Short answer: OGRA has issued 14 petrol and diesel price sheets for October 2026 so far, from 1 to 20 October. Petrol ranged from Rs 381.14 (20 October) to Rs 398.96 (9 October) a litre. Diesel ranged from Rs 389.27 (20 October) to Rs 400.35 (1 October). Counted day by day, the average petrol price from 1 to 20 October was Rs 392.37.

Pakistan now prices fuel almost daily, so "the petrol price this month" is no longer one number. We downloaded every sheet the Oil and Gas Regulatory Authority (OGRA) posted for October 2026 and read the totals line by line. The full list is below, with what each sheet changed and how to use it for your own fuel budget.

OGRA issued 14 price sheets from 1 to 20 October 2026

OGRA posted 14 sheets for 1 to 20 October 2026, one for each working day. No sheet carries a Sunday or Monday date: a Saturday sheet runs until the Tuesday sheet replaces it. Each price applies from 00:00 hours on the date printed at the top.

The latest sheet is covered in detail in the 20 October petrol price report. We will add each new sheet to this list as OGRA posts it.

Petrol rose on six sheets in a row, then fell on six of the next seven

Petrol climbed from Rs 387.40 on 1 October to Rs 398.96 on 9 October, a rise of Rs 11.56 over six straight increases. It then fell on six of the next seven sheets, down to Rs 381.14 on 20 October. That is Rs 17.82 below the peak.

The pattern follows the world price. On OGRA's sheets the Gulf petrol average went from $127.74 a barrel on 1 October to $133.52 on 9 October, then down to $121.44 on 20 October. OGRA uses a seven working day rolling average, so prices turn slowly rather than overnight. The full method is in the petrol price formula.

Diesel stayed between Rs 394 and Rs 401 until the 20 October cut

Diesel moved far less than petrol for most of the month. From 1 to 17 October it stayed inside a Rs 5.41 band, between Rs 394.94 and Rs 400.35. Then the 20 October sheet cut it by Rs 7.69 in one go, to Rs 389.27, after the diesel crack fell from $41.89 to $38.00 a barrel.

For two days petrol was dearer than diesel. On 8 October petrol cost Rs 1.71 more, and on 9 October Rs 3.24 more. By 17 October diesel was Rs 10.66 dearer again, and on 20 October the gap was Rs 8.13.

The average petrol price from 1 to 20 October was Rs 392.37

Counted day by day, petrol averaged Rs 392.37 a litre from 1 to 20 October 2026 and diesel Rs 396.95. We gave each sheet one day, and the three weekend sheets three days each. That is the fair figure for a monthly fuel budget, not the price on the day you read this.

Average October 2026 petrol and diesel prices in Pakistan compared with the lowest and highest sheets

To use the list for your own budget, follow these steps.

  1. Note the litres you buy in a normal week, say 10 litres for a small car.
  2. Multiply by the average price: 10 litres at Rs 392.37 is Rs 3,923.70 a week.
  3. Compare with today's sheet: at Rs 381.14 the same 10 litres cost Rs 3,811.40, or Rs 112.30 less.
  4. Plan with the average, not the lowest day, because the price can climb back within a week.

For kilometre costs on a bike or car, work through the monthly petrol cost calculator.

Levies stayed fixed at Rs 85 a litre all month

The Rs 80 petroleum levy and Rs 5 climate support levy did not change on any October sheet, for petrol or diesel. Every move in the price came from the world price, the freight premium, the rupee and a few paisas of customs duty. Sales tax stayed at zero on both fuels.

Customs duty did move slightly. On petrol it was Rs 25.63 a litre on 1 October and Rs 25.79 on 20 October, because OGRA sets it from the cargoes landed in the last seven working days. The levy is where the government could change the price at a stroke, and in October it did not. Why daily pricing has been controversial with dealers is covered in the strike threats over daily pricing.

Common questions about October 2026 fuel prices

What was the highest petrol price in October 2026?

Rs 398.96 a litre, on OGRA's 9 October sheet. The next day it slipped to Rs 398.30.

What was the lowest petrol price in October 2026?

Rs 381.14 a litre, from 20 October 2026. That is also lower than the Rs 387.54 of 30 September.

Why is there no price for some dates?

OGRA issues no sheet dated Sunday or Monday. The Saturday sheet stays in force until the Tuesday sheet replaces it.

Was diesel ever cheaper than petrol in October?

Yes. On 8 and 9 October diesel was cheaper by Rs 1.71 and Rs 3.24 a litre. From 13 October it was dearer again.

Did the government change the petroleum levy in October 2026?

No. Every October sheet shows Rs 80 petroleum levy and Rs 5 climate support levy on both petrol and diesel.

Does the pump price match these figures?

Almost. OGRA's figure excludes secondary freight, the cost of moving fuel from the depot to the pump, so some pumps charge slightly more.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 20 October 2026. We downloaded all 14 October sheets and the 30 September sheet from OGRA's price publications page on 20 October 2026 and read the petrol and diesel totals, levies, customs and Gulf averages from each. The changes, ranges and day-weighted averages are our own arithmetic. The day weights assume each sheet runs until the next one, which is what OGRA's "00:00 hours" wording and its dates imply; OGRA does not publish a monthly average itself.
