PMS Sindh 2026: How to Apply for the SPSC CCE Before 23 September
PMS Sindh 2026 is filled through SPSC CCE-2026. Apply online by 23 September, pay Rs 1,000 by PSID, age 21 to 30, then a 200 question screening.
PMS Sindh 2026 is filled through the Sindh Public Service Commission's Combined Competitive Examination, CCE-2026, and the online application closes on 23 September 2026. Advertisement No 04/2026, dated 19 August 2026, sets the rules: a bachelor's degree in at least second division, Sindh domicile, age 21 to 30 on 1 September 2026, and a Rs 1,000 fee paid through a PSID before the form is submitted. A 200 question screening test follows, tentatively in the second half of October, with the written exam pencilled in for December.
The advertisement never uses the letters PMS. It calls the exam CCE-2026, and that is the name on the form, the PSID and the admission letter. The Provincial Management Service in BPS-17 is one of the executive cadre posts the CCE feeds, which is why SPSC's own site files a departmental exam syllabus for officers of PMS (BPS-17) under the same roof. Search for PMS Sindh 2026 and what you are actually applying to is CCE-2026.
Six days remain. SPSC's advance notice of 6 August 2026 said the application window would be 30 days from the advertisement, and the 19 August advertisement fixed the closing date at 23 September 2026, both of which we read on spsc.gov.pk. The commission also says on the advertisement to apply well before the date, and anybody who has watched a government portal on a closing night knows why.
Who is eligible for PMS Sindh 2026?
A citizen of Pakistan, male or female, domiciled and permanently resident in Sindh as on 23 September 2026, holding a bachelor's degree in at least second division, aged 21 to 30 on 1 September 2026. Minority and differently abled candidates are eligible on the same terms, with quotas under Government of Sindh policy.
The age concession is narrow. A candidate domiciled in Sindh who is serving in the federal or Sindh government with at least four years of continuous regular service on 1 September 2026 gets an upper limit of 35. The advertisement then closes the door most people try: employees of autonomous and semi autonomous bodies, local bodies, ad hoc and contract staff do not get it. Four years on contract in a Sindh department is four years of experience and zero years of concession.
Foreign degrees need an HEC equivalence certificate obtained before the closing date and uploaded in the qualification section of the form. As a one time facilitation while the document system is new, SPSC allows the upload up to at least 10 days before the screening test. Do not rely on that; get the certificate now.
The three attempts rule
Three attempts is the limit, and the count began with CCE-2019. SPSC says this follows the Supreme Court's order in Suo Moto Case No 18/2016 of 13 March 2017, which regularised the CCE as an annual exam. Sitting the screening test does not use an attempt, according to the syllabus document, even if you pass it and then skip the written part. Appearing in the written exam does.

What is the fee and how do you pay it?
Rs 1,000, paid online through a PSID. You generate the payment slip ID inside the SPSC portal, then pay the challan through any online payment channel by choosing the 1Bill invoice or service option in a bank app or wallet. The advertisement says only online applications are accepted and manual forms will not be entertained.
1Bill is the interbank bill payment service, so the PSID works in most bank apps under bill payment, and in JazzCash and Easypaisa under the same heading. Pay first, then submit. A form submitted without a paid PSID is not an application, and there is no counter in Hyderabad to hand cash to.
How do you fill the SPSC online form?
Through the Apply Online link on spsc.gov.pk, which SPSC also offers in its mobile app. The form asks for what the advertisement warns cannot be changed later: domicile, PRC Form D, urban or rural quota, age, qualification, examination centre and optional subjects. Get each one right before you press submit.
- Open spsc.gov.pk and click Apply Online. Create an account if you have not applied to SPSC before, or log into the existing one.
- Select Advertisement 04/2026, Combined Competitive Examination (CCE-2026).
- Enter the CNIC number and date of birth exactly as they appear on the card. The advertisement says a wrong entry leads to rejection. The number does not change when a card expires, but an expired CNIC should be renewed before the screening test, because the centre checks it.
- Upload the degree, domicile, PRC Form D and, for a foreign degree, the HEC equivalence certificate. A degree going abroad later needs HEC attestation and an apostille, but for SPSC the equivalence certificate is the document that counts.
- Choose one of the four centres, Karachi, Hyderabad, Sukkur or Larkana, and the optional subjects from the prescribed syllabus.
- Generate the PSID, pay Rs 1,000, confirm the payment shows on the portal, and submit before 23 September 2026.
The same portal handles every SPSC advertisement, and the account you make now is the one you will use for any later post. The federal and Punjab commissions run their own, and the FPSC and PPSC online application portals work on the same PSID and upload logic, so a candidate applying to more than one province is filling three near identical forms.
Candidates with a permanent disability who need help in the exam hall must write to the Controller of Examination at least seven days before the exam under Regulation 58(A), with a certificate from the Department of Empowerment of Persons with Disabilities and the NADRA special CNIC. The disability certificate and special CNIC take weeks to obtain, so this is a September job, not an October one.
What is the CCE screening test and the pass mark?
A 200 question multiple choice test, one mark each, 200 minutes, no negative marking, and a pass mark that SPSC has just raised from 33 per cent to 40 per cent, which is 80 marks. The advertisement records the change as an amendment to Regulation 74(2)(iii) of the Recruitment Management Regulations 2023.
The syllabus document on SPSC's site, dated 19 December 2024, splits the paper two ways. General English carries 20 per cent: vocabulary, grammar, idioms, synonyms and antonyms, fill in the blanks, prepositions, analogies, comprehension. General Knowledge and General Abilities carry 80 per cent: Pakistan affairs, current affairs, everyday science, world geography including celestial bodies, arithmetic, algebra and geometry at SSC level, analytical and logical problem solving, digital literacy and basic IT, and Islamic studies, or comparative religions for minority candidates.
Three rules from that document matter for planning. The test is marked by OMR or on computer and the key is uploaded soon after. The score counts only for that year's CCE and adds nothing to the final merit, so a bare pass is as good as a high one. And the screening test is not an attempt. The 14 extra marks now needed are the difference between guessing through the maths section and actually revising SSC geometry.
What is the written exam structure?
SPSC has not yet published the CCE-2026 written timetable, so the CCE-2025 schedule, dated 5 August 2026, is the best guide to shape. That exam ran from 13 to 24 September 2026 with six compulsory papers followed by optional subject papers, each three hours long.

The optional list on the 2025 timetable ran from Accountancy and Auditing, Economics, Computer Science, Political Science and International Relations, which have two papers each, through single paper subjects such as Law, Psychology, Geography, Physics, Chemistry, Pure and Applied Mathematics, Business Administration, Public Administration and Town Planning. Marks per paper are in the revised syllabus PDF on SPSC's site, which is a 12 MB scan our tools could not read, so we are not quoting them.
Two rules from the 2026 advertisement apply to the written part. Miss any one paper and you are not allowed into the rest. And the optional subjects chosen on the form are final, so choose the ones you can actually read in three months, not the ones with the best reputation.
What are the dates from here?
Applications close on 23 September 2026. The screening test is expected in the second half of October 2026 and the written exam in December 2026, both marked tentative in SPSC's advance notice of 6 August. SPSC posts the confirmed schedule, centre lists and admission letters on its site and in candidates' portal accounts, as it did for CCE-2025 in August and September.
