Punjab E-Bike Scheme Closes 4 October With 1.14 Million Registered

Punjab's student e-bike scheme closes on 4 October 2026 with 1,149,058 registered for 100,000 bikes. Distribution starts early November. Check your form now.

Applications for the Punjab e-bike scheme for students close on Sunday 4 October 2026. Chief Minister Maryam Nawaz says 1,149,058 students have registered for 100,000 bikes, and that distribution will start in early November.

That is about 11 registrations for every bike. We read the CM's post on her official X account, dated 1 October, and checked the deadline and bike count on the scheme portal, bikes.punjab.gov.pk, on 2 October.

The Punjab e-bike scheme closes on 4 October

The last date to apply for phase 2 of the CM Punjab e-bike scheme for students is 4 October 2026. The official portal at bikes.punjab.gov.pk still shows that date. It has not been extended, and nothing official says it will be.

The portal is run by the Transport and Masstransit Department under the Chief Minister's Youth Initiative. Applications are online only. If you have an account but have not finished the form, this weekend is your last chance.

1,149,058 registrations for 100,000 e-bikes in phase 2 of the Punjab student scheme

Over 1.14 million students have registered

Maryam Nawaz said on 1 October that the scheme had 1,149,058 registrations so far. She said 222,101 of them are female students. Against 100,000 bikes, that is roughly 11 registrations for each bike on offer.

Her post called the response "overwhelming". It also said female students are "almost 50% of all applicants". Our own sum does not match that. 222,101 out of 1,149,058 is about 19 per cent. The post does not explain the 50 per cent figure, so we report both numbers as given.

One more point matters here. The CM's figure is for registrations. The portal counts registrations and applications separately. So the number of finished applications may be lower than 1.14 million. The government has not published that figure yet.

Distribution is due to start in early November

The CM said distribution will start in early November. That matches her earlier order. When phase 2 launched on 10 September, she directed that bikes be handed over within six weeks of the application process ending. Six weeks after 4 October is mid November.

Radio Pakistan, the state broadcaster, reported that six week direction on 10 September. Early November is a target, not a fixed date. No district schedule has been published yet.

Before any bike is handed over, the portal lists three more stages. Documents must be completed, details and eligibility verified, and the financing approved. Only then comes delivery. Those steps take time when more than a million people have signed up.

The portal no longer says first come first served

When we checked on 6 September, the portal said documentation would go first come first served. On 2 October, that line is gone. Step 2 now reads only "complete documentation and proceed accordingly". The portal does not say how 100,000 bikes will be shared among the applicants.

So we cannot tell you whether there will be a ballot, a merit list or a queue. Nothing official says yet. Phase 1 of the scheme used an electronic ballot. That does not mean phase 2 will.

What you can control is a clean application. These are the checks we would make before the deadline:

  1. Make sure the student is at least 16 and holds a driving licence, learner's permit or juvenile driving permit.
  2. Have a student card or an institution letter, and the latest paid fee slip.
  3. Check that the guarantor earns at least Rs 40,000 a month and has a recent bank statement.
  4. Use a mobile number registered in the guarantor's own name against their CNIC.
  5. Confirm the institution is registered with the Punjab government. Federally chartered institutes and their campuses are not eligible.

The Rs 40,000 income floor and the bank statement are now spelled out on the portal. A guarantor below that line is the easiest way to fail verification. If the student still needs a permit, start with a learner licence in Punjab.

Students pay about Rs 3,000 a month for three years

The portal lists the bike at Rs 199,000. The Punjab government pays Rs 90,000 of that. The rest is paid in instalments over three years at zero interest, with no down payment. The portal puts the instalment at about Rs 3,000.

By our sum, Rs 109,000 spread over 36 months is about Rs 3,028 a month. The government also pays insurance, registration and token tax, and a helmet and safety rods are free.

This is a provincial scheme for students only. The federal PAVE electric bike scheme is a separate programme with its own portal and rules.
