time in 74 years.

Where was the announcement made?

At the plenary session of the 2026 World Bank Group and IMF Annual Meetings in Bangkok, according to the EAD statement dated 16 October 2026.

Does the chair get Pakistan a bigger IMF loan?

No official source says so. The chair presides over governors' meetings. Loan size and conditions are decided through the IMF's own programme process, not by the chair.

Who was the outgoing chair?

Carlos Carvallo Spalding, Governor of the Central Bank of Paraguay. Cheema met him in Bangkok and thanked him for his stewardship.

Is Cheema also Pakistan's IMF governor?

The EAD calls him Pakistan's Governor to the World Bank Group. It does not say who is Pakistan's IMF governor, and we have not confirmed it.
