A stack of blank paper on a dark wooden table, for a guide to Form E citizenship in Pakistan

A person who holds a naturalization certificate issued under the Naturalization Act, 1926 applies for Pakistan citizenship on Form E. DGI&P lists a fee of Rs 400, and the form is filed in four copies with DGI&P in Islamabad or the Ministry of Interior. You also need proof of an oath of allegiance and a statement showing five years of stay in Pakistan.

This route is for a small group. Most foreign nationals who want Pakistani citizenship come through marriage, a transfer of money, or as a minor child of a citizen. We read the citizenship page of the Directorate General of Immigration and Passports (DGI&P) at dgip.gov.pk on 14 October 2026 and set out the Form E rules here. The page shows a last-modified date of 4 October 2023, so confirm before you pay.

Form E is for holders of a 1926 naturalization certificate

DGI&P lists four groups who can apply for Pakistan citizenship. One is people holding a naturalization certificate issued under the Naturalization Act, 1926. They apply under section 9 of the Pakistan Citizenship Act, 1951, read with rule 13 of the 1952 citizenship rules.

The other three groups are foreign women married to Pakistani men, Commonwealth citizens who transfer Rs 5 million, and minor children of Pakistani citizens. Each has its own form. If you fit one of those instead, see how a foreign wife applies on Form F, the Commonwealth route on Form R, or the minor child route on Form M.

The Form E papers are a certificate, an oath proof and photos

The page lists the Form E papers: the form attested by a notary or magistrate, the naturalization certificate, proof of the oath of allegiance, an affidavit on Rs 20 stamp paper, ten photographs, passport copies with a five year stay statement, and Rs 400.

Papers listed by DGI&P for a Form E naturalization certificate citizenship application in Pakistan

Prove five years of stay with your passport pages

DGI&P asks for photocopies of the passport and a statement showing the applicant stayed in Pakistan for five years. The page does not say how the statement is laid out. Bring every passport page with entry and exit stamps, so the count can be checked.

A gap in your passport trail is the common problem. If you held a residence permit rather than a visa for part of the five years, keep that permit too. The foreign wife route lists "residential permit/visa" among its papers, and the same logic applies here, though the Form E list does not say it. Ask the office when you submit.

People who hold a foreign passport and also want to keep another nationality should check whether Pakistan recognises dual nationality for that country. The list of 22 dual nationality countries shows which ones.

File with DGI&P or the Ministry of Interior

The page says a Form E application goes to the Directorate General of Immigration and Passports, or to the Federal Government, meaning the Ministry of Interior. It does not name a counter or give a processing time, so ask the office for a receipt with a date.

  1. Collect the original naturalization certificate and the proof of the oath of allegiance.
  2. Fill Form E in four copies and have it attested by a notary public or magistrate.
  3. Prepare an affidavit on Rs 20 stamp paper stating the facts of your case.
  4. Print ten photographs and have two attested, one on the front and one on the back.
  5. Copy your passport pages and write the statement showing five years of stay.
  6. Pay Rs 400 and submit the file, then keep the receipt.
Six steps to file Form E for Pakistan citizenship with a naturalization certificate

The page does not list the bank or the challan form for Rs 400. Ask the office which bank branch to use. The helpline on the DGI&P site is 051-111-344-777.

Check what the page does not tell you

The page is undated for this rule and was last edited in 2023. It does not give a processing time, it does not say what happens after approval, and it does not explain how a person gets a 1926 certificate today. Treat it as a checklist to confirm, not a promise.

Anyone who plans to hold a Pakistani passport later should read the e-Passport rules too, since new applications are reported to be e-Passport only from 15 October 2026. A person who later wants to give up the nationality follows the Form X renunciation steps.
