A compass on a dark wooden table, for a guide to registering an IP address with PTA for VoIP in Pakistan

Short answer: If your business runs internet calling (VoIP) from a fixed IP address, register that address with PTA at ipregistration.pta.gov.pk. PTA's Annual Report 2025 says the first four IP addresses per organisation are free and each extra one costs a one-time Rs 500. Applications are usually processed in 2 to 3 working days.

Picture a call centre whose internet calls stop overnight. The line is fine. The IP address the calls come from is simply not on PTA's approved list. That is the kind of control the IP Whitelisting Regulations, 2024 create.

We read the Telecom Licensing chapter of PTA's Annual Report 2025 on 14 October 2026. We also opened the portal page, which shows only a sign-in form, so we could not check the fee or form fields there. Treat the figures below as "reported in PTA's annual report".

PTA's rule targets illegal call routing

PTA introduced the IP Whitelisting Regulations, 2024 to combat grey telephony and make sure VoIP is used lawfully. Grey telephony means international calls sent through internet routes to dodge licensed carriers. The rules apply to all licensees and their subscribers.

Whitelisting means PTA keeps a list of approved IP addresses. Only those addresses are meant to carry VoIP traffic. PTA says the aim is to cut the misuse of VoIP channels, protect revenue and improve cyber security.

This is different from the VPN registration for companies and freelancers. A VPN registration covers a private tunnel. IP whitelisting covers the address your VoIP calls come from. The same portal serves both.

Who can apply

PTA's report lists long distance and international operators, local loop operators, mobile operators, PSEB-registered call centres and other authorised entities. If your company is a call centre, you need PSEB registration first. A freelancer who only needs a VPN uses the VPN route, not this one.

List of who can apply for IP whitelisting with PTA, from telecom operators to call centres

The report says the process needs online submission, verification by the licensee and supporting documents. It does not list the documents, and we could not see the form. Call PTA on 0800-55055 to confirm what to upload for your case.

Fees and how long approval lasts

The report says the first four IP addresses per organisation are free. Each extra address costs a one-time Rs 500. Validity depends on who you are: operators until licence expiry, call centres until PSEB registration ends, others for two years from approval.

Number 4, the IP addresses per organisation that PTA reports are free to whitelist
ApplicantHow long approval lasts
Telecom operatorsUntil licence expiry
PSEB-registered call centresUntil PSEB registration expires
Other applicantsTwo years from approval

Apply early for renewal. A lapsed address is no longer approved, so VoIP traffic from it can be affected. The report does not describe a grace period, and we do not assume one.

Fees can change. Check the portal or call the helpline before paying, and pay only through PTA's own channel. A "fixer" asking for cash is not PTA.

Steps to register

Create an account on the portal, add your company details and the IP addresses, upload the supporting documents and submit. PTA says unverified or non-compliant requests are rejected, and provisional approvals can be granted before formal monthly authorisation.

Four steps to register an IP address with PTA for VoIP
  1. Get a fixed IP address from a licensed internet provider. Check the provider with the PTA licensed internet provider list.
  2. Open ipregistration.pta.gov.pk and create an account.
  3. Enter your company details and each IP address.
  4. Upload the documents PTA asks for and submit.
  5. Wait about 2 to 3 working days, as the report says.

The portal shows only a sign-in page to visitors, so we have not seen the form. Use the steps above as a plan, and expect the live form to ask for more detail.

Plan your costs before you apply. An office with six VoIP addresses would, on PTA's reported fees, pay for two addresses beyond the free four, or Rs 1,000 in total. Always confirm the fee on the portal first, because we could not see it there.

Keep a record of each address, its approval date and its end date. A short spreadsheet is enough. Set a reminder a month before an approval ends, so a lapse does not stop your calls on a busy day.

What happens if you skip it

PTA does not state a penalty for this rule in the report. Unlicensed telecom activity is a separate offence, with real penalties under the PTA Act. Read about illegal telecom activity under section 31 of the PTA Act before you decide to skip registration.

PTA also raids illegal setups. See how to report illegal SIM recharging or an unlicensed internet provider. Staying registered keeps you clear of both.

Common questions

What is IP whitelisting for VoIP?

It means PTA keeps a list of approved IP addresses for VoIP. Only those addresses are meant to carry internet calls.

How many IP addresses are free?

PTA's annual report says the first four per organisation are free. Each extra one costs a one-time Rs 500.

How long does approval take?

The report says applications are typically processed in 2 to 3 working days. Provisional approvals can come first.

Is this the same as VPN registration?

No. VPN registration covers a private tunnel for companies and freelancers. IP whitelisting covers addresses used for VoIP services, though the portal serves both.

Do I need a fixed IP address?

You must register specific addresses, so yes. The report says a fixed IP can be obtained from any licensed internet provider.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 14 October 2026, Pakistan time. We read the Telecom Licensing chapter of PTA's Annual Report 2025 and opened the PTA IP registration portal, which shows only a sign-in form. We could not confirm the fee, documents or form fields on the portal. We did not submit an application.
