A silver stopwatch on green grass, for PSL playing rules and the strategic timeout

Under the PSL's own playing conditions, every playing XI has 7 or 8 Pakistani players and 3 or 4 overseas players, one Pakistani emerging player is compulsory, and no more than 4 overseas players may be on the field at once. Each team also gets two unsuccessful DRS reviews an innings and one 3-minute strategic timeout.

We read the HBL PSL 11 Playing Conditions, the 2026 rulebook the league publishes on psl-t20.com, on 31 October 2026. The PSL says its franchise workshop will review the playing conditions before PSL 12, which runs from 18 March to 2 May 2027. Until new ones appear, these are the latest official rules.

A PSL playing XI has 7 or 8 locals and 3 or 4 overseas players

Each playing XI must have at least 7 and at most 8 local players, including the emerging player, and at least 3 and at most 4 foreign players. At no point may more than 4 overseas players be on the field.

The rule has a catch for teams that pick only three overseas players. If a side names 3 foreigners in its XI, it cannot bring on an extra foreign player as a substitute fielder or as a concussion replacement. If it names 4, an overseas substitute can only come on for another overseas player.

Captains hand in two possible XIs before the toss

Before the toss, each captain may give the match referee two different XIs, each with up to 4 substitute fielders. After the toss, the captain signs one of the two. That lets a team pick its side knowing whether it bats or bowls first.

  1. Before the toss: the captain submits two line-ups of 11 players plus up to 4 substitutes.
  2. The toss is held.
  3. The captain signs one of the two line-ups as the final XI.
  4. After that, no player in the XI can change before play without the other captain's consent.
  5. Once play starts, the only change allowed is a concussion replacement.

This is a rule many viewers miss. When a captain says "we would have batted anyway", the team sheet may still have been built around the toss.

A concussion replacement must be like for like

If a player is concussed by a blow to the head or neck, the team can ask the match referee for a like-for-like replacement. The request comes from the team doctor or manager. The referee normally approves it if the swap does not give the team an excessive advantage.

The replacement can come from the whole squad. They take on any warnings or penalties the replaced player had. If the concussed player had been banned from bowling, the replacement cannot bowl either. When a last-wicket batter is concussed, the replacement has up to 10 minutes to be ready to face the next ball.

Each team gets two unsuccessful DRS reviews an innings

Each team may make up to two unsuccessful player reviews in each innings. A review that leaves the decision unchanged is unsuccessful, but an LBW kept on umpire's call does not count. A team must ask within 15 seconds, and the third umpire keeps count.

A review that overturns the decision is successful and does not use up the allowance. The rulebook also bans signals from the dressing room about whether to review, and says a breach can be reported under the PSL Code of Conduct.

In a Super Over, the count starts fresh: each team gets one unsuccessful review in each Super Over innings, whatever it used in the match. The PSL points table, Super Over and rain rules decide what happens when scores finish level.

The fielding captain calls one 3-minute strategic timeout

Only the fielding captain may call the strategic timeout, which lasts 3 minutes per innings. It can be taken from the start of the 11th over to the 15th over. If the captain has not called it by the end of the 15th over, it happens automatically.

Drinks may come on during the break, but no practice is allowed. Up to 5 coaching staff or substitute fielders may come onto the field. In a shortened match of 14 overs or fewer per side, there are no timeouts at all.

PSL strategic timeout and DRS rules: 3 minutes between overs 11 and 15, two unsuccessful reviews an innings

Slow over rates cost a fielder in the circle

The minimum over rate is 14.11 overs an hour, so the 20th over should start within 85 minutes of play. If the fielding side is behind time, only 4 fielders may stand outside the circle, instead of 5, for the rest of the innings.

The powerplay is the first 6 overs of each innings, when only 2 fielders may be outside the circle. After that, up to 5 may be outside. The in-match penalty cuts that to 4. The two innings are separated by a 20-minute interval.

Match fee fines for a slow over rate come on top, under the PSL Code of Conduct fines and bans. Domestic cricket uses its own PCB domestic T20 and one-day rules this season.

PSL fielding limits: 2 outside the circle in the powerplay, 5 after, 4 when behind the over rate

How we verified this

What we checked, where we read it, and what we could not confirm.

We read the HBL PSL 11 Playing Conditions (clauses 1.2, 11.6, 12.6, 12.7, 13.8, 13.9, 28.7, the DRS appendix and Appendix F) on 31 October 2026. The PSL 12 dates come from the league's 23 October 2026 road map for PSL 12 direct signings and the auction. The definition of an emerging player by age is not in the playing conditions, so we have not stated one.
