How to Read Your SSGC Gas Bill: Provisional, Minimum and PUG Charges Explained
Learn what provisional, minimum and PUG charges mean on an SSGC gas bill in Sindh and Balochistan, what you can dispute and how long SSGC says it takes to fix.

Short answer: An SSGC gas bill is one of four kinds: a normal bill from a real meter reading, a provisional bill when the meter was not read, a minimum charge bill when you used very little, or a PUG bill when the meter was found passing gas it did not record. Your bill's remarks line says which one you got. For a wrong bill, call 1199 or visit a Customer Facilitation Centre.
Your gas bill is only as clear as its small print. Two households in the same street can pay very different amounts for the same month, and the reason is usually a word in the remarks box, not the gas they burned.
We read SSGC's own Frequently Asked Questions page, its Domestic Rates page and its Complaint Types and Timelines page on 11 October 2026. SSGC is Sui Southern Gas Company, which supplies gas in Sindh and Balochistan. We did not test a live bill, so what follows is what SSGC states, not our own meter test.
SSGC bills come in four kinds, and the remarks line names yours
A normal bill uses the actual meter reading. A provisional bill is system generated when the meter was not read that cycle. A minimum bill applies when use falls below a set volume. A PUG bill charges for gas a faulty meter failed to record. SSGC says the bill's remarks mention the reason.
| Bill type | When it happens | What SSGC says happens next |
|---|---|---|
| Normal | Meter read by a handheld device | Bill uses the reading and the notified tariff |
| Provisional | Meter was not read in the cycle | Amount paid is adjusted against the next actual reading |
| Minimum charges | Use below a specified volume in the month | Billed at the minimum notified by OGRA |
| PUG (passing unregistered gas) | Meter stops registering gas | Meter is replaced and an estimated bill is charged |
| Slow meter | Aged meter tests slow in the laboratory | The slow volume is billed to the customer |

A provisional bill is paid now and corrected later
If SSGC could not read your meter, it sends a system-generated provisional bill. You pay it. The amount is then adjusted against the bill raised on the actual reading in a later cycle. Your remarks line gives the reason, and SSGC says to contact the nearest Customer Facilitation Centre or Billing Zone.
The complaint timeline page lists provisional billing as "03 billing cycles at a stretch". We read that as the length of time a provisional bill can continue before the company must act, though the page does not spell it out. Ask the centre to confirm it for your connection.

Minimum charges apply when you use very little gas
SSGC says that if use in a billing month is below a set volume, the customer is billed on minimum charges, which OGRA notifies for each category. On OGRA's July 2025 domestic notification, the minimum bill is calculated at the first tariff slab of each category.
One thing needs care. SSGC's FAQ page still shows an older, undated slab table with "Minimum Gas Charges fixed at Rs 230 per month". Its Domestic Rates page shows the notification effective 1 July 2025, with a Rs 600 fixed charge for protected homes and Rs 1,500 for non-protected homes, plus Rs 40 meter rent. The two pages disagree. We use the rates page, because it names its notification date.
| Domestic charge | Protected | Non-protected |
|---|---|---|
| Fixed charge | Rs 600 | Rs 1,500 up to 1.5 hm3, Rs 3,000 above |
| Meter rent | Rs 40 | Rs 40 |
| First slab price | Rs 200 per mmBtu (up to 0.25 hm3) | Rs 500 per mmBtu (up to 0.25 hm3) |
Full slab working is in our Sui gas slab guide. Your own bill's GCV, the heating value of the gas, and the pressure factor are printed on it, so the calculation can be checked line by line.
PUG and slow meter bills charge for gas the meter missed
PUG means passing unregistered gas. SSGC says that if a meter stops registering gas for any reason, the company changes the meter and charges an estimated bill, based on the new meter's use, for the period the old one was PUG. A slow meter is a worn meter whose lab test shows it under-reads.
These bills often arrive as a surprise and can be large. SSGC's complaint timeline page says PUG billing complaints are handled "within 15 days after receipt of request from customer".

Ask in writing, and ask for the lab test result if the claim is slowness. The meter replacement rules are in how to get a gas meter checked or changed.
Other charges on the bill: late surcharge, deposit and house line leaks
SSGC's FAQ lists three charges that catch people. A late payment surcharge is 10 per cent of the current bill for a domestic customer. A gas supply deposit equals three months' average consumption. A leak in your internal pipe after the meter is your responsibility, and the lost gas is billed to you.
- Find the remarks line and note the bill type and reading dates.
- Compare the previous reading with your meter's digits. SSGC says the first five black digits are the reading.
- Check the GCV and pressure factor against the bill's calculation block.
- Check that the deposit and late surcharge lines are expected.
- If something is wrong, call 1199 and note the complaint number.

Never pay a person who offers to "fix" a bill for cash. If you cannot pay in one go, SSGC says to ask a Customer Facilitation Centre about instalments, and our bill instalments guide explains the options. Unpaid earlier bills can lead to disconnection even before the current due date, and the steps back are in how to restore a gas connection.
Common questions
What is a provisional gas bill from SSGC?
It is a system-generated bill issued when the meter was not read in that cycle. SSGC says the amount you pay is adjusted against the bill on the actual reading later.
What does minimum charges mean on an SSGC bill?
It means your use in the month was below a specified volume, so SSGC billed the minimum OGRA notified for your category.
What is PUG on a gas bill?
PUG stands for passing unregistered gas. It means the meter stopped registering gas, and SSGC charges an estimate for that period after replacing the meter.
How long does SSGC take to fix a wrong bill?
SSGC's timeline page lists excessive and wrong billing at 15 days after your request, and a meter reading issue at 3 working days.
Which helpline do I call for a gas leak?
SSGC's FAQ gives 1199, available round the clock, for emergencies and complaints. Call straight away for a leak.
Who pays for a leak inside my house?
You do. SSGC says the customer is responsible for the pipework after the meter, and gas lost through a leak there is billed to the customer.
How we verified this
What we checked, where we read it, and what we could not confirm.
We read SSGC's Frequently Asked Questions (ssgc.com.pk/web/?page_id=111824), Domestic Rates (page_id=103) and Complaint Types and Estimated Resolution Timelines (page_id=111676) on 11 October 2026. The FAQ table of slabs is undated and differs from the rates page, so confirm current tariff with OGRA or SSGC before you dispute an amount.
